游錫堃：台灣與友邦持續深化合作 讓全世界看到捍衛自由及民主價值所展現的積極力量

立法院游錫堃院長今(30)日下午在本院賴惠員委員、謝衣鳯委員、吳欣盈委員、陳椒華委員、林志嘉秘書長、周雅淑顧問、國際事務處林晨富處長等人陪同下，接見拉丁美洲及加勒比海「福爾摩沙俱樂部」（Formosa Club）友邦英語團乙行。
Accompanied by Legislators Lai Hui-yuan, Hsieh Yi-fong, Wu Hsin-ying, Chen Jiau-hua, Secretary General Lin Jih-jia, Consultant Chou Ya-shu, International Affairs Department Director Kevin C. F. Lin, Legislative Yuan President You Si-kun met the delegation of Formosa Club from the Latin American and Caribbean diplomatic allies on the afternoon of October 30.
游院長致詞時首先代表立法院向訪賓表達誠摯的歡迎，繼表示今年4月，他與本院四大黨團跨黨派委員，曾一同接見拉美及加海地區「福爾摩沙俱樂部」友邦與友好國家訪問團，期間與訪團成員熱絡交流，讓雙方有更進一步的了解。故今日與訪團成員見面，倍感親切。
In his welcome remarks, President YOU expressed his sincere welcome to the delegation on behalf of the Legislative Yuan. He stated that in April, he along with Legislators from the four party caucuses met with members of Formosa Club from Latin America and Caribbean diplomatic and friendly allies. During the meeting, both sides had active exchange to furthering mutual understanding. Therefore, it was especially delight to see the delegation.
游院長復表示，2020年拉美及加海地區「福爾摩沙俱樂部」成立以來，積極在國際社會為台灣發聲，包括支持我國參加「世界衛生組織」、「國際民航組織」及「聯合國氣候變化綱要公約」等國際組織，今(2023)年8月，「中美洲議會」(PARLACEN)通過「排我納中」案時，更透過各種方式譴責該議會，堅定支持台灣。游院長感謝拉美及加海地區「福爾摩沙俱樂部」挺台的義舉，不但使台灣感到「德不孤，必有鄰」，更堅定了我方持續參與並貢獻國際社會的信念，他要藉此機會向各位貴賓致上誠摯的謝意。
President YOU stated that since its inception in 2020, Latin American and Caribbean Formosa Club chapters have been vocal in support of Taiwan in the international community, including our participation in WHO, ICAO, UNFCCC and other international organizations. In August, PARLACEN passed the resolution to expel Taiwan and include China, they condemn Central American Parliament through various ways to provide unwavering support to Taiwan. President You thanked their support and believed that those who are of good virtue will not be alone. Taiwan will continue to participate in and make contributions to the international community. He wanted to express his sincere appreciation to the delegation.
游院長提到，近年來中國在外交、政治、經濟及軍事上不斷升高對台灣的打壓與恫嚇，尤其頻繁派機艦繞台、屢屢入侵我防空識別區(ADIZ)、或在台灣周邊海域進行軍事演習，對於印太地區的和平與穩定，造成嚴重威脅。在拉美及加勒比海地區，北京政府也處心積慮謀奪台灣的邦交國，持續打壓台灣的外交空間，游院長強調，事實證明，中國對其他國家所提出的援助承諾不僅止於口惠，在拉美及加勒比海地區的投資也隱藏著掠奪當地資源的政治陰謀，許多國家更因加入「一帶一路」計畫而陷入債務陷阱的深淵，令國際有識之士同感遺憾！
President YOU stated that in recent years, China continue to increase its oppression and intimidation against Taiwan diplomatically, politically, economically and militarily. The intensive circumnavigation of China’s warplanes crossing into Taiwan’s air defense identification zone or frequent military exercises surrounding Taiwan waters, imposing a severe threat to the peace and stability in the Indo-Pacific region. In Latin American and Caribbean region, the Beijing government maliciously win over Taiwan’s diplomatic allies, continue to repress Taiwan’s diplomatic room. He stressed that the fact shows that China did not honor its commitment of financial aid to other countries. It’s investment harbors its political conspiracy to rob local resources. Unfortunately, numerous countries have fallen into debt trap after joining in Belt and Road Initiative.
游院長強調，拉美及加海友邦一直是支持台灣的重要力量。尤其，今年9月聯合國大會召開期間，聖露西亞、聖文森及格瑞那丁、聖克里斯多福及尼維斯、貝里斯等友邦均為我國仗義執言，也在本年10月初聯署致函聯合國秘書長古特雷斯(António Guterres)，以具體行動支持台灣參與聯合國體系。他表示，各國的義舉，台灣人民永遠感激在心！
President YOU stressed that Latin American and Caribbean diplomatic allies have always been an important force to support Taiwan. In particular, during the United Nations General Assembly in September this year, Saint Lucia, Saint Vincent and Grenadines, Saint Christopher and Nevis and Belize spoke in support of Taiwan and sent a joint letter to UN Secretary General António Guterres in early October to support Taiwan with concrete actions. He stated that the people of Taiwan are grateful for their support.
游院長最後結語稱，過去三年的新冠疫情使台灣與拉美及加海地區的國會交流受到影響，而今疫情已明顯趨緩，希望未來跨國議會的交流能夠注入更多的動能，也讓全世界看到台灣與拉美及加海友邦在捍衛自由及民主價值所展現的積極力量。
President YOU concluded his remarks by saying that the pandemic over the past three years, exchanges between Taiwan and Latin America nd and Caribbean was disrupted. As the pandemic subsided, he hoped to see more multinational parliamentary exchanges to let the world see the active power of Taiwan and the Caribbean diplomatic allies in defending freedom and democracy.
訪團團長貝娜娃(Benarva Browne)部長暨參議員(聖文森及格瑞娜丁籍)表示，訪賓所有成員均非常高興能來到台灣訪問，也感謝各界給予該團的熱情歡迎。台灣與拉美及加海區域間具有強健、深厚的情誼，拉丁美洲及加勒比海「福爾摩沙俱樂部」會持續給予台灣充份支持，站在台灣這邊，讓雙方緊密團結在一起，未來也希望能夠持續深化彼此的友誼。台灣與拉美及加海區域的夥伴關係不僅促成很多優質的雙邊合作計畫，並對協助各國經社及國家整體發展有巨大貢獻，她謹代表聖文森及格瑞娜丁政府與人民向我國致上最深的謝意。她同時向台灣致上遲來的國慶祝賀，該國長期受到台灣支持與協助，因此帶動了國家建設的進步，她相信區域內其他國家應該也深有同感。她十分贊同游院長所提，台灣與拉美和加海區域內國家應該深化彼此友誼及強化國會外交，希望此行僅是持續加強化彼此友好合作關係的第一步。最後，她再次感謝台灣政府及人民，並希冀此行增進對台灣政情、經濟發展現狀及人民生活的了解。
Minister and concurrently senator Benarva Browne from Saint Vincent and the Grenadines stated that all delegation members were delighted to visit Taiwan and thanked for the warm hospitality they received. Taiwan and the Latin American and Caribbean region enjoy solid and deep friendship with Taiwan. The Latin American and Caribbean Formosa Club chapters will continue to give full support to Taiwan, to stand with Taiwan to unite both sides. In the future, they hoped to continue to deepen friendship. The partnership between Taiwan and Latin American and the Caribbean region had accomplished various cooperative projects and had made tremendous contributions to economic, social and overall development of many countries. On behalf of the government and people of Saint Vincent and the Grenadines, she expressed her gratitude to the government and people of Taiwan. She also conveyed the belated congratulations to Taiwan's national day. Her country had been supported and assisted by Taiwan for a long time to enjoy national development and progress. She believed that other countries in the region shared the same view with her. She fully agreed what President You mentioned that Taiwan and Latin American and the Caribbean countries should strengthen friendship and parliamentary diplomacy. She hoped that this visit was just the beginning for furthering bilateral relations. She concluded her remarks by thanking the government and people once again. She hoped that this visit would enhance their understanding about Taiwan’s political, economic developments and way of life.
游院長回應表示，他就任立法院院長三年多以來，今日首次在接見外賓的場合中，四大黨團都派出女性委員代表出席，他趣言或許因為訪團團長是女性，故而各黨團也派出了女性委員出席，以表歡迎。游院長續指出，台灣立法院相當重視兩性平權，女性委員和男性委員占全院委員的比例，分別是42%及58%。另外他提及，再不到80幾天台灣就要舉行總統大選，三大政黨都推出總統候選人，即使目前選情激烈，各黨團立委仍保持良性互動，此為台灣成熟民主體制的最好證明。游院長並補充表示，他曾於2002年率團訪問貝里斯時，曾會晤當時的貝里斯總理穆沙及貝里斯國父蒲萊士先生，讓他感到十分榮幸，迄今印象深刻。
President YOU responded by saying that since he took office more than three years ago, this was the first time for four women legislators from the four party caucuses to welcome foreign dignitaries. He said that probably it was because of the woman delegation head, party caucuses were all represented by women legislators to welcome the delegation. President You continued to state that Taiwan’s Legislative Yuan attaches great importance to gender equality. Women legislators account for 42% and men legislators 58%. He also stated that in 80 plus days, Taiwan is going to conduct presidential election. Three major political parties have presidential candidates. Despite the fierce competition, legislators of party caucuses get along with each other, a testament that Taiwan is a full-fledged democracy. President You added that he led a delegation to Belize in 2002 and met with then-Prime Minister Said W. Musa and founding father George Cable Price. He was very privileged to be able to meet them and was impressed by the meeting.
雙邊交流時，游院長及賴惠員委員、謝衣鳯委員、吳欣盈委員、陳椒華委員與訪團成員分別就合作對抗威權主義及捍衛民主自由、持續支持台灣國際參與、對抗氣候變遷及永續發展、台灣總統大選選情、我國推動性別平等成果、我國高科技產業發展現況、鼓勵拉美及加海區域與台灣進行農技及水利合作、加強雙邊青年及教育交流、婦女賦權及鼓勵女性參政、推動台灣與拉美及加海地區國家簽訂FTA、盼我國捐贈大專院校汰換之設備等議題廣泛交換意見。在場的各黨團代表均發言表示，不論台灣政局如何變化，我國與拉美及加海區域各友邦間的友誼將不會受到任何影響，訪團所有訪賓甚表感謝，並同聲重申支持台灣參與國際組織的堅定立場將不會改變，並再次感謝台灣長期以來對拉美及加海地區友邦國家在經濟、貿易、科技、農業及基礎建設等領域上所給予的莫大協助。雙方討論與發言相當踴躍，拜會歷約1小時，氣氛友好愉快，最後在互贈紀念品及合影後圓滿結束。
During bilateral meeting, President YOU, Legislators Lai Hui-yuan, Hsieh Yi-fong, Wu Hsin-ying, Chen Jiau-hua and the delegation exchanged views on issues related with cooperation to fight against authoritarianism defending democracy, freedom, supporting Taiwan’s international participation, climate change, sustainable development, Taiwan’s presidential election, Taiwan’s achievements in promoting gender equality, Taiwan’s high-tech industrial development, agricultural and irrigational cooperation, youth and educational exchanges, women empowerment, and women participation in politics, signing free trade agreement between Taiwan and Latin American and Caribbean countries, and hoping Taiwan to donate equipments to colleges. Legislators of party caucuses stated that regardless of the change of Taiwan’s politics, friendship between Taiwan and Latin American and the Caribbean diplomatic allies will not be influenced. All delegation members expressed their appreciation, and reiterated their firm stance to support Taiwan’s participation in international. They once again thanked Taiwan for their longstanding assistance to the Lain American and Caribbean diplomatic allies in the fields of economics, trade, technology, agriculture, and infrastructure. Both sides were engaged in active discussion for one hour with an amicable atmosphere . The meeting concluded after mutual exchange of gifts and group photos.
