游錫堃：盼澳洲支持台灣加入CPTPP，共同維護國際貿易秩序
YOU Si-kun: Hope Australia supports Taiwan to join CPTPP to protect international trade order.
游錫堃院長今(26)日上午在本院邱議瑩委員、吳怡玎委員、吳欣盈委員、陳椒華委員、林志嘉秘書長、周雅淑顧問、國際事務處林晨富處長，以及外交部亞太司劉嘉平副司長等人陪同下，接見「澳洲國會跨黨派參眾議員訪問團」一行9人。
On the morning of today (26), President YOU Si-kun met nine-member Australian cross-party parliamentary delegation accompanied by Legislators Chiu Yi-ying, Wu I-ding, Wu Hsin-ying, Chen Jiau-hua, Secretary General Lin Jih-jia, Consultant Chou Ya-shu, International Affairs Department Director Kevin C.F. Lin, and Deputy Director General Liu Jia-ping of the Department of East Asian and Pacific Affairs of the Ministry of Foreign Affairs.
游院長致詞時首先代表台灣國會表達誠懇的歡迎，並提及今年6月曾接待南澳州議會跨黨派友台小組訪團，很高興才3個月後的今天，再次迎接來自澳洲的貴賓，顯示共享自由、民主、人權普世價值的台澳兩國，關係越來越密切。游院長並藉此次機會特別感謝派瑞眾議員長期以來對台灣的支持，渠自2013年起擔任澳洲國會友台小組副主席，更於2020年起擔任共同主席，期間為台灣仗義執言，對促進台澳雙邊交流有著巨大的貢獻。
In his remarks, President YOU extended his sincere welcome on behalf of Taiwan’s congress. He stated that he welcomed Parliamentary Friendship Group of Taiwan and South Australian cross-party parliamentary delegation to Taiwan in June this year. He was glad to welcome esteemed guests from Australia after three months. Their visit demonstrated Taiwan and Australia based on the universal values of freedom, democracy and human rights enjoy increasing close relations. President YOU took this opportunity to thank Representative Perrett, who began serving as deputy chair of the Australia-Taiwan Parliamentary Friendship Group in 2013 and became co-chair in 2020 for his longstanding support to Taiwan. His support for Taiwan has tremendous contributions to promoting Taiwan-Australia bilateral relations.
游院長續表示，澳洲近年來於世界衛生大會（WHA)公開挺台，此等關懷人權與健康的義舉，令所有台灣人民銘感五內，也期待澳洲同樣關照台灣經濟的國際處境，台灣擁有充沛人才及完整的高科技產業聚落，在疫後重整的全球供應鏈扮演著重要的角色，期盼澳洲能支持台灣早日加入「跨太平洋夥伴全面進步協定」(CPTPP)。游院長繼謂，台灣是一個法治國家，向來遵守國際貿易法規與公平透明的原則，全力支持以規則為基礎的全球貿易體系，是可信賴的貿易夥伴。台灣若能順利加入CPTPP，不僅能夠促進區域經濟整合，更可提升台灣經濟韌性，強化台澳之間的經濟合作關係，對於雙方乃至全球都能夠發揮正面的作用。
President YOU continued to state that Australia supported Taiwan to participate in World Health Assembly. The people of Taiwan are grateful for its care for the human rights and health. He also hoped that Australia would care about Taiwan’s international economic situation. Taiwan has rich talents and complete high-tech industrial cluster and plays a key role in restructuring global supply chain in the post-pandemic era. He hoped that Australia will support Taiwan to join Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) as soon as possible. President You continued to state that as a country upholding rule of law, and abiding by international trade regulations, honoring the principles of fairness and transparency will fully support the rules-based global trading system as a reliable trading partner. If Taiwan can join the CPTPP, it will enhance regional economic integration and increase Taiwan’s economic resilience to strengthen the economic cooperation between Taiwan and Australia to have positive impacts to both sides and the entire world.
游院長進一步表示，遵守全球貿易規則，是國際經濟秩序的重中之重；2020年中國蠻橫無理地對澳洲許多商品採取貿易壁壘的封鎖措施，對澳洲不少產業造成極大衝擊，此為極權國家以商逼政的惡劣事證。當時他代表立法院購入200瓶澳洲的「自由之酒」（Freedom Wine)，以具體行動表達對於民主夥伴的支持，也很欣慰獲得台灣許多國人的響應。此外，台澳在新冠肺炎疫情期間也攜手合作度過難關，與2020年相比，台澳雙邊貿易總額成長了3倍，超過430億澳幣(約新台幣9,089億元)，澳洲更躍升台灣第二大葡萄酒類進口國及第一大能源與礦產供應國。台灣與澳洲是共享民主價值的夥伴，面對極權國家以經濟脅迫與威脅，民主陣營應更加團結，以捍衛得來不易的民主、自由與人權，並促進經濟永續發展。
President YOU further stated that abiding by global trade rules is the top priority of international economic order. In 2020, China blatantly employed trade barriers to a variety of Australian merchandises and had strong impacts to Australian industries. All of these are examples of exerting political pressure with commercial interests by totalitarian countries. At that time, on behalf of the Legislative Yuan, he purchased 200 Australian Freedom Wine to show support to democratic partners with a concrete action. He was comforted his move won the warm feedback from many fellow citizens of Taiwan. In addition, during the COVID-19 pandemic, Taiwan and Australia cooperated with each other to weather daunting challenges. Compared to that of 2020, bilateral trade between Taiwan and Australia increased three folds with the amount of exceeding 43 billion Australian dollars (about NT$908.9 billion.) Australia jumped to Taiwan's second largest source of import of wine and first largest energy and mining supplier country. Taiwan and Australia are partners of shared values of democracy. Facing the economic coercion and threats from the authoritarian countries, the democratic camp should be more united to defend the hardly earned democracy, freedom and human rights to promote economic sustainable development.
游院長強調，近日中國公布「2023年版標準地圖」，將有爭議的領土納入，引起相關國家嚴正抗議，再次將中國共產政權的本質表露無遺。中共不僅將東海及南海劃為內海，更在南海「擴礁為島」、肆無忌憚地部署軍事設施，嚴重違背2015年對美國歐巴馬前總統「不會將南海島礁軍事化」的承諾，對印太地區和平穩定造成重大威脅。澳洲是聯合國憲章及南太平洋委員會的創始成員國之一，也是「澳英美三方安全夥伴」、「四方安全對話」、「五眼聯盟」、「藍色太平洋夥伴」的主要成員國，是印太地區的重要穩定力量，也是國際民主陣營的重要支柱，期待澳洲能夠發揮影響力，讓台灣有機會為全球民主及世界和平貢獻更多的心力，以確保全球和平及穩定發展。
President YOU stressed that in the new Standard Map 2023 released by China recently included disputed territories, leading to the solemn protests of parties involved. CCP’s nature once again was exposed to the world. China not only demarcated East China Sea and South China Sea as its internal waters and expanded reefs into islands in the South China Sea and built military facilities. These moves severely violated Chinese leader’s pledge to US former President Obama in 2015 not to militarize South China Sea and posed a severe threat to Indo-Pacific peace and stability. As the founding member of the United Nations Charter and South Pacific Commission as well as major member state of AUKUS, QUAD, Five Eyes and Partners in the Blue Pacific, Australia is an important stabilizing power of the Indo-Pacific region and important pillar for international democratic camp. I hope Australia can exercise its influence to let Taiwan make more contributions to global democracy and world peace to ensure global peace and sable development.
院長特別提及1996年雪梨大學代表隊應邀參加首屆「宜蘭盃國際名校划船邀請賽」獲得冠軍，隔年墨爾本大學更是擊敗美、英、日、德、台等強勁對手奪冠，傳為佳話。游院長分別致贈墨爾本大學校友威爾森眾議員及雪梨大學校友弗萊契眾議員當年母校奪冠的紀念照片，說明台澳雙邊早有豐沛的交流互動。此次也希望美麗的寶島台灣能讓各位貴賓留下美好的回憶，期許各位參眾議員持續為加深台澳兩國實質友好關係努力。
President YOU especially stated that the University of Sydney was the champion of the First Yi-Lan International Collegiate Invitational Regatta in 1996. The following year, The University of Melbourne defeated US, UK, Japan, Germany and Taiwan to win the championship. President You presented the commemorative photos of the championship of their respective ala maters to Representative Wilson of the alumni of the University of Melbourne and to Representative Fletcher of the alumni of the University of Sydney. All of these show the abundant exchanges and interactions could trace back to early years. He hoped that esteemed guests will have fond memory of beautiful Formosa. He also hoped that all representatives will continue to make efforts for deepening substantive cordial relations between Taiwan and Australia.
威爾森眾議員致詞時表示，此次訪團橫跨黨派、地區且分別來自參眾兩院，延續了澳洲歷來訪台的傳統，期盼加深台澳雙邊經貿與科學研究等層面的合作。繼稱，台澳雙邊經貿往來密切，包含礦物、能源、生醫及新興通訊科技等領域，澳洲與台灣一樣致力於追求自由平等的國際貿易，希望在法治的基礎上，共同攜手打造開放且合作的印太地區。開放合作與自由平等的信念均為澳洲的核心價值，近年來澳洲也積極加強與區域內的國家合作，以共同因應疫情及氣候變遷等挑戰，但面對挑戰的同時，也必須確保和平、穩定、民族自決以及對人權的尊重等普世價值。
In his remarks, Representative Wilson stated that this cross-party and cross-region parliamentary delegation from both the Senate and the House of Representatives, which extends the tradition of Australian delegation to visit Taiwan. He hoped to deepen bilateral economic, trade and scientific research cooperation. He continued to state that both sides enjoy close economic and trade exchanges, including in the fields of mining, energy, biomedicine and new communication technology. Both Australia and Taiwan are pursuing international trade of freedom and equality in the hope that based on the foundation of rule of law to continue to create an open Indo-Pacific of cooperation. The beliefs of open cooperation, freedom and equality are the core values of Australia. In recent years, Australia is actively strengthening regional cooperation to respond to challenges of pandemic, climate change and others. When facing challenges, universal values of peace, stability, autonomy and respect for human rights should be ensured.
威爾森眾議員欣聞游院長提及澳洲「自由之酒」時表示，今日上午會晤蔡總統時，蔡總統也推薦「友誼之酒」，令渠等深刻體會台灣人民對澳洲的支持，澳方也同樣支持台灣的威士忌及金門高粱，此為雙方深厚情誼的具體展現。此次訪台很榮幸與蔡總統會面，並獲游院長及跨黨派委員撥冗接晤，同樣身為國會議員，具有相同的角色定位，並肩負執行人民託付的使命，此行深受台灣各界熱情款待，日後必定擇機再訪台灣，也竭誠歡迎大家至澳洲訪問。
When Representative Wilson heard President You mention about Freedom Wine, he responded that when the delegation called on President Tsai that morning, President Tsai also recommended Whisky of Friendship. The delegation was impressed by the support of the people of Taiwan to Australia. Likewise, Australia supports Taiwan's whiskey and Kinmen sorghum liquor. Mutual support demonstrates solid friendship. He was honored to call on President Tsai and meet President You and cross-party parliamentarians during this visit. Parliamentarians share same roles and identity and responsibility endowed by the people. During this visit, he was impressed by the warm hospitality. He for sure would find time to visit Taiwan and extended a sincere invitation to all to visit Australia.
雙邊交流時陳椒華委員、吳欣盈委員、吳怡玎委員及邱議瑩委員分別與訪團成員就台澳經濟及文化交流、教育與就業、離岸風電及再生能源合作、氣候變遷、退休基金的透明化及投資監理機制、金融監理制度、勞工權益及環保、婦女賦權及人權、加強台澳國會交流及台灣加入CPTPP等議題廣泛交換意見，拜會歷約1小時，氣氛友好愉快，最後在互贈紀念品及合影後圓滿結束。
During the interaction, Legislators Chen Jiau-hua, Wu Hsin-ying, Wu I-ding, Chiu Yi-ying exchanges views with counterparts on issues of Taiwan-Australia economic and cultural exchanges, education and employment, offshore wind power, renewable energy cooperation, climate change, transparency of pension fund, and investment oversight mechanism, labor rights and interests, environmental protection, women empowerment, human rights, promoting Taiwan-Australia parliamentary exchanges, and Taiwan’s accession to CPTPP. The meeting lasted for an hour under an amicable atmosphere. The meeting was concluded after the exchange of gifts and group photos.
