本院高明秋顧問今（2月19）日上午10時出席林楚茵委員發起之「臺灣與法國國會友好協會」及「臺灣與波蘭國會友好協會」成立大會。現場貴賓包括委員鍾佳濱、委員郭昱晴、委員吳思瑤、委員吳沛憶、委員沈伯洋、委員沈發惠、委員林月琴、委員李坤城、委員陳冠廷、委員羅美玲、委員莊瑞雄、委員許智傑、委員王美惠、委員范雲、委員賴惠員、委員洪申翰、委員張雅琳、委員黃捷、榮譽會長林靜儀、外交部謝武樵政務次長、波蘭台北辦事處高則叡處長、法國在台協會龍燁主任等人。
On February 19, 2024, Consultant Kao Ming-chiu of the Legislative Yuan attended at 10 a.m. the inauguration of Taiwan-France Inter-Parliamentary Amity Association and Taiwan-Poland Inter-Parliamentary Amity Association, convened by Legislator Lin Chu-yin. Also in attendance were Legislators Chung Chia-pin, Kuo Yu-ching, Wu Szu-yao, Wu Pei-yi, Puma Shen, Shen Fa-hui, Lin Yueh-chin, Lee Kuen-cheng, Chen Kuan-ting, Loh Meei-ling, Chuang Jui-hsiung, Hsu Chih-chieh, Wang Mei-hui, Fan Yun, Lai Hui-yuan, Hung Sun-han, Ngalim Tiunn, Huang Jie, and Honorary Chairperson Lin Ching-yi; Deputy Foreign Minister Kelly Hsieh Wu-chiao; Director Cyryl Jacek Kozaczewski of the Polish Office in Taipei; Director Franck Paris of the French Office in Taipei.
大會在林楚茵委員主持下，通過兩會組織章程並推選出兩會會長與副會長。高顧問接著致詞表示，今日是新春開工第一天，恭喜林楚茵委員率先在本屆成立第一個聯誼會，同時也代表院長向在場委員祝賀。他表示法國和波蘭有悠久的文化和歷史，對當代自由民主及人權的維護亦著有貢獻。誠如林楚茵委員所提法國國會2021年通過的友我決議；而過去幾任的台法友好協會會長及副會長也都曾赴法國參訪，國會友好協會除促成兩國間議員互訪交流外，更實質促成雙邊合作。高顧問接續指出，過去幾年，台灣問題已成為國際議題，盼未來各國持續和台灣攜手合作維護民主。高顧問最後表示，本院去年九月成立國際事務處，未來將竭力協助本院國會聯誼會的成立，秘書長也將在行政事務上給予最大協助，並祝在場委員及貴賓平安愉快，友好協會運作順利。
With Legislator Lin presiding over the inauguration, the organizational charters of the two associations were passed, with their respective president and vice presidents elected. Consultant Kao continued with a remark congratulating Legislator Lin on forming the first two parliamentary friendship associations in the new Legislature, right on the first day returning to work after the Chinese New Year holidays. Kao also extended blessings on behalf of President Daniel K.Y. Han to all legislators at the event. Touching on the long history and rich culture of France and Poland, Kao stressed the role of the two countries as main contributors to the safeguarding of freedom, democracy, and human rights today. Legislator Lin mentioned that in 2021, the French Parliament passed a resolution supporting Taiwan’s international participation, and there have been visits to France by delegations led by the presidents and vice presidents of the Amity Associations over the years; these are successful cases of parliamentary exchanges between the two nations and of building resilient bilateral relations in a substantial way. Consultant Kao added that the political status of Taiwan has escalated to an international issue over the past few years, and it is hoped that governments around the world would continue to work with Taiwan to safeguard democracy in the future. In addition, the Legislative Yuan’s Department of International Affairs, which was just launched in September 2022, will continue to assist in the forming of parliamentary friendship associations, along with the full administrative support from the Secretary-General of the Legislative Yuan. In closing, Consultant Kao extended his blessings for good health and great fortune to the legislators and distinguished guests present and wished a great success to future collaborations with the Associations.
