游錫堃：感謝友邦堅定挺台，共同捍衛普世價值及全球和平穩定

立法院游錫堃院長今(16)日上午在本院羅致政委員、謝衣鳯委員、吳欣盈委員、林志嘉秘書長、國際事務處林晨富處長以及外交部駐紐約辦事處處長李光章大使等人陪同下，接見友邦駐聯合國常任代表訪台團一行。
On the morning of November 16, Legislative Yuan President You Si-kun met with a delegation of permanent representatives to the United Nations from Taiwan's allies accompanied by legislators Lo Chih-cheng, Hsieh Yi-fong and Cynthia Wu, Secretary General Lin Jih-jia, International Affairs Department Director Calvin C.F. Lin, and Ambassador James Lee of Taipei Economic and Cultural Office in New York / Head of UN Affairs Task Force in New York.
院長致詞時首先表示，非常高興能接待友邦的各位貴賓，他代表台灣國會誠摯歡迎訪團蒞臨。院長憶起2020年上任的第一個月，就接待由貝里斯楊恩大使所率領的「友邦駐聯合國常任代表訪台團」，今天能再次接待各位貴賓，感到特別的親切！
In his remarks, President You expressed his delight to welcome distinguished guests from allies. On behalf of Taiwan’s congress, he extended sincere welcome to them. He recalled the first month he took office in 2020, he welcomed the permanent representatives to United Nations from Taiwan's allies led by Ambassador Inga Rhonda King. Therefore, he was especially delighted to welcome the delegation members.
院長接著感謝在座各位大使長期在聯合國為台灣仗義執言，除了在總辯論時發言挺台，敦促聯合國體系接納台灣或強調維持台海和平穩定的重要性外，也聯名或個別致函聯合國秘書長支持台灣參與聯合國及聯合國相關組織。經過各位的積極爭取，今年聯合國對於各國所提的「國家自願檢視報告」中出現中華民國、台灣等名稱，不再堅持必須加註為「中國的一省」等矮化台灣主權的稱呼，他要代表台灣人民，再次向各位貴賓積極挺台義舉表達誠摯的感謝。
President You then thanked all ambassadors for their longstanding support for Taiwan in the United Nations, not only in the General Debate to urge the UN system to include Taiwan’s participation, but also stressing the importance to maintain peace and stability in the Taiwan Strait. In addition, they also sent jointly or individually letters to the UN Secretary General to support Taiwan’s participation in the United Nations and UN specialized agencies. Through their active efforts, the Republic of China and Taiwan are seen in the voluntary national review referred in the United Nations this year. The nomenclature of “a province of China” to downgrade Taiwan’s sovereignty is no longer seen in the report. On behalf of the people of Taiwan, he wanted to express his sincere appreciation to all distinguished guests.
院長復表示，近年中國屢屢蓄意以錯誤方式詮釋聯合國大會第2758號決議，誆稱對台灣擁有主權，並宣稱國際社會認同「一中原則」，阻撓台灣的國際參與，同時還極盡所能阻斷台灣與友邦的外交關係。院長藉此向大家說明，根據全球49個國家共同簽訂並於1952年4月28日生效的《舊金山和約》，才是正式處理台灣地位的國際法律架構。其後，台灣經過國會全面改選、總統直選、三度政黨輪替，依據國民主權及聯合國憲章人民自決原則，早已經成為一個主權獨立的國家。
President You continued to state that China misquoted UN Resolution 2758 to claim its sovereignty over Taiwan and claimed that the international community recognizes the so-called “one China principle” to block Taiwan’s international participation. China used every mean to severe the diplomatic ties between Taiwan and its diplomatic allies. President You stated that the San Francisco Peace Treaty entered into force on April 28, 1952 signed by 49 countries is the international legal framework that handles the status of Taiwan. After comprehensive legislative elections, presidential elections and three alternations of political parties in power, Taiwan has become an independent sovereign country in accordance with the principles of sovereignty belongs to the entire people of the country and the UN self-determination.
院長進一步說明，根據國際法，台灣、澎湖不屬於中國；台灣從未被中華人民共和國統治過；台灣絕非中國的一部分，民主台灣與專制中國互不隸屬，是鐵錚錚的事實，不僅是國際長期公認的客觀事實，也是當前的台海現狀。他呼籲聯合國應堅守「全球議題的討論不應該遺漏任何人」的原則，只有台灣的民選政府才有權在聯合國體系等國際場域代表2,300萬台灣人民。
President You further elaborated that in accordance with the international law, Taiwan and Penghu do not belong to China. Taiwan has never been ruled by the People’s Republic of China. It is an ironclad fact that Taiwan is by no means a part of China. Democratic Taiwan and authoritarian China are not subject to each other. This is a longstanding fact of the international community, but also the status quo of the Taiwan Strait. He urged the United Nations to uphold the principle that no one should be left behind when discussing about global issues. Only Taiwan’s elected government can have the rights to represent 23 million people of Taiwan in the international community such as the United Nations and its specialized agencies.
院長語重心長地指出，中國經濟崛起之後，對內壓迫、對外擴張，對全球和平穩定帶來巨大的威脅，台灣作為華文圈唯一的民主國家，正遭遇中共經濟脅迫、外交孤立、軍事恫嚇、網路攻擊與假訊息威脅，不僅越來越多的中共機艦侵擾台灣，侵入我國防空識別區(ADIZ)，然而，中國的目標不只是台灣，而是企圖成為「全球帝國」。今年3月23日的普習會，習近平與普丁達成「共同推動百年變局」的共識，圖謀改變既有的國際秩序已經毫不掩飾。他強調國際社會應正視此一問題，台海議題絕非只是台灣的議題，也不只是印太地區的議題，而是全世界都必須共同面對的議題，呼籲世界民主同盟國家共同關注，一起對抗中國對全球的威脅。
President You sentimentally pointed out that after China’s economic rise, it adopted the strategy of repression at home and expansion abroad, posing a severe threat to global peace and stability. As the only democracy in the Mandarin-speaking community, Taiwan is facing CCP’s economic coercion, diplomatic isolation, military intimidation, cyberattack and misinformation. An increasing number of Chinese military aircrafts has been detected to harass Taiwan and cross Air Defense Identification Zone. However, Taiwan is not China’s ultimate destination. China attempts to become a global hegemony. In the Putin-Xi meeting on March 23 this year, Xi and Putin reached a consensus to initiate a change that had never seen for a century in an attempt to change the existing international order. He stressed that the international community should be aware of this issue. The Taiwan Strait issue is not just a issue for Taiwan, but also the Indo-Pacific issue as well as a global issue. He urged the global democratic allies to focus on this issue to fight against China’s threats to the entire world.
院長最後再度感謝各友邦在聯合國對台灣的支持，也盼台灣與各友邦的邦誼不斷深化，共同捍衛全球和平穩定發展。院長也特別贈送《立法院臺灣民主百年追求系列特展套書》英文版予訪團成員，讓國際友人深入了解《舊金山和約》相關內容及台灣人民追求民主的歷程。
In closing, President You once again thanked Taiwan’s allies to thank their support to Taiwan in the United Nations. He hoped to deepen Taiwan’s relations with allies to defend global pace, stability and development. President You prepared a collection of books entitled the Englis version of “Century Pursuit of Democracy of Taiwan’s Legislative Yuan” to each member of the delegation to further enhance their understanding about San Francisco Peace Treaty and the history of the pursuit of democracy of the people of Taiwan.
團長聖文森國駐聯合國常任代表金蘭妲(Inga Rhonda King)致詞時，首先代表訪團向游院長及在座貴賓致上誠摯的謝意，感謝各位溫暖又熱烈的歡迎，身為台灣的友邦，除了在國際場域為台灣發聲外，更盼本次來台能實地瞭解台灣。她繼表示，台灣在全球地緣政治、經濟、科技創新及民主價值等都具有重要性，本次來訪的成員國雖然不大，但都堅信聯合國憲章的精神及原則。尤其身為台灣的友邦都清楚知道，聯合國第2758號決議只限於處理中國在聯合國代表權的問題，而對台灣2,300萬人的代表權議題則未述及。席間她特別提到，聯合國副秘書長最近清楚表示，希望以更具創意的方式讓台灣納入聯合國的各項機制及活動，才符合「全球議題的討論不應該遺漏任何人」的原則，達到聯合國2030永續發展議程目標。她另強調，台灣的重要性早已超越國界，特別在全球經濟、科技創新及在各種地緣政治中展現的實力均可證明。最後，由於今天院長接見訪團的同時，美國總統拜登也正與中國領導人習近平會面，她特別向院長請益拜習會後的相關發展及對全球的影響。
In her remarks, Ambassador Inga Rhonda King of Saint Vincent and the Grenadines first of all, expressed her sincere appreciation to President You and all distinguished guests on behalf of the entire delegation. As Taiwan’s diplomatic allies, Saint Vincent and the Grenadines will continue to speak for Taiwan in the international arena. She hoped that during this trip, she would have firsthand understanding about Taiwan. She continued to state that Taiwan plays a key role in global geopolitics, economics, high-tech innovation and the value of democracy. All the countries they respectively represented are not large in size, they uphold the spirits and principles of the UN Charter. Taiwan’s diplomatic allies understand very well that the UN Resolution No. 2758 only handled the issue of China’s representation in the United Nations. It did not refer to the issue of the representation of the 23 million people of Taiwan. She especially mentioned that the UN Deputy Secretary General clearly stated to include Taiwan in various UN mechanisms and activities in a more creative way to be line with the principle of “no one should be left behind in discussing about global issues” to obtain 2030 UN Sustainable Development Goals. She stressed that Taiwan’s importance has transcended national border, in particular its strengths in the fields of global economics, high-tech innovation and geopolitics. She concluded her remarks that as President You received the delegation that day, US President Biden was also meeting with Chinese leader Xi Jinping. She specifically asked President You about the development after Bi-Xi meeting and its impact to the entire world.
院長回應表示，中美競爭已不同於2018年之前，過去兩國是戰略夥伴關係，然而自2017年美國發布《國家安全戰略報告》以後，就已將中國定位為競爭對手。2018年7月6日美國啟動中美貿易戰爭，至今已逾5年，而美國所代表的民主、自由及人權價值體系與中國、俄羅斯的威權體制，截然不同，兩者要如同過去密切合作已不可能；雖然如此，美中高層進行實質對話仍是非常必要，如此才能避免戰爭，確保和平。
President You responded by saying that China-US competition is different from that before 2018. In the past, the two countries were strategic partners. However, after the US National Security Strategy was issued in 2017, China was defined by the US as a competitor. It has been over five years since US initiated China-US trade war. The value system of democracy, freedom and human rights represented by US is totally different from the authoritarian system represented by China and Russia. It is unlikely to see them to have close cooperation. In spite of it, it is very important for the two countries to have high ranking and substantive dialogue to avoid a war and to ensure peace.
本院各黨團出席委員亦歡迎訪團來訪，並感謝各友邦長期以來對台灣的堅定支持及友誼，嗣聆聽訪團其他成員所表達的心聲和建言，雙方另就全球民主、自由、人權及對抗威權主義等議題交換意見，拜會及交流歷約40分鐘，氣氛融洽愉快，最後在雙方互贈紀念品及大合影後，活動圓滿結束。
Legislators from different party caucuses expressed their welcome to the delegation members and their longstanding support and friendship to Taiwan. As they listen to the opinions and suggestions of the delegation members, both sides exchanged views on issues related with global democracy, freedom, human rights and fighting against authoritarianism. The meeting lasted for about 40 minutes and concluded after mutual presentation of gifts and group photos with an amicable atmosphere.
