本院張裕榮副秘書長於2月20日上午11時出席劉建國委員發起之「台灣與泰國國會議員友好協會」、許智傑委員發起之「台灣與印度尼西亞國會議員聯誼會」、羅美玲委員發起之「台灣與馬來西亞國會議員聯誼會」及「立法院新住民權益促進會」、鍾佳濱委員發起之「台灣與越南國會議員聯誼會」、「台灣與菲律賓國會議員聯誼會」及「新南向國會交流促進會」等七會之共同成立大會。現場出席貴賓尚包括范雲委員、吳琪銘委員、蘇巧慧委員、林宜瑾委員、張啓楷委員、張雅琳委員、陳俊宇委員、李柏毅委員、王美惠委員、沈伯洋委員、吳沛憶委員、蔡易餘委員、陳冠廷委員，外交部田中光政務次長、駐臺北韓國代表部代表李殷鎬、駐台北越南經濟文化辦事處副代表吳芳草、馬尼拉經濟文化辦事處副代表魏珮柔（Alice Q. Visperas）等人，共襄盛會。
On February 20, 2024, Deputy Secretary-General Chang Yu-jung of the Legislative Yuan attended at 11 a.m. the inauguration of seven parliamentary friendship associations and committee; these bodies include Taiwan-Thailand Inter-Parliamentary Amity Association, convened by Legislator Liu Chien-kuo, Taiwan-Indonesia Parliamentary Friendship Association by Legislator Hsu Chih-chieh, Taiwan-Malaysia Parliamentary Friendship Association and Taiwanese New Immigrants Rights Advocacy Committee by Legislator Loh Mei-ling, and Taiwan-Vietnam Parliamentary Friendship Association, Taiwan-the Philippines Parliamentary Friendship Association, and Taiwan-New Southbound Policy Countries Parliamentary Amity Association by Legislator Chung Chia-pin. Also in attendance were Legislators Fan Yun, Wu Chi-ming, Su Chiao-hui, Lin I-chin, Chang Chi-kai, Ngalim Tiunn, Chen Chun-yu, Lee Po-yi, Wang Mei-hui, Puma Shen, Wu Pei-yi, Tsai Yi-yu, and Chen Kuan-ting; Deputy Foreign Minister Tien Chung-kwang; Representative Lee Eun-ho of Korean Mission in Taipei; Deputy Representative Ngo Phuong Thao of Vietnam Economic and Culture Office in Taipei; Deputy Resident Representative Alice Q. Visperas of Manila Economic and Cultural Office.
成立大會於各發起人劉建國委員、許智傑委員、羅美玲委員及鍾佳濱委員分別致詞後，由張裕榮副秘書長代表本院致詞。副秘書長表示，非常高興能代表韓院長參加本院「台灣與泰國國會議員友好協會」等7個聯誼會的共同成立大會，渠首先特別感謝劉建國委員、許智傑委員、羅美玲委員及鍾佳濱委員熱心積極促成這7個聯誼會。繼提及，東南亞跟新南向國家是我國很重要的合作夥伴，我們持續與這些國家在經貿、人力、教育等各方面都有非常密切的合作，也在不同領域上加強交流。副秘書長續指出，立法院除了珍視與各國國會議員間的友好情誼外，也十分重視台灣新住民族群之權益，所以他也非常樂見「立法院新住民權益促進會」的成立，今天各友好協會成立後，一定能持續與各國進行密切交流及互動，並再度感謝各委員，積極深化我國與東南亞、新南向國家的雙邊國會交流，對國際社會作出更多貢獻。未來如有需要協助的行政事宜，立法院絕對盡心協助。副秘書長最後祝福此次聯誼會共同成立大會圓滿成功，各位委員及在場貴賓身體健康，萬事如意。
The inauguration commenced under the addresses from Conveners Liu, Hsu, Loh, and Chung of each association and committee, followed by a remark by Deputy Secretary-General Chang on behalf of the Legislative Yuan. Chang expressed that it was an honor to attend the grand event on behalf of President Daniel K.Y. Han and that his gratitude could not be overemphasized for the efforts from Legislators Liu, Hsu, Loh, and Chung to put together the seven Associations and Committee. As it is known that Southeast Asia and countries covered in Taiwan’s New Southbound Policy are partners of great importance, with which Taiwan continues to have close ties in various aspects including economy, trade, labor force, and education; upon the existing exchanges, we will strive to build new ones in an array of fields. Deputy Secretary-General Chang continued to point out that in addition to cherishing the friendship with members of Parliament from various countries, the Legislative Yuan also attaches great importance to the rights and interests of Taiwan’s new residents. For this reason, it was a great joy to see the establishment of Taiwanese New Immigrants Rights Advocacy Committee. After the founding of committees and associations, exchanges and collaborations with different nations will be closer and more frequent than ever. Later, Chang once again thanked all the legislators and founding members of the groups for increasing bilateral parliamentary exchanges between Taiwan and Southeast Asian countries, which, in turn, could contribute to the global community. Should there be any administrative support required, the Legislative Yuan will spare no effort to assist. Chang concluded by wishing good health and great fortune to the legislators and guests present, as well as a success to the inauguration.
隨後全體與會貴賓合影留念，韓國駐台代表李殷鎬致詞祝賀並分享韓國推動新住民權益法案之經驗，此次成立大會於通過「台灣與泰國國會議員友好協會」等7個聯誼會之組織章程及推選出個別之會長與副會長後，歷約1小時圓滿結束。
During the inauguration, the organizational charters of the seven groups were passed, with their respective president and vice presidents elected. The event concluded after 1 hour with a group photo, coupled with a remark by the Representative Lee Eun-ho of Korean Mission in Taipei, who shared the experience of South Korea in drafting the bill of rights for new residents.
