法國總統薩柯齊（Sarkozy）日前宣佈了一系列環保新措施，從農業、交通、稅制、建築、能源等各方面著手，決心把環保作為法國政治的中心任務，建設「綠色法蘭西」。其中最受人注目的是透過稅制變革來強化環境保護與經濟發展的結合。

薩柯齊表示，法國政府將全面檢討現行賦稅制度，考慮開徵能源稅，並同時減少薪資所得稅，以維持法國企業的競爭力。

“We need to profoundly revise all of our taxes and charges. The aim is to tax pollution – notably fossil fuels – more, and tax work less,” he said.

薩柯齊亦呼籲歐盟對未簽定京都議定書的國家的出口商品課徵進口稅。

He called on the European Union to study the “option of taxing products imported from countries that do not respect the Kyoto Protocol.”

法國將凍結新公路與機場的建設，而加強發展鐵路運輸系統，以降低運輸部門的二氧化碳排放量。

Mr Sarkozy said France would freeze the building of new motorways and airports to try to tackle pollution from transport. Instead there would be more investment in the French rail network.
