The meetings taking place on the floor are called Yuan Sittings, which are scheduled Tuesdays and Fridays. By consensus, the number of Yuan Sittings may be increased or decreased whenever necessary, and different party caucuses in the Legislative Yuan may also negotiate to have consecutive days designated as one Yuan Sitting. From 9 to 10 a.m. ( one hour before the sitting starts) of a Sitting, the members hold the "Forum of National Policies." The presence of 1/3 of the members is required to officially start a Yuan Sitting.
The Legislative Yuan shall have 8 standing committees: Home Affairs; Foreign Affairs and National Defense; Economic Affairs; Finance; Education and Culture; Transportation; Judiciary, Organic Laws and Statutes; Sanitation, Environment, and Labor Affairs. There are four ad hoc committees in charge of specific issues in the Yuan: Discipline, Procedure, Constitution Amendment, and Expenditure Examination.
The committee meetings shall be set on weekdays other than the days scheduled for Yuan Sittings, and members shall be convened by co-chairmen/women of respective committees or upon the request of no less than 1/3 of the committee members by a written demand with agenda to be discussed. The co-chairs shall convene the said meetings within 15 days after receiving the written demand. Both the Yuan Sittings and the committee meetings shall be open to the public. If necessary, however, closed-door meetings shall be held pursuant to law.
The standing committees shall examine bills and petitions referred to by the Yuan Sittings. They may also invite heads of government ministries and councils to deliver reports and be ready for interpellations at the beginning of each session. Each, committee has 13-15 members; 2 co-chairmen/women are elected from among the committee members. In addition, there are also the Committee of the Whole Yuan composed of all Legislative Yuan members. The Committee of the Whole Yuan is convened when the Legislative Yuan is to exercise the power of consent over the appointment of the President, the Vice President, and the Grand Justices of the Judicial Yuan, the President, the Vice President, and the members of the Examination Yuan, the President, the Vice President, the members and the Auditor General of the Control Yuan, and to examine emergency decrees issued by the State President, the motion of impeachment or recall of the State President or the State Vice President, the motion of no-confidence against the President of the Executive Yuan, or the bills returned by the Executive Yuan for the Legislative Yuan to re-consider. At least 1/3 of the total members of each committee are required to hold a committee meeting. No committee resolution may be made when less than three members of the quorum are present.
