本院高明秋顧問於2月20日上午11時出席黃捷委員發起之「台灣國會氫能與潔淨能源促進會」、「立法院女子運動外交促進會」及「自由亞洲促進會」成立大會。現場出席貴賓尚包括林楚茵委員、沈伯洋委員、吳沛憶委員、蘇巧慧委員、張雅琳委員、蔡易餘委員、外交部陳立國次長、教育部體育署國際及兩岸運動組許秀玲組長、能源署李君禮副署長、「台灣足球發展協會」石明謹理事長、「臺灣氫能與燃料電池學會」王丞浩常務理事、「台灣人權促進會」王曦副秘書長等人。
On February 20, 2024, Consultant Kao Ming-chiu of the Legislative Yuan attended at 11 a.m. the inauguration of Taiwan Legislative Association of Hydrogen Energy and Clean Energy, Taiwan Parliamentary Women’s Sports Diplomacy Committee, and Free Asia Promotion Committee, convened by Legislator Huang Jie. Also in attendance were Legislators Lin Chu-yin, Puma Shen, Wu Pei-yi, Su Chiao-hui, Ngalim Tiunn, and Tsai Yi-yu; Vice Foreign Minister Remus Chen Li-kuo; Deputy Director-General Lee Chun-li of Energy Administration under the Ministry of Economic Affairs (MOEA); Director Hsu Hsiu-ling of the International and Cros-strait Sports Division, Sports Administration under the Ministry of Education (MOE); Director Max Shih of Taiwan Football Development Association (TFDA); Managing Supervisor Wang Chen-hao of Taiwan Association for Hydrogen Energy and Fuel Cell (THEFC); Deputy Secretary-General Wang Si of Taiwan Association for Human Rights (TAHR).
大會在黃捷委員主持下通過三個促進會之組織章程，並推選出三會的會長與副會長。高顧問接著致詞表示，很高興今日出席這三促進會的共同成立大會，他代表院長祝成立大會順利。他表示立法院處理的議題相當多元，從經濟、科技、文化及自由民主等，因此他深切期盼這三個促進會將來在能源、女子運動及自由等相關議題能有實質成果。高顧問也指出，一項美加研究機構共同公布的「2023人類自由指數報告」，台灣名列全球第12名，高居亞洲第1；英國「經濟學人資訊社」發布之2023民主指數，在全球167個國家及地區中，台灣排名第10，亦居亞洲之冠。由此可見，台灣在自由民主的普世價值上，表現相當優異。他最後表示，立法院去(112)年九月成立國際事務處，未來將盡全力對今日成立的三個促進會及其它各聯誼會提供最大的行政協助，並祝在場委員及貴賓平安愉快，促進會運作順利。成立大會隨後在其他貴賓致詞及大合影後，歷約50分鐘圓滿結束。
With Legislator Huang presiding over the inauguration, the organizational charters of the three bodies were passed, with their respective president and vice presidents elected. The event continued with Consultant Kao’s greeting to all participants at the joint inauguration for the three aforementioned groups, followed by his wishing, on behalf of President Daniel K.Y. Han, of the ceremony a great success. Understanding the wide array of issues dealt with by the Legislative Yuan, including economy, technology, culture, freedom, and democracy, Kao expressed high hopes for the three groups to achieve substantial results regarding issues related to energy, women’s sports, and freedom. Consultant Kao further pointed out that according to the 2023 Human Freedom Index (HFI), jointly released by research institutions in the U.S. and Canada, Taiwan ranked 12th in the world and the highest in Asia; for another, Taiwan retained its ranking of first in Asia and 10th out of the 167 countries surveyed in the Democracy Index 2023 released by the London-based Economist Intelligence Unit. In this regard, Taiwan excels at promoting freedom and democracy as universal values. In closing, Kao added that Legislative Yuan’s Department of International Affairs, which was just established in September 2022, will provide full administrative support for the three newly-formed amity groups as well as those to come. In closing, Consultant Kao wished good health and great fortune to the legislators and guests present, as well as smooth operation of the groups.
