院長致詞時表示，今天不但是立法院本屆第8會期的報到日，也是立法院「國際事務處」正式掛牌運作的重要日子，這是立法院史上第一個正式處理國會外交的專責單位，因此特別邀請大家一起來見證，並感謝各位貴賓撥冗蒞臨。
In his remarks, President YOU stated that it marked the registration day of the eighth session of the Legislative Yuan and also the operation of the Department of International Affairs. It was the first time for the Legislative Yuan to have a competent agency to handle parliamentary diplomacy. Therefore, he invited all to witness this important day. He thanked everyone for being there.
院長提到台灣因其特殊國際地位，國會外交成為重中之重。他在2020年2月1日就職立法院長時，即提出「深化民主同盟」的主張，當年並以任務編組方式成立「國際事務小組」，亦即「國際事務處」的前身。三年多下來累積不少經驗，輿情週報已出版172期，績效良好。他強調，本屆國會外交雖遇疫情挑戰，成績仍然亮眼，院長特別感謝立院全體委員、同仁的努力以及外交部、僑委會的大力協助。
He continued to state that because of Taiwan’s special status in the international community, parliamentary diplomacy plays a critical role. When he took office on February 1, 2020, he introduced the idea of democratic alliance. At that time, international affairs task force was established as the precedent of the Department of International Affairs. Over the past three years, a lot of experiences had been accumulated. 172 issues of weekly news had been published. He stressed that pandemic erupted during this Legislative Yuan, but parliamentary diplomacy still had fruitful results. President You thanked the entire staff of the Legislative Yuan for their hard work and the assistance of the Ministry of Foreign Affairs and the Overseas Community Affairs Council.
院長表示，立法院把握每一次機會把台灣的民主成果傳揚出去。在疫情最嚴峻的2021年12月，舉辦了為期2天的「2021開放國會論壇」，邀請到20個國家的國會議員、專家學者透過實體或線上方式與談，成為亞洲第一個以「非OGP會員國」身分舉辦「開放國會論壇」的國家。他提到截至今年8月底，包含捷克參、眾兩院議長、瓜地馬拉總統蒞臨立法院議場演說等活動，立法院總計接待了38個國家、114個訪團共1,386位來賓，成果豐碩。他也提到自去年7月疫情趨緩後，率團出訪5次，包括捷克、立陶宛、法國等3國國會均以等同邦交國的規格禮遇接待，創下國會外交多項「新紀錄」，意義重大。除歐洲外，他也率訪團前往日本及美國，受邀到美國宗教自由峰會、華府哈德遜研究所發表演說，深化台美交流。再加上立法院72個聯誼會在委員的努力之下，恢復和各國國會議員的交流互訪，均有助於台灣與各國情誼之增進。
President YOU stated that the Legislative Yuan seizes every opportunity to promote Taiwan’s democracy. In December 2021, when the pandemic was tense, two-day 2021 Open Parliament Forum was held. Parliamentarians, experts, scholars, participated in discussions in person or on line. Taiwan marks the first non-OGP member to host the Open Parliament Forum. He also mentioned about the visits of foreign dignitaries as of the end of August this year, including Czech Senate president and Chamber of Deputies speaker, and president of Guatemala delivered speeches in the Chamber of the Legislative Yuan. In a total of 38 countries, 114 visiting delegations and 1,386 dignitaries had been received so far with fruitful results. President YOU also mentioned about his five foreign visits since the pandemic subsided last July. Among which, the parliaments of the Czech Republic, Lithuania, and France provided him with protocol equivalent to diplomatic ally. It was significant to see so many new records reached for parliamentary diplomacy. In addition to Europe, he also led delegations to Japan and the US. To deliver speeches at the US Religious Freedom Summit and Hudson Institute to deepen Taiwan-US exchanges. With the joint efforts of 72 Legislative parliamentary amity associations members, exchanges and mutual visits had been resumed to promote relations between Taiwan and other countries.
院長強調，台灣在國際上有許多行政官員走不進去的地方，國會外交確實可以彌補不足。為因應國際趨勢，今年5月12日第10屆第7會期第11次會議，在立院朝野黨團委員一致支持下，三讀通過《立法院組織法》修正案，增設「國際事務處」，5月31日總統明令公布，未來國際事務處將專責「國會外交」、「僑民僑商服務」、「國際智庫」、「國際組織」、「國會友好組織」等5大領域，協助整體規劃國會外交政策，統籌國會外交資源、各國國情資訊、國際人脈資料庫整備及資源運用，並持續和外交部及僑委會合作，厚植友台力量並擴大國會外交效益，將台灣民主傳揚到世界各地。
President YOU stated that there are still many US agencies that Taiwan government officials are not allowed to enter. Parliamentary diplomacy can play its role in this regard. In response to international situation, in the eleventh meeting of the seventh session of the tenth Legislative Yuan on May 12, with the support of both the ruling and opposition parties, the amendment to Organization Act of the Legislative Yuan was passed with three readings to establish the Department of International Affairs. The presidential decree was promulgated on May 31. In the future, the Department will be in charge of five areas of parliamentary diplomacy, overseas community and overseas businesspeople services, international think tanks, international organizations, parliamentary amity associations to assist in overall planning of parliamentary diplomacy policy to allocate parliamentary diplomacy resources, information of different countries, international connection data bank and resource utilization. It will also continue to cooperate with the Ministry of Foreign Affairs and the Overseas Community Affairs Council to rally support to Taiwan and to expand parliamentary diplomacy’s effects to promote Taiwan’s democracy to the world.
院長表示，台灣民主百年追求，今年適逢治警事件100周年，也是民主國會卅周年，在這意義非凡的一年，國際事務處的誕生，將為台灣國會再創新局。他最後也向國會外交的兩位推手-王金平前院長及蘇嘉全前院長表達誠摯的敬意與謝意，並祝在場所有貴賓健康平安。
President YOU stated that Taiwan’s democracy is the result of a century pursuit. This year marks the centennial anniversary of Security Police Incident as well as the 30th of Democratic Congress. In this significant year, the inception the Department of International Affairs will create a new milestone for Taiwan’s congress. He also expressed sincere respect and appreciation to former Speaker Wang Jin-pyng and Su Jia-chuan for promoting parliamentary diplomacy. He wished all distinguished guests good health and peace.
王金平前院長致詞時表示，非常榮幸受邀參加今天的揭牌儀式。他表示隨著國際情勢變化，台灣外交處境愈形艱難，國會外交確實能協助正式外交之不足，建立台灣與各國的情誼。他任立法院長期間，曾出席多個國家的總統就職典禮及重要國際活動，據秘書處統計，他率團訪日計22次，兩次赴美參加總統就職典禮，也曾遠赴巴拉圭參訪，中南美洲幾乎每個國家他都曾出訪過，歐盟亦曾邀請他出席各項活動並發表演說。幾十年下來，立法院為國會外交付出龐大心力，大家均以國家為念，努力增進實質或正式外交關係。
Former Speaker Wang Jin-pyng expressed his honor to be invited to participate in the plaque unveiling ceremony. He stated that as the international situation continues to change, Taiwan’s diplomacy confronted more challenges. Parliamentary diplomacy indeed can complement with not having diplomatic relations with countries to promote friendship between Taiwan and other countries. When he was the Speaker, he attended many presidential inaugurations and important international event. According to the Secretariat statistics, he led delegation to Japan for 22 times, to US for presidential inauguration twice. He also visited as far as Paraguay. He had been to almost every Central and Southern American countries. The European Union invited him to participated in events and deliver a speech. Over the decades, the Legislative Yuan devoted itself to promoting parliamentary diplomacy. All of us put our country as priority to enhance substantive or official diplomatic relations.
王前院長進一步指出，立法院從第7屆開始委員由225位減半至113位，同時區域選舉改為單一選區，這意味每位委員為維護及服務各自選區，不得不減少參與國會外交的時間與精力，使得台灣國會外交處境更為艱難。此外，委員如在下一屆未能連任，也導致其原先建立之外交關係中斷，相當可惜。因此，游院長成立專責國會外交事務的單位，相當重要。未來無論在接待外賓、出訪、傳譯、參訪內容規劃等，都有更專業的人員協助。同時，國際訊息的蒐整也能作為委員推展國會外交的重要參考。王前院長最後表示今日回娘家非常高興，他很敬佩游院長的決心，也向在場所有委員支持國際事務處的成立表示由衷的感謝。
Speaker Wang further pointed out that Sine the 225 seats were halved to 113 since the seventh Legislative Yuan and single electoral district was adopted. This meant that every Legislator needed to spend more time in taking care of their districts by providing electoral services. They are forced to reduce their time and energy to participate in parliamentary diplomacy, making Taiwan’s parliamentary diplomacy more difficult. In addition, if a legislator is not reelected, it would be a pity that the previous connection would be disrupted. Therefore, it is very important for President YOU to establish the Department of International Affairs. In the future, professional assistance would be provided regardless of receiving foreign dignitary, foreign visit interpretation, arranging visiting program. In addition, collection of international news will serve as important reference for promoting parliamentary diplomacy. Speaker Wang concluded by expressing his delight to come back to the Legislative Yuan. Ge admired President You’s determination. He thanked everyone for making the Department possible.
柯建銘總召則表示能與王前院長和游院長共事感到非常榮幸。當初游院長在黨團協商時提出成立國際處，成了最無爭議性的法案。他指出，明年中央總預算中，國際事務處僅獲配三千九百萬元，佔中央政府總預算10萬分之3，雖然佔比低，但將來能發揮的效益卻相當大。柯總召認為國際處的成立既是潮流所趨，亦是大家努力共同創造，未來在蓄積國會外交能量上，值得期待。
Democratic Progressive Party Whip Ker Chien-ming expressed his honor to be co-worker with Speaker Wang and President You. When President YOU initiated the proposal to establish the Department of International Affairs during cross-party negotiation, it was the least controversial. He pointed out that in the general budget of the central government for next fiscal year, only NT$39 million is allocated to the Department, accounting only 0.00003%. With such a limited budget, it will have profound impact in the future. Party Whip Ker believed this is trend to set up the Department. It is the result of the collective efforts. He had high expectation on the accumulation of momentum for parliamentary diplomacy.
曾銘宗總召表示，如同王前院長所說，國會外交在過去並無專責單位，多仰賴外交部的資源與人力，但往往外交部的資源難以到位，因此國民黨團全力支持國際處成立，目前相關經費雖僅3千多萬，但未來在增加人力或預算方面，國民黨都絕對支持，唯一前提是希望錢花在刀口上，盼國際處真正發揮國會外交功能，讓台灣在複雜的國際政治環境及弱勢的外交關係上，將中華民國推向世界舞台，結交更多朋友。
Kuomintang Party Whip Tseng Ming- chung stated that he wanted to echo what Speaker Wang’s statement, there was no specific agency in charge of parliamentary diplomacy and mainly depended on the assistance of the resources and manpower of the Ministry of Foreign Affairs, but it was not enough. Therefore, KMT Party Caucus fully supported the inception of the Department. Although the budget was only thirty plus million. KMT will full support for increasing manpower or budget with the condition that it should be cost effective to further promote the Republic of China (Taiwan) to world stage to make more friends in such complex international political environment and diplomatic disadvantages.
邱臣遠總召表示自2018年美中貿易戰、2020年COVID-19及去年爆發的烏俄戰爭都顯示國際情勢不斷變化，而台灣在疫情期間反而更加國際化及數位化。他表示他曾是台商，也曾擔任世界台商總會秘書長，過去在僑務及經貿外交的推動，都貢獻相當多心力。但他進入國會後，發現國會對外交工作的推動更加重要。可惜過去立法院沒有專責單位進行相關工作及協助國會外交人脈的延續。如今在游院長的高瞻遠矚及王前院長奠下的厚實基礎上成立國際處，民眾黨團全力支持。民眾黨認為外交應不分黨派，這是國家的事務，大家要一起讓中華民國走向世界。也因此無論他地方事務有多忙碌，總是盡力抽出時間出席國會外交行程，以實際行動支持台灣的國會外交。他最後盼國際處能以專業蒐整資料、盤點數據及延續與各國政黨、議會友好關係，並與外交部及僑委會繼續合作，讓台灣國會外交發揮更大的功能。
Taiwan People’s Party Whip Chiu Chen-yuan stated that since US-China Trade War in 2018, Covid-19 and Russian-Ukraine War in 2020 all showed that international situation continue to change. During the pandemic, Taiwan become more internationalization and digitalization. Ge pointed out that he was once Taiwanese businessperson, and served as secretary general of World Taiwan Chamber of Commerce. He made efforts to promote overseas community affairs and economic and trade diplomacy. After being a legislator, he found parliament plays an even more important role in promoting parliamentary diplomacy. It was a pity that Legislative Yuan did not have a specialized agency to do relevant work and assist in extending the connections of parliamentary diplomacy. With President You's farsightedness and former Speaker Wang’s solid foundation, the Department of International is established, Taiwan People's Party will render full support. TPP believes that diplomacy should transcend political party, because this is national affairs. We need to assist the Republic of China (Taiwan) to engage with the world. Therefore, no matter how busy he was, he would find time to participate in parliamentary diplomacy events to support Taiwan’s parliamentary diplomacy with concrete actions. He concluded his remarks that he hoped the Department will collect information and data with professionalism to continue cordial relations with political parties and parliaments, and cooperate with the Ministry of Foreign Affairs and Overseas Community Affairs Council and to enhance parliamentary diplomacy.
陳椒華副總召表示，面對中國的打壓，她以伊索寓言中北風與太陽的故事來形容，中國打壓力道愈強，台灣的外交就愈蓬勃發展。在游院長任內，蒞院拜會的國外訪團及立委出訪次數愈來愈多，她很高興今日成立專責國會外交事務的單位，並盼未來國際處能就委員的國會外交給予多方協助，培養國會外交實力，與國際接軌。
New Power Party Deputy Whip Chen Jiau-hua stated that facing China's pressure, she cited north wind and the Aesop fable as an example. The stronger China’s pressure, Taiwan’s diplomacy will be more vibrant and enhanced During the tenure of President YOU, the number of visiting delegations and foreign visits of legislators had been increasing. She was 0please0d to see the Department of International Affairs as established to specialize in parliamentary affairs. She hoped that the Department will provide more assistance to legislators to promote and strengthen parliamentary diplomacy to be connected with the international community.
院長也於此場合將國際事務處林晨富處長介紹予在場貴賓及媒體，表示林處長係由外交部借調，未來除倚重其外交專業，亦能讓國際事務處與外交部的聯繫更為暢通。而針對媒體現場提問中國發布的標準地圖把台灣納入，院長表示中國不只將台灣納入，連與其周邊國家有爭議的領土均一併納入，此行徑已飽受國際批評。他表示無論依聯合國2758號決議案或舊金山和約，台灣和中國互不隸屬，他對中國此舉表示譴責。
President YOU took the occasion to introduc International Affairs Department Director Li Chen-fu to the distinguished guests and the media. President You stated that Director Lin was transferred from the Ministry of Foreign Affairs. His diplomatic profession would be heavily relied in the future to facilitate communication with the Ministry of Foreign Affairs. Responding to China’s question about China’s standard map that included Taiwan, President You stated that China not only included Taiwan, but also disputed territories with surrounding countries. The international community criticized China’s move. He stated that in accordance with United Nations 2758 Resolution or San Francisco Peace Treaty. Taiwan and Chia are not subject to each other. He condemned China’ recent move.
院長接著與王前院長及在場貴賓移步至國際事務處牌匾下方，共同完成揭牌儀式並大合影，隨後在國際事務處林晨富處長的引導下參觀辦公環境及本屆國會外交照片成果展示，國際事務處揭牌儀式圓滿落幕。
President YOU then along with former Speaker Wang and participating distinguished guests to unveil the plaque of the Department of the International Affairs and posed for a group photo. Director Lin then introduce the office and the photos of parliamentary diplomacy achievements. The plaque unveiling ceremony concluded successfully.
