YOU Si-kun: Taiwanese Entrepreneurs Strive Overseas, Make Taiwan Shine Worldwide
立法院游錫堃院長今(25)日晚間出席假台北圓山大飯店舉辦之世界台灣商會聯合總會「第29屆年會暨第3次理監事聯席會議」立法院晚宴，現場貴賓包括本院溫玉霞委員、邱臣遠委員、邱議瑩委員、吳斯懷委員、林楚茵委員、僑委會徐佳青委員長、世界台灣商會聯合總會第29屆黃行德總會長、陳五福副總會長等，以及來自全球五大洲台商代表近300人，場面盛大熱烈。
President of the Legislative Yuan, YOU Si-kun, attended the "29th Annual Meeting and 3rd Joint Meeting of Directors and Supervisors of the World Taiwanese Chambers of Commerce： Legislative Yuan Speaker's Banquet" on the evening of September 25. Dignitaries present included Legislators Wen Yu-hsia, Chiu Chen-yuan, Chiu Yi-ying, Wu Sz-huai, Lin Chu-yin, Overseas Community Affairs Council Minister Hsu Chia-ching, President of the 29th World Taiwanese Chambers of Commerce James Huang, Vice President Chen Wu-fu, and nearly 300 representatives of Taiwanese businesses from around the world, creating a grand and lively atmosphere.
游院長致詞表示，很高興能以「立法院世界台商之友會」榮譽會長的身分出席「第29屆年會暨第3次理監事聯席會議」立法院晚宴，今天見到許多好久不見的老朋友，感到格外親切、溫馨。他讚許在座的台商朋友們在全世界不同角落拼經濟、拼外交，讓台灣在國際上的能見度愈來愈高。過去三年中，全球經歷了Covid-19的疫情浩劫，當各國一度發生口罩短缺的情形時，是台商朋友們群策群力、出錢出力即時補上這個缺口。根據行政院主計總處的統計數據，2020年到2022年台灣年均經濟成長率4.07%，遠高於全球平均的2.2%。展望明年，我國的經濟可望持續穩健成長，這不僅僅是蔡總統和賴副總統所領導執政團隊的功勞，更是各位台商朋友們在海外辛苦打拚出來的成績，游院長表示，他在此要致上最深的謝意。
President YOU delivered a speech expressing his joy at attending the banquet as the Honorary Chairman of the Legislative Yuan's World Taiwanese Business Association. He remarked that it was heartening to see many old friends and commended the Taiwanese entrepreneurs made for their efforts in promoting the economy and diplomacy around the world, contributing to Taiwan's increasing visibility on the international stage. Over the past three years, amid the global challenges of the Covid-19 pandemic, Taiwanese entrepreneurs played a pivotal role in addressing the shortage of masks. According to statistics from the Directorate General of Budget, Accounting and Statistics of the Executive Yuan, Taiwan's average year-on-year economic growth rate was 4.07% from 2020 to 2022, far surpassing the global average number of 2.2%. Looking ahead to the coming year, President YOU believed that Taiwan's economy will continue to grow steadily. He attributed this success not only to President Tsai Ing-wen and Vice President William Lai's leadership but also to the hard work and achievements of the Taiwanese business communities overseas. He again conveyed his deepest gratitude for their efforts in this regard.
院長也強調，台灣不僅是經濟成績有目共睹，在民主上的表現更是亮眼。根據英國「經濟學人資訊社」（EIU）所公佈2022年《全球民主指數報告》，台灣名列全球第10名，居亞洲第1名；另根據美國「自由之家」公布《2023年世界自由報告》，台灣的自由度獲得94分的高分，在亞洲僅次於日本。今日大家共聚一堂，共同慶祝及捍衛台灣在民主、經濟及各方面的成果，也期許在政府與台商朋友們的齊心協力下，台灣能儘速加入「跨太平洋夥伴全面進步協定」(CPTPP)，以深化我國的國際經貿鏈結，造福全體台灣人民！
President YOU also emphasized that Taiwan not only boasts impressive economic achievements, but also stands out in terms of democratic performance. According to the Democracy Index 2022 report published by the Economist Intelligence Unit (EIU), Taiwan ranks 10th globally and holds the top position in Asia. Additionally, according to the World Freedom Report 2023 released by the U.S.-based Freedom House, Taiwan scored 94 points in freedom, second only to Japan in Asia. As we gather here today, we celebrate and defend Taiwan's accomplishments in democracy, economics, and various other aspects. We also aspire, with the concerted efforts of the government and Taiwanese business entrepreneurs, to swiftly join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). This move aims to deepen our country's international economic and trade connections, bringing benefits to the entire Taiwanese population!
陳五福副總會長繼代表上台致詞表示，感謝游院長長期以來對台商的關懷與協助，對於台商朋友們所遭遇的困難，總是想盡辦法協助解決，台商朋友們都感念於心。今（2023）年4月蔡其昌副院長率領立法院16位跨黨派委員赴歐洲訪問，讓歐洲台灣商會都深刻感受到台灣在國會外交上的努力和進展。同時，他對立法院自9月1日開始揭牌運作的國際事務處致上祝福，希望未來立法院能夠透過這個單位進一步加強國會外交，將台灣自由民主的正面形象傳遞出去，讓更多人知道。
Vice Chairman Chen took the stage to express gratitude, acknowledging President YOU's longstanding assistance to Taiwanese entrepreneurs, and his consistency in finding solutions to the challenges faced by Taiwanese entrepreneurs. In April of this year (2023), Vice President Tsai Chi-chang led a bipartisan delegation of 16 legislators from the Legislative Yuan on a visit to Europe. This diplomatic effort left a profound impression on the Taiwanese Chambers of Commerce in Europe, highlighting Taiwan's commitment and progress in parliamentary diplomacy. Vice Chairman Chen extended his best wishes to the Legislative Yuan's International Affairs Department, which commenced operations on September 1st. He expressed hope that the Legislative Yuan, through this new unit, would further enhance parliamentary diplomacy, projecting Taiwan's positive image of freedom and democracy to a global audience and increasing awareness among a broader audience.
游院長另與世總黃行德總會長及五位出席委員上台舉杯祝賀活動順利成功，晚宴在交流熱絡的氣氛中進行，歷約二小時圓滿結束。
President YOU, along with President James Huang of the World Taiwanese Chambers of Commerce, and five attending legislators, raised their glasses in a congratulatory toast for the smooth success of the event. The banquet unfolded amidst a lively atmosphere of camaraderie and fruitful exchanges, culminating in a satisfying end after approximately two hours.
