蔡其昌副院長今(20)日下午在本院高明秋副秘書長、國際事務處林晨富處長，以及外交部歐洲司劉拓副秘書長等人陪同下，接見法國參議院外交暨國防委員會卡迪克(Olivier Cadic)副主席。

Accompanied by Deputy Secretary General Kao Ming-chiu, Department of International Affairs Director Kevin C.F. Lin and Secretary General Liu Tuo of the Department of European Affairs of the Ministry of Foreign Affairs, Vice President Tsai Chi-chang met French Senate Committee on Foreign Affairs, Defense and the Armed Forces Vice President Olivier Cadic on the afternoon of September 20.

蔡副院長致詞時首先竭誠歡迎卡迪克副主席到訪台灣，並提及今(112)年4月，他與立法院15位跨黨派委員訪問法國，受到卡迪克副主席的熱情歡迎，訪問結束後更與當時前來台灣訪問的法國國民議會友台小組博多黑主席（Eric Bothorel）搭乘同班機返台，當天恰逢蔡副院長生日，博多黑主席與其他委員在機場為他唱法語的生日快樂歌慶生，製造難忘的驚喜，令人感動；不久後法國參議院副議長兼友台小組李察主席(Alain Richard)亦造訪台灣，種種事蹟足以印證現在是台法雙邊關係最美好的時刻。

In his remarks, Vice President Tsai first of all extended his sincere welcome to Vice President Cadic to Taiwan. He stated that in April this year, he along with 15 cross-party legislators visited France and was warmly received by Vice President Cadic. He took the same flight with Eric Bothorel, chair of the France-Taiwan Parliamentary Friendship Group to return to Taiwan. It happened to be Vice President Tsai’s birthday. Chair Bothorel and legislators sang a French happy birthday song to him, which was an unforgettable and touching surprise. Then Senate Vice President Alain Richard, who is concurrently president of the France-Taiwan Parliamentary also visited Taiwan. All of these instances demonstrate that Taiwan and France enjoy the best moment of their relations.

蔡副院長接著感謝法國國民議會及參議院分別於7月12日及13日表決通過至關重要的「7年建軍法案」(2024-2030 LPM)，身為印太地區的重要國家之一，法國以捍衛自由航行權的方式，強調維持台海和平穩定的重要性，我政府及人民均表感謝；此外，蔡副院長也十分感佩卡迪克副主席在今年8月31日至9月1日赴英國參加「跨國國會情報安全論壇」時，持續為台灣發聲，向60多國與會代表表達台海和平穩定對全球的重要性，他要代表台灣人民為法國維護台海和平的決心致上最高的敬意。

Vice President Tsai continued to express his thanks to French National Assembly and Senate for passing the crucial bill of 2024-2030 LPM on July 12 and 13 respectively. As one of the important countries in the Indo-Pacific region, French defends freedom of navigation and underscores the importance to maintain peace and stability in the Taiwan Strait. The government and people of Taiwan are very grateful for that. In addition, Vice President Tsai expressed his respect to Vice President Cadic for his support for Taiwan and stressed the importance to maintain peace and stability across the Taiwan Strait to parliamentarians from more than 60 countries when he went to the UK to participate in the Parliamentary Intelligence and Security Forum from August 31 to September 1 this year.

蔡副院長復表示，台灣與法國在民主、自由及人權等議題上享有共同的價值，在科技領域上也持續深化合作，例如今年10月台灣第一枚自製的氣象衛星「獵風者」即將搭乘法國亞利安航太公司的火箭發射升空，另外在半導體產業領域，台法也正尋求更多的合作機會；除此之外，國人甚喜赴法國觀光旅遊，我國文化部史哲部長也在近日率團訪法交流，是以文化及觀光也是兩國未來可以強化合作的項目。

Vice President Tsai pointed out that Taiwan shares values of democracy, freedom and human rights with France and will continue to deepen cooperation in technology. For example, the first domestically-produced Triton weather satellite, also known as the Wind-Hunter Satellite is set to launch with the French rocket Ariane in October. In addition, both sides are seeking more cooperation opportunities in semiconductor industry. Moreover, France is one of the favorite destinations of Taiwanese tourists. The Minister of Culture Shih Che will lead a delegation to France for exchanges. Taiwan and France can further strengthen cooperation in the fields of culture and tourism in the future.

蔡副院長最後表示，民主是台灣與法國持續深化交流的基石，台法刻正共同面對世界威權主義的擴張，包括烏俄戰爭、中國對台灣的文攻武嚇等，只有民主國家更團結、更堅定相信民主的力量，才能共同對抗國際極權主義的擴張，也才能更增進人類社會的發展。期待卡迪克副主席下次能夠在台灣停留更長時間、訪問更多地方，以見證寶島台灣之美。

In concluding his remarks, Vice President Tsai stated that democracy is the cornerstone for Taiwan and France to deepen exchanges. Both sides are facing the expansion of authoritarianism worldwide, including Russia-Ukraine war, China’s verbal attack and military intimidation against Taiwan. Only democratic countries strengthen solidarity, have faith in the power of democracy can we fight against the expansion of international authoritarianism and to further enhance the social development of mankind. He hoped that next time Vice President Cadic could stay longer to visit more places to enjoy the beauty of Formosa.

卡迪克副主席致詞時首先表示，感謝蔡副院長撥冗接見及對渠與法國參議院同僚們的肯定，並強調其對人權與民主的信念是不容質疑的，惟渠認為毋須侷限於對抗中國的戰略中，較佳的策略是去爭取，而非單純的對抗。

In his remarks, Vice President Cadic first of all thanked Vice President Tsai for his time to meet him and the delegation and his recognition of French Senate colleagues. He stressed that his faith in human rights and democracy is unquestionable. He believed that we should not be limited by the strategy against China. A better strategy is to strive not simply to fight.

卡迪克副主席復表示，法國不採取對抗的策略，而是透過爭取南海及台海自由航行權來達成保衛台海和平穩定的目標，這正是他對「7年建軍法案」提出修正案時最重要的方向，此舉也讓法國成為保衛台海最有建樹的國家，甚至超越美國。其次，他要讓所有國家理解自由航行權與其國家的利益亦息息相關，所以他無論在英國情報安全論壇的各國代表面前，抑或是昨(19)日在澎湖演講時，都疾呼世界各國應團結捍衛台海穩定，最重要的不是戰勝中國，而是從根本上避免戰爭的發生。

He continued to state that France adopted a non-confront strategy, but to strive for the freedom of navigation in South China Sea and Taiwan Strait to obtain the goal of protecting peace and stability in Taiwan Strate. This is exactly the most important direction for amending the 2024-2030 LPM. This move enables France one of the most productive countries in defending Taiwan Strait even far more than that of the US. Secondly, he wanted to let all countries understand that freedom of navigation is closely related with the interest of other countries. Therefore, when he addressed in front of the participants of the UK Parliamentary Intelligence and Security Forum or in Penghu the previous day (19), he called on the world to be united to maintain the stability across the Taiwan Strait. The most important thing is not to defeat China but to prevent a war from happening.

卡迪克副主席最後感謝台灣政府協助推動輝能(ProLogium)科技公司以相當於中國25年來投資總額的一半規模投資法國，希望台灣政府未來能與法國在台協會新任主任一起合作推動更多的投資案。至台法文化交流方面，他表示去(111)年9月成立的台北法國學校的成長，可視為台法關係再向前推進的重要哩程碑，未來也希望能夠擴大規模，取得不斷的進步與成長。

He concluded by thanking the government of Taiwan for assisting ProLogium for investing in France with also half of the total investment of China in France over past 25 years. He hoped that the government of Taiwan will work together with the new director of France Office in Taipei to promote more investment. In terms of cultural exchanges. He stated that the development of the French School in Taipei established in September 2022 marked an important milestone for furthering bilateral relations. He hoped that the school will continue to develop, to make progress and to grow.

雙方另就民主自由等共享理念與價值、維護區域和平穩定、保障各國於台海的自由航行權等議題廣泛交換意見，拜會歷約40分鐘，氣氛友好愉快，最後在互贈紀念品及合影後圓滿結束。

Both sides exchanges opinions on the belief and values of democracy and freedom, maintaining regional peace and stability, and safeguarding freedom of navigation in the Taiwan Strait. The meeting lasted for about 40 minutes in a amicable atmosphere. It concluded after the mutual exchange of gifts and group photos.
