捷克參議院議長韋德齊（Miloš Vystrčil）今（1）日上午拜訪立法院並發表演說，會後韋德齊議長伉儷及訪問團一行中午於美福飯店接受立法院長游錫堃的設宴款待。席間雙方除針對國際局勢與民主同盟關係討論交流外，游院長也再次強調，中國戰狼外交更讓我們認清其真面目，期待台捷雙方能更團結一致對抗專制，共同發揚民主價值。
午宴中韋德齊議長也上台正式邀請游院長回訪捷克，游院長表示非常榮幸，也接受韋德齊議長的邀請，將在武漢肺炎疫情告一段落之後安排到捷克國會參訪。
午宴除捷克參議院議長韋德齊伉儷及訪問團外，包括立法院副院長蔡其昌、中華民國與捷克國會友好聯誼會會長萬美玲委員、副會長蔡適應委員，民主進步黨團幹事長鄭運鵬委員、書記長鍾佳濱委員、莊瑞雄委員、許智傑委員、何志偉委員、邱議瑩委員、張廖萬堅委員，國民黨團李德維委員、李貴敏委員，時代力量黨團王琬諭委員，台灣民眾黨團張其祿委員，無黨籍林昶佐委員，立法院林志嘉秘書長、洪慈庸顧問等均出席與捷方貴賓利用機會交換台捷政經合作等廣泛議題交換意見。外交部長吳釗燮、捷克經濟文化辦事處朗樂(Mr. Patrick Rumlar)代表、我國駐捷克代表柯良叡、外交部歐洲司司長姜森等也共同與會。
游院長在午宴開始前致詞指出，今年開春以來，武漢肺炎疫情不只影響了國際經濟和人民互動，也讓國際局勢變化快速。而中國和美國間的關係，更牽動整體國際局勢的演變。中國霸權崛起卻讓我們更清楚的看到，中共「天無二日，土無二王」、「率土之濱，莫非王臣」的天朝心態，中國戰狼外交的擴張戰略，及「以商逼政」利用經濟影響力強壓各國主權對於世界造成的威脅。
游院長希望藉此機會，能和同樣擁有民主與自由的原則和價值捷克深化民主同盟，共同對抗專制政權，也期待兩國國會能持續互訪，在經貿議題上更密切合作，也團結一致邁向民主同盟，讓民主價值能成為世界的主流價值。
韋德齊議長也相當認同這樣的觀點和理念，他並以這次延續柯佳洛（Jaroslav Kubera）前議長精神的台灣之行為例，證明除了金錢之外，國家其實有更重要的理念和原則應該要捍衛。他說，許多媒體在問，中共打壓不會害怕嗎？但為了捍衛捷克的主權和名譽，因此他選擇用勇氣克服害怕。而為了實現台灣之行，參議院議員也付出很大的努力，他希望此行能彰顯捷克自由、獨立與民主的無形價值，更期待台灣之行能有效促進雙邊合作，在國會層面也能有實質的合作，同時提升兩國國會外交與民主同盟關係。最後，他也呼籲將言語化為行動，提升人民對我們的信任。
午宴開始前，立法院為表達雙方的友好情誼，也特別致贈防疫物資和紀念品給捷克訪問團。除游院長外，副院長蔡其昌及立法委員張廖萬也代表口罩國家隊致贈2萬片印有台捷兩國國旗的防疫口罩、300個科技口罩以及捷克立院參訪團每人1件多功能防護風衣，除表示兩國之友好外，更期盼疫情早日遠離，讓兩國交流可以更加頻繁。中華民國與捷克國會友好聯誼會會長萬美玲委員則代表致贈琉璃，象徵兩國友誼長存。捷克參議院訪問團也回贈MOSER水晶、參議院雙獅圖騰紀念牌、哈維爾（Václav Havel）著作與印有哈維爾夫人哈維洛娃女士相片的日曆，並以慕夏畫作手繪玻璃回贈游院長夫人。
午宴結束後，游院長在接受媒體聯訪時再度表示，韋德齊議長伉儷及訪問團此次受到中共極大的壓力，能成行相當不容易，但他仍堅持守護民主自由與捍衛國格及主權，所以他希望台捷兩國人民能夠勇敢反抗強權，共創美好未來。另外，游院長也藉此機會感謝立院不分黨派有超過93位委員踴躍出席上午的捷克參議長國會演說行程。
韋德齊議長則再次強調，台灣擁有主權、國會、總統、法律與外交，且在政治上與捷克一樣，有共同的民主價值。隨後並由本次訪團捷克參議院各委員會主席、副主席報告初步討論國會外交的實質成果，雙方在教育方面達成促進科技及創新教育及藝術領域中學教師與學生交換等的共識；國防方面則聚焦在疫情期間醫院網路安全性的問題；經濟方面則希望達成貿易平衡並期待未來訪捷時，能有立法院經濟委員會成員共同前往；最後在憲法與法律面， 捷方希望能與我國討論5G相關零組件銷售等問題，也期待在大型企業、中小企業與政府間應扮演的角色上，能互相交換意見。
捷克參議院議長韋德齊伉儷及訪問團下午將前往國立傳統藝術中心宜蘭園區進行參訪，隨後趕回台北。
The Czech Senate President Miloš Vystrčil visited the Legislative Yuan this morning (1st) and gave a speech. After the meeting, President Vystrčil, his wife and the delegation were hosted by the Legislative Yuan President You Si-kun at noon at the Grand Mayfull Hotel. In addition to discussing the international situation and the relationship between the alliance of democracies, President You also stressed that China's wolf warrior diplomacy has made us recognize its true nature and expects Taiwan and Czech Republic to be more united in fighting against dictatorship and promoting democratic values together. During the luncheon, Senate President Vystrčil also took the stage to formally invite President You to visit the Czech Republic. President You expressed his honor and acceptance of Senate President Vystrčil's invitation and will arrange a visit to the Czech Parliament after the Wuhan pandemic is over.

Minister of Foreign Affairs Jaushieh Joseph Wu, the Czech Economic and Cultural Office Representative Patrick Rumlar, Taipei Economic and Cultural Office in Prague Representative Ke Liang-ruey, and European Affairs Department Director General Johnson Chiang of the Ministry of Foreign Affairs, also attended the meeting.
Before the luncheon, President You pointed out that since the beginning of spring, the Wuhan pneumonia pandemic has not only affected the international economy and people's interaction, but also made the international situation change rapidly. The relationship between China and the United States has shaped the overall evolution of the international situation. The rise of China's hegemony has made it clearer that the Chinese Communist Party's mentality of "There cannot be two suns in the sky, nor two emperors on the earth. " and “All land under heaven belongs to the King, and all people on the shores are subjects of the King.” China's wolf-warrior expansionism and the threat posed to the world by the use of economic influence to influence politics, trying to use economy to coerce sovereign countries, which poses a threat to the world.
President You hopes to take this opportunity to deepen relations between alliance of democracies with the Czech Republic, which also shares the principles and values of democracy and freedom, and to jointly fight against the authoritarian regimes. He also hopes that the two parliaments will continue to visit each other, cooperate more closely on economic and trade issues, and unite towards the alliance of democracies, so that democracy can become the mainstream value in the world.
The Senate President Vystrčil agreed with this point and idea. He took this trip to Taiwan to extend the spirit of former Senate President Jaroslav Kubera as an example to prove that there are more important ideas and principles for the country to defend than money. He said that many media asked if he would be afraid of the Chinese Communist Party's suppression, but in order to defend the Czech Republic's sovereignty and reputation, he chose to overcome his fear with courage. In order to visit Taiwan, member of the Czech Senate has make a lot of efforts. He hoped that the trip would highlight the intangible values of Czech freedom, independence and democracy, and that the trip to Taiwan would effectively promote bilateral cooperation and concrete parliamentary cooperation, as well as enhance the diplomatic and democratic alliance between the two parliaments. Finally, he also called for words to be turned into action to enhance people's trust in us.
Before the luncheon, the Legislative Yuan presented the Czech delegation with pandemic prevention supplies and souvenirs as a token of goodwill between the two sides. In addition to President You, Vice President Tsai Chi-chang and Legislator Chang Liao Wan-chien also presented 20,000 masks with the national flags of Taiwan and the Czech Republic, 300 technological masks, and a multifunctional protective windbreaker for each member of the Czech delegation to show the friendship between the two countries and to express their hope that the pandemic will soon be far away and that exchanges between the two countries will become more frequent. The Chairwoman of the Republic of China (Taiwan) and the Czech Republic Parliamentary Friendship Association Wan Mei-ling, presented a glazed glass to symbolize the long-lasting friendship between the two countries. The Czech Senate delegation also presented MOSER crystal, a commemorative plaque of the Senate's two lions, a copy of Václav Havel's book and a calendar with the photo of Mrs. Havel, and a hand-painted glass of Alfons Maria Mucha's painting to the Mrs. You.
After the luncheon, President You again said in a joint interview with the media that it was not easy for Senate President Vystrčil and Mrs. Vystrčil to visit Taiwan. Despite China's tremendous pressure, Senate President Vystrčil still insists in safeguarding democracy and freedom and to defend the national dignity and sovereignty. He also took the opportunity to thank more than 93 legislators present across the party lines for attending the morning speech of the Czech Senate President.
Senate President Vystrčil reiterated that Taiwan has sovereignty, parliament, president, law and diplomacy. In addition, it shares the same democratic values as the Czech Republic. Then, the chairmen and vice-chairmen of the Czech Senate reported on the preliminary results of the parliamentary diplomacy. The two sides reached a consensus on promoting technology and innovation in education and the exchange of high school teachers and students in the arts. With regard to national defense, the focus was on the security of the hospital cybersecurity during the pandemic. On the economic front, the Czech side hopes to reach a trade balance and expects to have members of the Economic Committee of the Legislative Yuan to join the visit in the future. Finally, in the constitutional and legal aspects, the Czech side hopes to discuss with China on issues such as the sale of 5G-related components, and also expects to exchange views on the roles to be played by large enterprises, small and medium-sized enterprises and the government.
The delegation will visit the Yilan Park of National Center for Traditional Arts in the afternoon, and then return to Taipei.
