游錫堃：台歐關係的深化，是建立在歐洲議會的友好關係上
YOU Si-kun: Deepening Taiwan-Europe relations Is Based On The Cordial Relations With European Parliament.
立法院游錫堃院長今(31)日下午在本院邱泰源委員、吳怡玎委員、吳欣盈委員、陳椒華委員、林志嘉秘書長、周雅淑顧問、國際事務處林晨富處長、外交部次長田中光，以及外交部歐洲司李秀窈副秘書長等人陪同下，接見歐洲議會友台小組柯契夫(Andrey Kovatchev)第一副主席等一行。
Accompanied by Legislators Chiu Tai-yuan, Wu I-ding, Wu Hsin-ying and Chen Jiau-hua, Secretary General Lin, Consultant Chou Ya-shu, Legislative International Affairs Department Director Kevin C. F. Lin, Deputy Foreign Minister Chung-kuang Tien, and European Affairs Department Deputy Secretary General Lee Hsio-yau, President YOU met the delegation led by First Vice Chair of the European Parliament-Taiwan Friendship Group Andrey Kovatchev on the afternoon of October 31.
游院長致詞時首先表示，非常榮幸能再度接見歐洲議會的各位貴賓，他代表台灣國會竭誠的歡迎訪團蒞臨。游院長說明歐盟是台灣堅定的盟友，而歐洲議會在增進台歐盟雙邊友好關係上，向來都是扮演著積極支持與協助的角色。過去2年來，歐洲議會通過25項友我決議案，不僅支持台灣的國際參與、關切印太安全及台海情勢，更敦促台灣與歐盟加強半導體經濟合作，以及呼籲盡速洽簽台歐盟雙邊投資協定(BIA)等，幫助台歐之間建立更緊密友好的關係。本(10)月24日，歐洲議會國貿委員會(INTA)通過一項最新的決議，要求歐盟盡快展開與台灣洽簽「供應鏈韌性協定」，他要代表台灣國會向歐洲議會致上最誠摯的謝意。也要懇請各位貴賓，在11月歐洲議會全會表決時，全力支持這項決議，讓台歐盟間展開更多的合作。
In his remarks, President YOU expressed his honor to welcome distinguished guests from European Parliament once again. On behalf of Taiwan’s congress, He wanted to extend a warm welcome to them. He stated that European Union is Taiwan’s strong ally. European Parliament has been active in supporting and assisting in Enhancing Taiwan-EU relations. Over the past two years, European Parliament passed 25 resolutions in favor of Taiwan, supporting Taiwan’s international participation, concerning about Indo-Pacific security, and situation across the Taiwan Strait, urging Taiwan and EU to strengthen semiconductor economic cooperation, and calling on to sign bilateral investment agreement（BIA）as soon as possible to enhance closer cordial relations between Taiwan and Europe. On October 24, The Committee on International Trade of European Parliament past a resolution recently to request EU to sign agreement on supply chain resilience. On behalf of Taiwan’s congress, He wanted to express his most sincere appreciation to European Parliament. He also asked distinguished guests to fully support this resolution in November when the European Parliament plenary session put this in vote to promote more cooperation between Taiwan and Europe.
游院長接著感謝柯契夫副主席長期力挺台灣參與國際社會，及協助深化台歐盟關係。在2010年時，柯契夫副主席擔任歐洲議會審議「歐盟給予台灣免申根簽證法案」的外交委員會報告人，由於他的大力幫助，台灣免簽證案以559票贊成、40票反對的壓倒性票數表決通過；2011年1月11日起申根免簽證正式生效，我國人享有前往30多個歐洲國家免簽入境的優惠待遇，對於增進台灣與歐洲各國的交流合作，具有重大意義。此外，院長也特別感謝施依凡議員，在斯洛伐克國會友台小組主席及歐洲議員任內長期為台灣發聲。並感謝羅培斯議員數度聯署支持台灣參與世界衛生大會(WHA)，以具體行動表達對台灣人民健康人權的關懷。各位議員的挺台義舉都令我們銘感五內。
President YOU continued to thank Vice-Chair Kovatchev for his longstanding support for Taiwan’s participation in international organizations and assistance in deepening Taiwan-EU ties. In 2012, when Vice-Chair Kobatchev served as the reporter of the Committee on Foreign Relation of deliberating the bill concerning about Schengen visa waiver program for Taiwan in the European Parliament, because of his strong support, the bill was passed with 559 against 40. After Schengen visa waiver program took effect on January 11, 2011, the R.O.C. (Taiwan) passport holders can visit more than 30 European countries with this treatment, which has profound significance in enhancing exchanges and cooperation between Taiwan and European countries. In addition, the president also thanked MEP Štefanec for voicing in support of Taiwan when he served as president of Slovakia-Taiwan Friendship Group and member of European Parliament. President You thanked MEP López for sending joint letter several times to support Taiwan’s participation in World Health Assembly to express his care about the health rights of the people of Taiwan with concrete actions. Taiwan is grateful for their support.
游院長語重心長提到，當前的全球民主版圖萎縮，威權主義的勢力不斷擴張。台灣作為華文圈唯一的民主國家，正遭遇中共經濟脅迫、外交孤立、軍事恫嚇、網路攻擊與假訊息威脅，不僅越來越多的中共機艦侵擾台灣，甚至侵入我國防空識別區(ADIZ)，對台海及印太地區的和平穩定造成重大威脅。
President YOU pointed out that as the global democratic landscape continue to shrink, and the authoritarian regime continues to expand, Taiwan as the only democracy in the Chinese-speaking communities, is facing China’s economic coercion, diplomatic isolation, military intimidation, cyberattack, and disinformation. Increasing number of Chinese fighter jets harass Taiwan, even intruded into our Air Defense Identification Zone (ADIZ), posing a severe threat to peace and stability in the Taiwan Strait and Indo-Pacific region.
院長想特別強調的是，台海的危機，不只是台灣及印太地區要面對的問題，更是全世界的議題，因為中國的目標不只是台灣，而是企圖成為「全球帝國」。今年3月23日的普習會，習近平與普丁達成「共同推動百年變局」的共識，意圖攜手改變既有的國際秩序已經毫不掩飾。今年8月底，中國擅自發布「2023年版標準地圖」，片面把台灣、南海諸島、以及與印度接壤有爭議的領土納入其版圖，其行徑完全符合中國傳統政治思想「天無二日，土無二王」及「普天之下莫非王土，率土之濱莫非王臣」的本質，其稱霸全球的野心已經昭然若揭。
President YOU stressed that crisis in the Taiwan Strait is not an issue for Taiwan but for the Indo-Pacific region as well as the entire world, because China’s ultimate goal is not Taiwan, but intends to become a global hegemony. On March 23, Xi Jinping and Vladimir Putin reached a consensus of promoting an unprecedented change that has never seen for a century, trying to jointly change the existing international order. At the end of August this year, China published New Standard Map 2023, unilaterally included Taiwan, South China Sea islands and disputed territory with India. China’s action are based on its traditional political stance, which can be summarized as “there cannot be two suns in the sky nor two emperors on the Earth” and “all lands under heaven belong to the emperor; the people of those lands are subject to the emperor.” Its ambition to become a global hegemony is very apparent.
然而，院長欣慰表示，越來越多西方國家高度關注中國對台灣、印太區域及全球和平穩定所造成的威脅。今年5月，G7廣島峰會再度重申台海安全的重要性；日本、韓國、台灣、菲律賓形成「新月防線」，阻止中共勢力繼續對外擴張；7月，拜登總統毫不猶疑地表示「中國確實有取代美國，成為全球新霸主的野心」；8月，法國總統馬克宏頒布「七年建軍法」，法國將依國際法積極捍衛印太地區的自由航行權。台灣會繼續堅定守護台海及印太區域的和平穩定，也呼籲民主同盟國持續團結，共同遏止威權體制對外擴張。
President YOU continued to state that an increasing number of western countries are highly alert to China’s threats to Taiwan, Indo-Pacific region and global peace and stability. In May, G7 Hiroshima Summit reiterated the importance of the security in the Taiwan Strait. Japan, Republic of Korea, Taiwan and the Phippines form a crescent defense line to prevent China’s external expansion. In July President Biden stated without any hesitation that China indeed has the ambition to replace the US to become a global hegemony. In August, French President Macron enacted Military Programing Law (LPM) 2024-2030. Fin accordance with international law, France will actively defend the freedom of navigation in the Indo-Pacific region. Taiwan will continue to safeguard peace and stability in Taiwan Strait and Indo-Pacific. The president urged democratic alliance to continue to be united to deter the external expansion of the authoritarian regime.
游院長最後再次感謝歐洲議會長期以來對台灣的堅定支持。全球目前正面臨前所未有的嚴峻挑戰，民主國家間更需要加強合作，共同守護自由、民主、法治及人權等普世價值，以及捍衛以規則為基礎的國際秩序與全球和平穩定。
President YOU concluded his remarks by thanking the European Parliament for its longstanding support of Taiwan. The world is facing unprecedented daunting challenges. Democratic countries should strengthen cooperation to safeguard the universal values of freedom, democracy, rule of law and human rights and protect the rules-based international order and global peace and stability.
訪團團長柯契夫也代表訪團感謝立法院的邀約，現在世界正面臨許多極具挑戰性的全球事件－俄國入侵烏克蘭及中東爆發以巴衝突，全球的和平安全更顯脆弱，正是因為如此，與理念相近的民主夥伴合作變得更加重要，以確保衝突可以用和平的方式解決，他們也很重視台灣海峽可以維持和平，不會接受任何人單方面的試圖改變目前的現狀。他還提及歐盟與台灣的夥伴關係非常深遠，他很感謝院長特別提及他在2010年在歐盟申根法案擔任外交委員會報告人，因為這項計畫不僅拉近了人民和企業之間的關係，且對於歐盟及台灣具有實質性的幫助。
On behalf of the delegation, First Vice-Chair Andrey Kovatchev thanked the invitation of the Legislative Yuan. The World is facing challenging global events, such as Russian aggression against Ukraine and recent Israel and Hamas conflicts. Global peace an stability are fragile. Therefore, cooperation between like-minded democratic partners is more important than ever to ensure peaceful settlement of conflicts. The underscore the importance of peace in the Taiwan Strait and oppose any unilateral change of status quo. He also mentioned about European Union enjoyed longstanding partnership with Taiwan. He thanked President You for mentioning about him in 2012 when he was the reporter of the Committee on Foreign Relations when the EU was considering to grant Schengen visa waiver privilege to Taiwan. This bill has brought the closer rations between people and businesses, but also helpful to EU and Taiwan.
歐洲議會近幾年來也在各種場合替台灣發聲，呼籲讓台灣加入國際組織，這不僅是提升世界各國的利益，也會帶給全球很多的貢獻，特別是COVID-19疫情期間，台灣的專業和知識都為世界立下很好的楷模，團長真心期盼台灣能參加世界貿易組織、國際民航組織、國際刑警組織和聯合國氣候變遷綱要公約等國際組織。最後團長再次表達想和台灣深化關係的意願，並表示歐洲議會也希望盡快展開協商：歐盟與台灣之間的雙邊投資協議，以強化經貿關係並促進投資合作，期盼未來能有更多的具體成果。
The European Parliament in recent years has voiced in favor of Taiwan on numerous occasions urging Taiwan’s participation in international organizations. This will not only benefit but also contribute to the world. Especially during the Covid-19 pandemic, Taiwan’s profession and knowledge set a role model for the world. He sincerely hoped Taiwan can WHO, ICAO, Interpol, UNFCCC and other international organizations. He concluded his remarks by expressing his willingness to deepen relations with Taiwan. He stated that European Parliament also hoped to launch negotiations BIA to strengthen economic and trade ties to promote investment. He looked forward to more concrete results.
雙邊交流時，游院長及邱泰源委員、吳怡玎委員、吳欣盈委員、陳椒華委員與訪團成員分別就全球安全維護、捍衛我國國防安全、民主倡議、對抗氣候變遷及能源永續發展、台灣總統大選選情、國際法國內化、衛生醫療體制的交流學習、推動台灣國際組織的參與、數位法案的探討、台灣半導體產業發展等議題廣泛交換意見。訪團表示非常支持台灣加入更多的國際組織、參與國際事務，並重申支持台灣的堅定立場不會改變，且台海和平一直都是他們議會裡很重要的議題，藉此也特別感謝台灣在疫情時與歐盟之間的互助：斯洛伐克提供台灣疫苗、台灣提供歐盟口罩等防護用品。
During discussion, President You, Legislators Chiu Tai-yuan, Wu I-ding, Wu Hsin-ying and Chen Jiau-hua discussed with the delegation members on issues related with global security, Taiwan’s national security democratic initiatives, climate change, sustainable energy development, Taiwan’s election, domestic law in line with international law, medical system, Taiwan’s international participation, digital law, Taiwan’ semiconductor industry development. The delegation members support Taiwan’s participation in more international organizations and international affairs. They reiterated this stance remain unchanged. Peace in the Taiwan Strait has always been a very important issue. They thanked Taiwan for mutual assistance with the EU during the pandemic. Slovakia provided Taiwan with vaccine doses, while Taiwan provided face masks and protective equipments.
院長最後再次感謝各位議員對台灣的肯定與支持，雙方討論與發言相當踴躍，拜會歷約1小時，氣氛友好愉快，最後在互贈紀念品及合影後圓滿結束。
President YOU thanked the delegation once again for their recognition and support of Taiwan. Both sides had vibrant discussion. The meeting concluded after an hour of discussion , mutual presentation of gifts and a group photo in an amicable atmosphere.
