接見德國在台協會新任處長許佑格博士(Dr. Jörg Polster)游錫堃:祝賀德國新政府上任並感謝聯合執政協議納入友台文字

立法院游錫堃院長今(9)日上午在林志嘉秘書長、洪慈庸顧問及秘書處吳慧玲處長陪同下,接見德國在台協會新任處長許佑格博士(Dr. Jörg Polster)。

游院長致詞時盛讚許處長外交資歷豐富,是受人敬重的外交官,也提到許處長是台灣女婿,他是台灣兒子,相信彼此未來定能相處融洽。接著院長恭賀德國新政府上任,相信在舒爾茲(Olaf Scholz)政府帶領下,德國必定更加繁榮。也藉此機會感謝德國新政府在「聯合執政協議」二度提及台灣,這是德國首度在相關文件提及台灣並納入友我文字,同時感謝及敬佩德國在歐盟10月20日「歐盟-台灣政治關係與合作報告」投下贊成票,使本案能以580票壓倒性通過。

院長接著提及早年曾二度造訪德國,對有著美麗風景和先進技術的德國印象深刻,在他擔任省議員時亦曾赴德國考察火力發電廠,得知德國因應火力發電導致污染的設備非常先進,用此來監督台灣省政府,獲益良多。他擔任台北捷運公司董事長時,也是採用德國大廠西門子車廂作為台北捷運的車廂。

許處長致詞時則表示感謝院長撥冗接見,讓德台雙方有機會交換意見,他提到德國新政府甫上任,相信德台關係會有新的發展,他也會關注德國國會中外交委員會的新成員,期待未來建立德台國會友好小組推展雙邊關係,他同時希望德國國會議員及台灣立法委員能夠互訪,他認為這是最好的交流方法。

雙方隨後就台灣政治發展、兩岸關係、全球局勢、攀爬台灣百岳等議題廣泛交換意見,院長最後提到和許處長一樣喜歡爬山,希望有機會能一同登山,最後祝福許處長未來在台的職務都能順利推動,在互贈禮品及合影後於12時結束。


The Legislative Yuan President Si-Kun You, accompanied by Secretary General Jih-Jia Lin, Consultant Tzu-Yung Hung, and Secretariat Director Maggie Wu, received the new Director General of the German Institute Taipei, Dr. Jörg Polster this morning.

In his speech, President You praised Director Polster for his extensive diplomatic experience and his respect as a diplomat, and mentioned that Director General Polster is Taiwan's son-in-law and he is Taiwan's son. He then congratulated the new German government on taking office and believed that under the leadership of the Olaf Scholz government, Germany will certainly become more prosperous. He also took the opportunity to thank the new German government for mentioning Taiwan for the second time in the "Coalition Agreement", which is the first time that Germany has mentioned Taiwan in a relevant document and included it in the pro-Taiwan clause. He also thanked and respected Germany for voting a yea vote on October 20 when the EU reviewed the EU-Taiwan Political Relations and Cooperation Report so that it could be passed with an overwhelming support of 580 votes.

President You mentioned that he has visited Germany twice in early years. He was impressed by its beautiful scenery and advanced technology. When he was a member of the provincial government, he also visited Germany to study thermal power plants and learned that Germany has very advanced equipment to deal with the pollution caused by thermal power generation, and it was very beneficial for him to use it to supervise the Taiwan government. When he was the chairman of the Taipei Metro, he also used the Siemens carriages of the German factory as the carriages of the Taipei Metro.

In his speech, Director General Polster expressed his gratitude to the President for taking the time to meet with him and giving Germany and Taiwan the opportunity to exchange views. He mentioned that the new German government has just taken office and he believes that there will be new developments in German-Taiwanese relations. He would follow closely on the new members of the Committee on Foreign Affairs of the Bundestag and looks forward to the establishment of a German-Taiwanese parliamentary friendship group to promote bilateral relations in the future. He believes that this is the best way to exchange ideas.

The two sides then exchanged views on Taiwan's political development, cross-strait relations, the global situation, and climbing the Hundred Mountains in Taiwan. The President finally mentioned that he and Director General Polster like to climb mountains and hoped to have the opportunity to climb together.
