立法院游錫堃院長今（4）日晚間在邱議瑩委員、陳以信委員、邱臣遠委員、陳椒華委員、林志嘉秘書長、周雅淑顧問及秘書處孔秉杰處長、公益財團法人日本台灣交流協會台北事務所橫地晃副代表、臺灣日本關係協會周學佑秘書長等人陪同下，於大倉久和飯店款宴日本自民黨青年局長小倉將信眾議員一行。
游院長致詞時首先歡迎並感謝訪賓一行於疫情期間不辭辛勞訪台，日本作為與其家鄉宜蘭最近的國家，是他最常訪問的國家。游院長並以日本前首相安倍晉三、麻生太郎及現任首相岸田文雄為例表示日本自民黨青年局是培育未來政治精英的搖籃。
游院長續談到中共霸權崛起後及防範中國威脅的重要性，並提到正式處理台灣地位的國際法律架構是《舊金山和約》，根據此條約台灣絕非中國的一部分。
小倉將信眾議員隨後致詞對游院長此次接見表達感謝，「台日交流聯誼會」有一百多位的立法委員參加，游院長並並親自兼任會長，顯示台灣對日本深切理解及日本友誼的重視，他為此再次感謝。青年局是由45歲以下的議員組成的自民黨內次團體，沒有經歷過二次大戰前的社會體制，出身後便享有如同空氣般自然存在的普世價值－自由、民主、法治。然而看到最近俄羅斯侵犯烏克蘭，大家親眼目睹到對專制體制或非民主主義國家來說，維護人權及民主是一件非常困難的事情，而他也對於台灣和日本同樣採取對俄羅斯制裁的立場表示感謝。小倉眾議員提到中國對於新疆維吾爾族的迫害及香港言論自由的限制，再次展現了日台兩國民主體制的優點，即使各政黨理念主張不同，但皆可公平選舉。人權自由及法治的普世價值並非與生俱來，而是要透過行動爭取，因此對於現今國際社會上的不安定，日台更應該加強合作，並且重視多元化的發展，鼓勵更多年輕人及女性參政，他提到台灣在女性參政方面有非常傑出的成果，也期盼在相關方面能與台灣有更多討論交流。
隨後，雙方互贈禮品後，游院長致餐前詞表示，此次他非常高興代表立法院與各黨團代表一起款宴小倉眾議員一行，他造訪過日本20多次，踏足日本許多城市，嘗遍日本美食，日式料理舉世聞名，台灣人也非常喜愛，因此可以在台灣各地看到許多日式料理餐廳。而台灣的多元種族也讓台灣的美食具有特色，台灣除了有太平洋孕育的漁產，268座3,000公尺以上的高山也出產許多豐富的食材，邀請訪賓一行今晚一同交流各項意見及在地美食。

有機會與各位認識，感到非常榮幸！小倉局長及各位貴賓冒著COVID-19疫情的危險，不辭辛勞來到台灣，這是我接任立法院「台日交流聯誼會」會長以來，第一次以實體方式與日本國會議員會面，我感到無限的高興與溫馨！在此謹代表台灣國會向各位貴賓表達竭誠的感謝與歡迎！
我的故鄉是台灣宜蘭縣，日本國是距離我的故鄉宜蘭最近的國家，也是我最常去訪問的國家，到今天為止，我個人已經去過日本20多次，我非常敬佩日本的文明、進步與美麗。青年局過去曾經培養了許多卓越的政治家，前首相安倍晉三、麻生太郎及現任首相岸田文雄均曾經擔任過貴局局長。青年局既是培育未來政治家精英的搖籃，也是自民黨對台灣交流的一個重要窗口。未來，相信在小倉局長的帶領下，青年局的表現一定能精益求精、再創高峰。藉此，我也要代表台灣國會感謝自民黨重視台日關係，於去年在黨內成立「台灣政策檢討專案小組(PT)」，促成「日華懇」在7月29日召開「台美日國會議員戰略論壇」，又與我國執政黨舉辦兩次「2+2安全對話」，大力深化台日國會議員的合作。
今天，我也要藉此表達防範中國威脅的重要性。「對內壓迫，對外擴張」已經成為中共霸權崛起後的常態。軍機繞台、戰狼外交、一帶一路及南海島礁軍事化等嚴重威脅印太地區的和平與穩定。最近中國又不顧美國、澳洲、紐西蘭等國的反對，執意與索羅門簽署「中索安全合作架構協定」，這也意謂著中國已經準備好把手伸得更遠，令人擔憂。想起貴國安倍晉三前首相，去年12月就明確主張「台灣有事，即日本有事，也是日美同盟有事」，洞燭先機，令人敬佩。
中國是一個威權體制的非民主國家，經濟崛起之後，反而更加深化其「天無二日，土無二王」、「普天之下莫非王土，率土之濱莫非王臣」的傳統政治思想，積極推動中華民族偉大復興的「中國夢」，產生「犯我中華者雖遠必誅」的天朝心態，此舉不只造成印太地區的緊張，也對全球和平產生巨大威脅。
最近，中國再度引用《開羅宣言》與《波茨坦宣言》，聲稱「台灣是中國不可分割的一部分」。我要在此特別強調，以上兩個宣言都只是表達二次世界大戰期間同盟國的意願而己；戰後，1952年4月28日全球49個國家共同簽訂的《舊金山和約》，才是正式處理台灣地位的國際法律架構。
根據和約第2條，「日本放棄台灣、澎湖、南沙群島與西沙群島的一切權利、權利名義與要求」，內容並沒有提及台灣的主權歸屬，自然不能宣稱台灣的主權隸屬於中國。其後，台灣依國民主權與聯合國憲章民族自決原理，已經成為主權獨立的國家。因此，可以肯定的說，根據國際法，台灣、澎湖不屬於中國；台灣過去從未被中華人民共和國統治過，台灣與中國互不隸屬，台灣絕非中國的一部分，台灣與中國，一邊一國是鐵錚錚的事實。
最後，我也要再次代表立法院感謝貴國在去年台灣疫情升溫之際及時捐贈疫苗，幫助台灣渡過難關，也感謝長期支持台灣參與世界衛生組織，患難見真情！期盼未來能與青年局及自民黨諸多國會議員一同努力，繼續深化台日邦誼，共同捍衛自由民主價值與印太地區的和平穩定，我們也會竭盡所能「守護民主台灣、支持自由世界」，最後敬祝各位貴賓健康如意，旅途愉快！
President You hosted a dinner in honor of the delegation led by Japan’s Liberal Democratic Party (LDP) Youth Division Director Ogura Masanobu, Member of the House of Representatives
President You Si-kun: I hope to continue to strengthen Taiwan-Japan relations to defend the values of freedom and democracy and peace and stability in the Indo-Pacific region
Accompanied by legislators Chiu Yi-ying, Chen I-hsin, Chiu Chen-yuan, Chen Jiau-hua, Secretary General Lin Jih-jia, Consultant Chou Ya-shu and Director Kung Ping-chieh, Deputy Representative Akira Yokochi of Japan-Taiwan Exchange Association and Secretary General Chou Shyue-yow of Taiwan-Japan Relations Association, President You hosted a dinner in honor of the delegation from the Youth Division of Japan’s ruling Liberal Democratic Party (LDP) led by Division Director Ogura Masanobu, Member of the House of Representatives at the Okura Prestige Hotel on the evening of May 4.
In his welcome remarks, President You began by thanking the delegation to visit Taiwan despite the pandemic. As the closest country to his hometown Ylan, Japan is the country that he visits most. He noted that Japan’s Youth Division is the cradle for future statemen such as former prime ministers Abe Shinzo, Aso Taro and current Prime Minister Kishida Fumio.
President You continued to underscore the importance of paying attention to China’s threats after the rising of Chinese Community Party’s hegemony. He stated that the Treaty of Peace with Japan is the international legal framework to officially handle the status of Taiwan. In accordance with this treaty, Taiwan is absolutely not a party of China.
Representative Ogura expressed his gratitude to President You for meeting with them in his remarks. There are more than 100 legislators participating in the Taiwan-Japan Parliamentary Amity Association and President You serves as the chairman, showing Taiwan’s deep understanding about Japan and its attachment of great importance to its friendship with Japan. The Youth Division is a LDP subunit, comprised of Diet members under the age of 45. They do not experience the social system before World War II. When they were born, they have enjoyed the universal values of freedom, democracy and rule of law as natural as air. However, as Russia invades Ukraine, all witness in person that it is very difficult for authoritarian regimes or non-democracies to protect human rights and democracy. He thanked Taiwan for taking the same stand with Japan to impose a sanction on Russia. He also mentioned about China’s persecution against Xinjiang’s Uyghurs and the restrictions on Hong King’s freedom of speech. All of these instances demonstrate the advantages of the democratic system of Japan and Taiwan. Although political parties may differ in their beliefs, fair elections can be held. Universal values such as human rights, freedom and rule of law are not inherent but need to be earned through action. Facing the uncertainty in the international community, Japan and Taiwan should strengthen cooperation to focus on plural development and to encourage more young people and women to participate in politics. He also mentioned about the extraordinary performance of Taiwan’s women politicians. He hoped to have more discussion and exchange with Taiwan on this issue.
After exchange of gifts, President You delivered a speech before dinner. He said that on behalf of the Legislative Yuan, he was pleased to have the opportunity to host the delegation led by Representative Ogura with representatives of the party caucuses. He has visited Japan more than 20 times, including many cities and enjoyed worldly-renowned Japanese cuisine which is very popular among Taiwanese people. Therefore, Japanese restaurants are everywhere in Taiwan. Taiwan has multiple ethnic groups which enrich Taiwanese food. Taiwan enjoys abundant fishery products from the Pacific Ocean. A variety of ingredients are also found in 268 mountains with the height of more than 3000 meters. He invited distinguished guests to enjoy the conversation and local gourmet.

It is an honor to have the opportunity to get to know you. I want to thank Youth Division Director Ogura and all of you for coming from afar to Taiwan despite the pandemic. This marks the first time for me to meet Japan’s Diet members in person since I assumed the responsibility as the chairman of the Legislative Yuan Taiwan-Japan Parliamentary Amity Association. Therefore, I am extremely delighted and warm. On behalf of Taiwan’s parliament, I want to extend my appreciation and welcome to all of you.
My hometown is Yilan, where Japan is the closest country and also the most frequent destination that I travel to. As of today, I have been to Japan more than 20 times. I respect Japan’s civilization, development and beautiful scenery. LDP Youth Division has cultivated many remarkable statesmen, such as former prime ministers Abe Shinzo, Aso Taro and current Prime Minister Kishida Fumio. All of them have been the Youth Division directors. Youth Division is not only a cradle for future statemen, but also an important window for LDP to have exchanges with Taiwan. In the future, I believe that under the leadership of Director Ogura, the Youth Division will continue to thrive and flourish. On this auspicious occasion, I want to thank the LDP for attaching great importance to Taiwan-Japan relations. Last year, a project team on Taiwan policy review was established within the LDP. It also facilitated Japan-ROC Diet Members’ Consultative Council to conduct Taiwan-US-Japan Parliamentarian Strategic Forum on July 29th and conducted 2+2 Security Dialogue twice with our ruling Democratic Progressive Party (DPP) to further deepen our parliamentarian cooperation.
Today, I also want to remind you the importance of the prevention of China’s threats. “Domestic persecution and external expansion” have become the normal for Chinese Community Party hegemonic rising. The circumnavigation f Chinese military fighter jets, wolf warrior diplomacy, belt and road initiative and militarization of South China Sea have severely threatened the peace and stability in the Indo-Pacific region. Recently, China insists in signing Security Cooperation Framework Agreement with Solomon Islands despite the opposition of the U.S., Australia and New Zealand, meaning China is ready to further expand its influence. It is worrisome. This reminds me of former Prime Minister Abe Shinzo explicitly stated last December that “If Taiwan has a problem, then Japan has a problem and the Japan-U.S. alliance also has a problem.” His farsightedness is admirable.
China is a non-democracy with an authoritarian regime. After its economic rise, its traditional political thinking of “ There cannot be two suns in the sky nor two emperors on the earth” and “All lands under the heaven belong to the emperor, and all people live in the land are subject to the emperor.” is further deepened China actively promotes its Chinese Dream for great rejuvenation and develops the mindset of “those who offend me, regardless of how far they are, should be retaliated.” This mindset causes the tension in the Indo-Pacific region and also an enormous threat to global peace.
China recently cited “Cairo Declaration” and “Potsdam Declaration” and claimed that “Taiwan is an inalienable part of China”. I want to especially stress that those two declarations were to express the wills of Allies of World War II. After the World War II, the Treaty of Peace with Japan jointly signed by 49 countries on April 28, 1952 is the international legal framework to handle Taiwan’s status.
In accordance with Article 2, “Japan renounces all right, title, and claims to Formosa and the Pescadores.” It does not mention about Taiwan’s sovereignty and naturally cannot claim that Taiwan’s sovereignty is subordinate to China. Afterwards, based on the spirit of sovereignty resting on the people and the UN Charter principle of self-determination, Taiwan has become an independent sovereign country. I can assuredly say that in accordance with international law, Taiwan and Penghu do not belong to China. Taiwan has never been ruled by the People’s Republic of China. Taiwan and China are not subordinate to each other. Taiwan is absolutely not part of China. It is a clear fact that Taiwan and China are one county on each side of the Taiwan Strait.
In conclusion, on behalf of the Legislative Yuan, I want to thank Japan for donating vaccines to Taiwan last year when the pandemic was tense to help Taiwan overcome the difficulty. I also want to thank you for your long-term support for Taiwan’s participation in the World Health Organization. A friend in need is a friend in need. I hope that we will continue to work hand in hand with the members of the Youth Division and the LDP parliamentarians to continue to deepen our relations to defend the values of freedom and democracy and the peace and stability in the Indo-Pacific region. Taiwan will also do its part to “safeguard democratic Taiwan and to support free world. I wish all distinguished guests good health, every success and a safe trip back home. Thank you!
