本院高明秋顧問於2月23日上午11時出席邱議瑩委員發起之「台灣與澳洲、紐西蘭國會友好聯誼會」成立大會。現場出席貴賓尚包括林楚茵委員、許智傑委員、林宜瑾委員、莊瑞雄委員、吳沛憶委員、蘇巧慧委員、張宏陸委員、黃秀芳委員、何欣純委員、伍麗華委員、黃捷委員、李柏毅委員、張雅琳委員、林月琴委員、陳瑩委員、外交部主任秘書唐殿文、澳洲辦事處馮國斌代表、紐西蘭商工辦事處馬嘉博代表等人。
On February 23, 2024, Consultant Kao Ming-chiu of the Legislative Yuan attended at 11 a.m. the inauguration of Taiwan-Australia and New Zealand Inter-Parliamentary Amity Association, convened by Legislator Chiu Yi-ying. Also in attendance were Legislators Lin Chu-yin, Hsu Chih-chieh, Lin I-chin, Chuang Jui-hsiung, Wu Pei-yi, Su Chiao-hui, Chang Hung-lu, Huang Shiou-fang, Ho Hsin-chun, Wu Li-hua, Huang Jie, Lee Po-yi, Ngalim Tiunn, Lin Yueh-chin, and Chen Ying; Secretary General Daniel Tang Diann-wen of the Ministry of Foreign Affairs (MOFA); Representative Robert Fergusson of the Australian Office, Taipei; Director Mark Pearson of the New Zealand Commerce and Industry Office.
大會於發起人邱議瑩委員致詞及與會貴賓合影後,由高顧問代表本院致詞。高顧問表示,很榮幸代表院長參加本院「台灣與澳洲、紐西蘭國會友好聯誼會」成立大會。澳洲是我國非常重要的能源供應國之一,也是我國邁向2050年淨零碳排轉型、以及建構穩固可靠供應鏈的重要合作夥伴;此外,澳洲也是深受我國學生歡迎的海外留學目的國之一。台澳自1990年首次展開高階經貿對話以來,彼此的貿易關係為雙方人民創造了無數就業機會和豐碩的經濟成果。顧問繼提及,我國與紐西蘭也一直維持動能充沛的貿易、經濟和文化關係,台紐雙邊產業結構互補,是彼此的重要貿易夥伴。2013年7月,我國與紐西蘭在世界貿易組織(WTO)的架構下,簽署了「台紐經濟合作協定」,為兩國經貿關係立下新的里程碑。此外,我們也都是「亞太經濟合作」(APEC)、多項漁業公約及亞洲開發銀行(ADB)的成員,互動均相當密切。
The inauguration commenced under the address from Convener Chiu, before a remark by Consultant Kao on behalf of the Legislative Yuan. Kao expressed that it was an honor to attend the grand event on behalf of President Daniel K.Y. Han. Australia has been one of the main energy suppliers to Taiwan and also an essential partner in our transition to achieve net-zero by 2050 as well as in the development of a stable and reliable supply chain. In addition, Australia is also one of the most popular places to study abroad for students from Taiwan. Since the first high-level economic and trade dialogue between Taiwan and Australia was staged in 1990, the collaboration in trade has created countless job opportunities and economic benefits for the people of both sides. Consultant Kao added that Taiwan and New Zealand continue to maintain dynamic and close ties in trade, economy, and cultural exchanges. The two complement one another with their industries, making each other trading partners of great importance. Agreement between New Zealand and the Separate Customs Territory of Taiwan, Penghu, Kinmen, and Matsu on Economic Cooperation (ANZTEC) was signed in July, 2013 between Taiwan and New Zealand under the WTO framework, setting a milestone in the economic and trade relations between the two nations. In addition, there have also been close interactions between the two over the years due to agreements on multiple fishing conventions and our membership both in Asia-Pacific Economic Cooperation (APEC) and Asian Development Bank.
高顧問續指出,立法院向來珍視與各國國會議員間的友好情誼,相信在「台灣與澳洲、紐西蘭國會友好聯誼會」的臂助之下,我國與澳洲、紐西蘭的雙邊實質友好關係定將更加深化與廣化,持續互利共榮,並再次感謝邱議瑩委員積極促成此聯誼會成立,也感謝許多委員踴躍加入,展現民意的力量,為台灣與澳紐的互惠發展再創新章。未來如有需要協助的行政事宜,立法院絕對盡心協助,並祝在場委員及貴賓平安愉快,聯誼會運作順利。
Kao further stressed that the Legislative Yuan has always valued the friendship with members of Parliament from our foreign partners. It is believed that with Taiwan-Australia and New Zealand Inter-Parliamentary Amity Association, Taiwan’s bilateral relations with both Australia and New Zealand will be deepened in substantial ways, which will be sure to lead to mutual benefit and common prosperity. Kao expressed his gratitude to Legislator Chiu for her efforts to form this Association and to several legislators for participating in this grand event. With public opinion heard, there can be a new chapter for the mutually beneficial development of Taiwan, Australia, and New Zealand. Should there be any administrative support required, the Legislative Yuan will spare no effort to assist. Consultant Kao concluded by wishing good health and great fortune to the legislators and guests present, as well as smooth operation of the Association.
成立大會繼由外交部唐殿文主任秘書、澳洲辦事處馮國斌代表及紐西蘭商工辦事處馬嘉博代表致詞,隨後在邱議瑩委員主持下通過組織章程,並推選出會長與副會長,歷約30分鐘圓滿結束。
Later on, remarks were given by Secretary General Tang of the MOFA, Australian Representative Fergusson, and Director Pearson of the New Zealand Commerce and Industry Office. The event concluded after 30 minutes, with Legislator Chiu presiding over the passing of the organizational charter of the Association and the election of its president and vice presidents.
