On February 23 at 9:30 AM, President Han attended the inaugural ceremony of the Legislative Yuan USA Caucus (LUC), co-founded by Legislators Wang Ting-Yu and Ko Chih-En. Distinguished guests in attendance included Vice President-elect Hsiao Bi-khim, Vice President of the Legislative Yuan Dr. Johnny C. 院長致詞時表示，今天非常榮幸請到副總統當選人蕭美琴出席成立大會。本屆有多達72位委員參加「臺美國會議員聯誼會」，他幽默表示，看好萊塢電影時會先看明星卡司，這次「臺美國會議員聯誼會」卡司陣容一字排開，著實令人驚豔。榮譽會長將由曾任國民黨主席的江啟臣副院長擔任；而發起人之一的柯志恩委員除了是教育學博士，也是走過最多城市及國家的委員，甚至主持過電視節目「繞著地球跑」；同為發起人的王定宇委員則是資深立委，英文能力強，對台美關係也有著極強大的使命感。President Han first warmly welcomed Vice President-elect Hsiao Bi-khim to attend the inauguration ceremony. With as many as 72 legislators joining the Legislative Yuan USA Caucus (LUC), he humorously remarked that while moviegoers often choose what to watch based on the cast, it seems that members of the Legislative Yuan follow the same principle when deciding which parliamentary friendship group to join. This showcases the impressive line-up of the LUC. He then announced that the honorary president of the LUC would be Vice President Chiang, a former KMT chairman. Additionally, one of the LUC co-chairs, Legislator Ko Chih-En, has a Ph.D. in education and holds the record for visiting most cities and countries through hosting the TV show "Running Around the Earth" in the past. The other co-chair, Wang Ting-Yu, is a sesasoned legislator with excellent command of English and a strong sense of mission to improve Taiwan-U.S. relations.
院長指出，在場每位委員都很清楚，對美關係相當重要。台美之間雖無正式外交關係，但美國長期支持台灣，讓台灣人民能夠安居樂業、發展經濟、培養下一代。未來「臺美國會議員聯誼會」一定會在各委員的參與下，代表台灣2千3百萬人民向前邁開大步，推動國會外交，讓台美合作無間。President Han emphasized that each legislator present well understood the significance of the Taiwan-U.S. relationship. Despite the absence of formal diplomatic ties between the two nations, the U.S. has been consistently supporting Taiwan, enabling Taiwanese people to live a peaceful life, upgrade economy, and nurture their future generations. He has every confidence that the LUC would advance parliamentary diplomacy on behalf of Taiwan's 23 million people, fostering seamless cooperation between Taiwan and the United States.
副總統當選人蕭美琴致詞表示，她今天並非以副總統當選人身分來參加成立大會，而是以第九屆國會畢業生及第九屆台美聯誼會會長身分出席。當時江副院長任該會副會長，他們和邱議瑩委員及王定宇委員共同赴美為台美關係努力。這次她也要恭喜「臺美國會議員聯誼會」一樣以跨黨派精神成立，成為立法院最大的聯誼會團體。她表示，美國對台政策立基於「一法六保證」，對台灣繁榮扮演重要角色。她盼未來立院不分黨派，共同爭取美國國會兩黨對台灣的支持，深化台美關係。Vice President-elect Hsiao stated that, instead of attending the event in the capacity of Vice President-elect, she actually came here as a former member of the 9th Legislative Yuan and the 9th chair of the LUC. She noted that incumbent Vice President Chiang had served as the vice-chair of the LUC in the past as well. Together with legislators Chiu Yi-Ying and Wang Ting-Yu, they had closely worked together to advance Taiwan-U.S. relations during their visits to the United States. She congratulated the newly formed LUC for its cross-party spirit, making it the largest parliamentary friendship group in the Yuan. Highlighting that U.S. policy towards Taiwan is grounded in the "One Act, Six Assurances," which significantly contribute to Taiwan's prosperity, she expressed hopes that the Yuan will stand united to secure bipartisan support from the U.S. Congress to deepen Taiwan-U.S. relations.
江副院長致詞表示，台美友好協會有悠久歷史，每屆協會都代表立法院進行國會交流，不僅經營美台關係，甚至對台灣與其它國家間的關係也至關重要。「臺美國會議員聯誼會」讓立法院內部整合代表國會，讓國會在從事對美工作時有更大的幫助，相信這亦是美方所樂見。今天成立的「臺美國會議員聯誼會」，象徵新國會的開始，未來有賴跨黨派委員共同為台美關係及亞太地區的安全、經貿及地緣政治上的穩定而努力。Vice President Chiang, in his address, acknowledged the long-standing history of the LUC, noting its role as a conduit for parliamentary exchanges representing the Legislative Yuan. He emphasized that the LUC not only fosters bilateral relations between Taiwan and the U.S. but also holds significance in Taiwan's engagement with other nations. He highlighted that the establishment of the LUC helps facilitate internal coordination within the Legislative Yuan, thereby enhancing its effectiveness in furthering Taiwan-U.S. ties. He has every confidence that this development would be welcomed by the U.S. government. The inauguration of the LUC symbolizes a new chapter for the Yuan. However, the LUC’s future success relies on cross-party cooperation aimed at strengthening Taiwan-U.S. relations and contributing to the security, trade flow, and geopolitical stability of the Asia-Pacific region.
成立大會隨後在其他貴賓致詞及通過「臺美國會議員聯誼會」組織章程並推選會長與副會長後，歷約1小時圓滿結束。Following the speeches by other distinguished guests, the adoption of the charter of the LUC, and the elections of its co-chairs and vice-chairs, the inaugural ceremony concluded successfully after approximately one hour in an amicable vibe.
