院長致詞時首先代表台灣國會歡迎各位貴賓，並表示再見到曾於去年元月訪台的「諾曼基金會」克萊納布羅克霍夫主任，倍感親切。院長續提及去年9月「亞洲自由民主聯盟」在台辦理30週年大會，象徵對台灣民主成就的肯定，且台灣為該聯盟創始會員國之一，更有3位台灣出身政治人物曾任該聯盟主席，其中包含台灣副總統候選人蕭美琴女士，足證台灣與該聯盟共同守護自由、民主等普世價值的深厚情誼。

In his remarks, President YOU extended a sincere welcome to all distinguished guests on behalf of Taiwan’s legislature. President YOU still recalled vividly that he welcomed Friedrich Naumann Foundation Director Moritz Kleine-Brockhoff here on January 9 last year. President YOU continued to state that the Council of Asian Liberals and Democrats 30th Anniversary Public Conference was held in Taipei in September last year. It symbolized a recognition of Taiwan’s democratic achievements. Taiwan is one of the founding members. There are three Taiwanese political figures that have served as chairperson. Among them, Hsiao Bi-khim is the DPP vice presidential candidate this time. These facts fully testify to our joint efforts to safeguard the universal values of freedom and democracy, and our solid friendship.

院長接著指出本（2024）年為全球超級選舉年，共有76個國家、超過42億人參與投票，台灣為第2個投票的國家。然面對中國軍事威脅、經濟的威逼利誘、各種假消息及認知戰介選，局勢特別緊張。台灣的選舉結果除影響台灣2,300萬人民未來，更影響全球地緣政治及安全情勢。

2024 is a global super election year. More than 4.2 billion people from 76 countries around the world will be voting. Among which, Taiwan will be the second earliest country cast the vote. Facing China’s military and economic coercion, temptation, misinformation and cognitive warfare, Taiwan’s election is especially competitive. The result will not only impact the future of the 23 million people of Taiwan, but also will have profound significance to global geopolitics and security.

院長進一步表示，近年來中國持續以軍機軍艦侵擾台灣防空識別區及恣意穿越海峽中線。根據國防部統計，去（2023）年軍機擾台即達4,714架次、平均每月393架次；軍艦方面去年共計1,915艘次擾台、平均每月達160艘次。中共近期更以空飄氣球偵測我國，甚至發射火箭搭載衛星穿越台灣南部上空，月前宣布取消部分輸入中國貨品的關稅優惠等，種種舉措皆影響台灣選情。去年11月拜習會時，拜登總統當面要求習近平克制在台海及周邊的軍事行動，並反對中共介入台灣大選，顯見中國併吞台灣的意圖已受國際社會高度關切，而中國在經濟崛起後對內壓迫及對外擴張，繼香港後其侵略台灣企圖更趨明顯。

President YOU further pointed out that in recent years, Chinese military aircraft and navy vessels continue to be detected in Taiwan’s Air Defense Identification Zone and even cross the median line of the Taiwan Strait. According to the Ministry of National Defense, a total of 4,714 military aircraft were detected, equivalent to 393 per month on average. In addition, a total of 1,915 navy vessels were detected and 160 per month on average. Moreover, Chinese balloons were monitored and rockets with satellite vehicles were launched over the airspace of southern Taiwan. A few months ago, China announced to cancel tariff concession on partial Taiwanese goods exported to China to interfere Taiwan’s elections. During the Xi-Biden meeting in San Francisco in November last year, President Biden requested Xi to exercise restraint in Chinese military activities in and surrounding the Taiwan Strait and opposed Chinese interference in Taiwan’s elections. CCP’s blatant interference of Taiwan’s elections has drawn the attention of the international community. After China’s economic rise, it adopts the strategy of repression at home and expansion abroad. After Hong Kong, CCP’s attempt to invade Taiwan is increasingly evident.

院長對此語重心長向國際呼籲，台灣非中共終極目的地，中共政權本質承襲「天無二日，土無二王」及「普天之下莫非王土，率土之濱莫非王臣」的中國傳統政治思想，它的目標是「東昇西降」、稱霸全球，台灣只是它遂行野心的踏腳石而已。去年3月23日，習近平與普丁達成「共同推動百年變局」的共識即為明證。中共除沒收香港；亦自2013年起在南海填海造陸、進行軍事化部署，違反習近平在2015年對美國歐巴馬總統「無意軍事化」的承諾，將南海軍事化；近年來更與菲律賓在南海海域爆發多起衝突，也在中印邊界及東海釣魚台周邊水域引發緊張，中國雄霸印太的野心已嚴重影響區域安全與穩定。

President YOU urged the international community that Taiwan is not the ultimate destination of CCP. Its political philosophy can be summarized as “There cannot be two suns in the sky, nor two emperors on the earth.” “All land under heaven belongs to the King, and all people on the shores are subjects of the King.” Its goal is to see “the rise of the East and decline of the West.” China’s ambition is to become a global hegemony. Taiwan is just its steppingstone to realize its ambition. After Putin-Xi meeting on March 23 last year, they have reached a consensus to promote a profound change never seen in a century is a concrete evidence. On one hand, CCP breaks its promise of one country two system in Hong Kong. On the other hand, it launches militarization of the islands in South China Sea. Since 2013, China has engaged in major land reclamation and construction activities with military deployment. Xi Jinping breaks his non-militarization pledge in the Spratlys in 2015 to President Obama. In recent years, several conflicts occurred in South China Sea between China and the Philippines. China-India border disputes and tension in surrounding waters of Diaoyutai of the East China Sea demonstrated China’s ambition to become a hegemony in Indo-Pacific region. Its ambition has severely affected regional security and stability.

院長續表示，在連串事件中，中國擴張野心昭然若揭，未來其目標恐為南海周邊其他相關國家。故守護台灣不僅是台灣政府與人民的事，如果不妥慎阻擋中國擴張，那麼中國的威脅很快就會來到各國家門口，沒有國家可置身事外。台灣站在對抗威權擴張的最前線，將樂意努力守護全世界的民主與繁榮，未來也將持續與國際民主盟友密切合作，共同維護自由、民主、人權普世價值。隨後游院長因另有要公先行離場，雙方於互贈紀念品並合影後，與訪賓揮手道別。

After a series of maritime conflicts between China and the Philippines, China’s ambition to continue to expand its influences is evident. We are worried that China’s next target will be surrounding countries in South China Sea. Therefore, protecting Taiwan is not just the sole responsibility of the government and people of Taiwan. If we do not stop China’s expansion. China’s threats will be imminent to every country. No country is an exception. Taiwan has been on the front line in fighting against authoritarian expansion and safeguarding global democracy and prosperity and will continue to protect global democracy and prosperity. In the future, Taiwan will continue to have close cooperation with international democratic allies to safeguard the universal values of freedom, democracy and human rights. President YOU excused himself because of other engagements. Both sides bid farewell after mutual exchange of gifts and group photos.

接續由訪團團長「國際自由聯盟」副主席帕克（Karl-Heinz Paqué）致詞，他首先表示今日相當榮幸訪問立法院，此行訪台意義重大，因台灣為民主燈塔，且過去三十年從威權政體全面轉型為成熟民主國家，觀選團全體對台灣致力促進民主化之努力印象深刻。誠如游院長適才所言，台灣刻正受到中共威脅，本（1）月13日舉行之總統及立法委員選舉對區域及全球未來將至關重要，選舉結果所傳達之訊息對區域及世界皆將具有重大意義。帕克副主席再次感謝台灣的熱烈歡迎，並盼於週六選舉結束後能與台灣人民共同慶祝。帕克副主席續有感而發表示，每次訪台都被台灣人民的「樂觀精神」（optimistic spirit）所感染，儘管台灣位處複雜之地緣政治中，此情令人敬佩。最後，帕克副主席預祝台灣未來一切順利，並重申「國際自由聯盟」未來將持續與民主台灣站在一起。

In his remarks, Dr. Karl-Heinz Paqué, Deputy President of Liberal International as well as the head of the delegation stated that it was significant for hum to visit the Legislative Yuan, because Taiwan is a beacon of democracy and has transformed from an authoritarian regime to a full-fledged democracy 30 years ago. The delegation was impressed by Taiwan’s efforts to promote democratization. As President YOU mentioned, Taiwan faces CCP threats. The presidential and legislative elections to be held on January 13 will have profound impacts to regional, global and future situation. The elections results will convey a meaningful message to the region and the world. Deputy President Paqué once again thanked Taiwan’s warm welcome and hoped to celebrate with the people of Taiwan after the election was completed on Saturday. He continued to state that whenever he visited Taiwan, he was contagious by the spirit of optimism of the people of Taiwan. He expressed his respect to Taiwan to have such spirit even in such a complicated geopolitics. In closing, Deputy President Paqué wished Taiwan a great success in the future and reiterated that Liberal International will continue to stand together with democratic Taiwan.

雙邊交流時，林秘書長與何志偉委員再度歡迎訪團蒞院，何委員分享其擔任本（第10）屆第8會期國防外交委員會主席，如何順利通過相關預算案之過程，並扼要介紹目前台灣研製自我防衛武器設備之相關發展。何委員表示，此次選舉雖然競爭激烈，但台灣在高科技發展、人道貢獻、綠能產業、同性婚姻等領域均取得卓越成就，凸顯出民主台灣之重要性，而儘管台灣面對中國不斷威脅，仍將致力捍衛和平及民主生活方式。何委員最後以「民主很美卻很脆弱」一語作結，與訪賓共勉當盡全力守護自由與民主。

When exchanging views, Secretary General Lin and Legislator Ho, Mark Chih-wei once again extended a warm welcome to the delegation. He shared how the budget bills passed when he served as the chairman of the Committee on National Defense and Foreign Affairs in the eighth session of the 10th Legislative Yuan. He succinctly introduce the development of Taiwan’s indigenous self-defense weaponry. He stated that although the elections were extremely fierce, Taiwan has outstanding achievements in the fields of high-tech development, humanitarian aide, green energy and same sex marriage, further demonstrating the importance of democratic Taiwan. Facing China’s continuous threats, Taiwan will be committed to defending peace and democratic way of life. Legislator Ho concluded his remarks with the remarks of “democracy is beautiful but very fragile.” He hoped to work with the foreign dignitaries to do best to safeguard freedom and democracy.

訪賓另就台灣選情、自我防衛政策及國防武器採購與研發等面向進行交流，拜會交流歷約45分鐘，氣氛友好愉快。其後訪賓觀賞立法院多媒體簡報，並由國際事務處同仁陪同參訪立法院院區及議場，為今日參訪畫下圓滿的句點。

Members of the delegation exchanged views with the legislator on issues of Taiwan’s elections, self-defense policy, national defense weaponry procurement and research and development. The 45-minute meeting concluded with an amicable atmosphere. The delegation watched the multimedia briefing of the Legislative Yuan after the meeting, followed by a tour of the compound of the legislature and chamber. (E)
