款宴美國第70任國務卿龐培歐(Mike Pompeo)伉儷訪團 游錫堃:台灣人一定永遠記得您對台灣的支持

立法院游錫堃院長及夫人楊寶玉女士3月4日晚間在蔡其昌副院長伉儷、民進黨團柯建銘總召、國民黨團曾銘宗總召、民眾黨團邱臣遠總召、時代力量黨團邱顯智總召、林志嘉秘書長伉儷陪同下,款宴美國第70任國務卿龐培歐(Mike Pompeo)先生及夫人龐蘇珊(Susan Pompeo)、前國務院政策規畫處中國小組組長余茂春(Miles Yu)、「宣揚美國價值」政治行動委員會(CAVPAC)執行主任李察森(Jim Richardson)等人。

院長致詞時盛讚龐培歐先生是台灣邁向國際的關鍵推手及貴人,特別感謝龐培歐先生在任內,透過「五法六保證三公報」成型「新一中政策」,使台美關係突飛猛進,並大幅提升台灣的國際地位,同時深化雙邊實質關係。尤其公開指出台灣與中國互不隸屬,在國際社會充分發揮激濁揚清、伸張公義的效果。

院長表示,龐培歐先生今早發佈的臉書訊息,準確點出台灣存在的事實與現狀,他期盼龐培歐先生持續發揮影響力,讓台灣有機會與美國及全世界,為維護印太安全與世界民主盡一份心力。

院長席間特別致贈龐培歐前國務卿「立法院議事槌」、副院長則致贈「台美友好:歡迎龐培歐先生訪台口罩」、鳳梨酥,接續在愉快氛圍下開始晚宴。

游院長致詞全文如下:

美國前國務卿龐培歐先生及夫人、余茂春顧問、李察森主任、蔡其昌副院長伉儷、林志嘉秘書長伉儷、各位黨團總召,包括柯總召、曾總召、兩位邱總召、各位同仁們,大家好!

首先我代表立法院,誠摯地歡迎龐培歐先生賢伉儷及各位貴賓蒞臨。龐培歐先生是「台美關係」躍昇的關鍵推手,也是「台灣國際關係」邁向正常化的貴人,我有機會與您相識,感到無比的榮幸!

我要特別感謝龐培歐先生於國務卿任期內,美國參眾兩院跨黨派議員支持之下,大展雄才,發揮高度影響力,促使台美關係「突飛猛進」,並大幅度提升台灣的國際地位。龐培歐國務卿於2018年4月26日就職後的將近三年任期中,在《台灣關係法》及《台灣旅行法》的基礎上,陸續推動了《亞洲再保證倡議法》、《台灣友邦國際保護暨強化倡議法》、《台灣保證法》,使「五法六保證三公報」的「新一中政策」成型,取代了過去「一法三公報」的舊的「一中政策」。這是一項歷史性的重大轉型。

在「新一中政策」的架構下,美國有多項深化雙邊關係的友台措施,其中較為人知的有「對台軍售常態化」、「北美事務協調委員會」更名為「台灣美國事務委員會」、台灣人入籍美國表格及美方簽發證書上可註明原國籍為「台灣」等。尤其在2020年11月12日,龐培歐先生以國務卿身分,公開表示「台灣一直不是中國的一部分」,明確指出台灣、中國互不隸屬,在濁浪淘淘的國際社會上發揮了激濁揚清、伸張公義的效果。2020年12月27日「台灣保證法」生效後,龐培歐國務卿又發揮了劍及履及的精神,於半個月後取消了所有美國政府對台灣施加的諸多限制,移開了雙方政府互動的絆腳石,讓兩國官員可以公開同台、會面,這是台美關係跳躍式上升的另一證明。

龐培歐先生是推動全球自由民主、遏止共產主義中國擴張的堅定力量、也是台灣最重要的摯友之一。今天早上您透過臉書表示「美國政府早該立即承認中華民國台灣是一個自由的國家」,並提及「台灣無須宣布獨立,因為本來就是一個獨立的國家」,準確地點出台灣一直以來存在的事實與現狀!台灣人一定會永遠記得您對台灣的支持!未來也請您持續發揮影響力,繼續強化台美關係,共同為印太安全與世界自由民主而努力。敬祝台美邦誼永續發展,大家健康如意!




On March 4th evening, the Legislative Yuan President You Si-kun and Mrs. You accompanied by Vice President Tsai Chi-chan and Mrs. Tsai, Democratic Progressive Party Caucus Whip Ker Chien-ming, KMT Party Caucus Tseng Ming-chung, Taiwan People’s Party Caucus Whip Chiu Chen-yuan and New Power Party Caucus Whip Chiu Hsien-chih, Secretary General Lin Jih-jia and Mrs. Lin to host a dinner banquet in honor of the Hon. Mike Pompeo, 70th Term of the U. S. Secretary of State and Mrs. Susan Pompeo, former senior China policy and planning advisor Miles Yu and the Championing American Values Policy Action Committee (CAVPAC) Executive Director Jim Richardson.

In his remarks, President You praised Mr. Pompeo for playing a key role in helping Taiwan’s international relations move toward normalization. He especially thanked Mr. Pompeo for helping Taiwan-US relations take such great strides through during his time as US Secretary of State through five acts, the Six Assurances, and three communiques under the new “one China” policy framework, and significantly elevated Taiwan’s status in the international community and deepen bilateral substantive relations. In particular, Mr. Pompeo pointed out on public occasions that Taiwan and the PRC are not subordinate to one another. His righteous declaration was a bright spot of clarity in the oft-muddled waters of international affairs.

President You further said that Mr. Pompeo’s Facebook post that morning, precisely stated the fact and status quo of Taiwan. He hoped that Mr. Pompeo will continue to exert influence so that Taiwan would have the opportunity to safeguard the Indo-Pacific security and global democracy with the United States and the entire world.

President You presented the Legislative Yuan gavel in honor of Mr. Pompeo and Vice President Tsai “Taiwan-US Friendship: Welcome Mr. Pompeo to Taiwan Mask” and pineapple cakes before the dinner banquet started.

President You’s welcome remarks are as follows:
Mr. Pompeo, Mrs. Pompeo, Dr. You, Mr. Richardson, Deputy Speaker Tsai and Mrs. Tsai, Secretary General Lin and Mrs. Lin, party whips, dear colleagues: Good evening!

Firstly, on behalf of the Legislative Yuan, I extend a sincere welcome to Mr. and Mrs. Pompeo and all of our distinguished guests.

Mr. Pompeo, you have played a major role in enhancing Taiwan-US relations and helped Taiwan’s international relations move toward normalization. It is an immense honor to welcome you today.

I especially want to thank you for helping Taiwan-US relations take such great strides during your time as US Secretary of State. You significantly elevated Taiwan’s status in the international community with bipartisan Congressional support. Building upon the Taiwan Relations Act and the Taiwan Travel Act, your three-year tenure, starting April 26, 2018, saw you promote the Asia Reassurance Initiative Act of 2018, the Taiwan Allies International Protection and Enhancement Initiative Act of 2019, and the Taiwan Assurance Act of 2020. A new “one China” policy took shape, with the one act and three communiques of the older policy being superseded by these five acts, the Six Assurances, and three communiques.

Under this new “one China” policy framework, the US adopted numerous measures to deepen bilateral relations. Among the more well-known of these have been the normalization of arms sales, the renaming of the Coordination Council for North American Affairs to the Taiwan Council for U.S. Affairs, and a policy allowing the use of “Taiwan” in declaring a previous nationality on US naturalization forms and on US-issued certificates. Of particular note, on November 12, 2020, in your capacity as Secretary of State, you publicly stated that “Taiwan has never been a part of China,” clearly pointing out that Taiwan and the PRC are not subordinate to one another. Your righteous declaration was a bright spot of clarity in the oft-muddled waters of international affairs. And after the Taiwan Assurance Act entered into force on December 27, 2020, you removed a key obstacle to official Taiwan-US interactions through the immediate lifting of all self-imposed restrictions on contact between US officials and their Taiwanese counterparts. This has allowed Taiwanese and US officials to participate in the same events and meet publicly, and represents a major breakthrough in Taiwan-US relations.

Mr. Pompeo, you stand as a giant among men in advancing the cause of democracy and freedom globally, and you are a dear friend to Taiwan. Your Facebook post this morning, “the U.S. government should immediately take necessary, and long-overdue, steps to do the right and obvious thing, that is to offer the Republic of China (Taiwan) America’s diplomatic recognition as a free and sovereign country.” and “The reality is that, as many of your past and present leaders have made clear, there is no need for Taiwan to declare independence because it’s already an independent country.” Rightly pointed out the fact and status quo of Taiwan. The people of Taiwan will always remember your friendship. Please continue to exert your influence in strengthening Taiwan-US relations so that, together, we can work for Indo-Pacific security and freedom and democracy around the world.

In closing, may the friendship between Taiwan and the US flourish in perpetuity, and may all of you enjoy the very best of health and success. Thank you!
