本院張裕榮副秘書長於2月23日上午11時出席鍾佳濱委員發起之「臺灣與以色列國會議員聯誼會」及「臺灣與亞太國會太空聯盟」共同成立大會。現場出席貴賓尚包括賴瑞隆委員、林月琴委員、陳培瑜委員、陳冠廷委員、邱志偉委員、何欣純委員、蘇巧慧委員、黃捷委員、莊瑞雄委員、許智傑委員、張雅琳委員、伍麗華委員、外交部常務次長陳立國、駐台北以色列經濟文化辦事處代表游瑪雅、印度台北協會副代表甘泉及國家太空中心主任吳宗信等人，共襄盛會。

On February 23, 2024, Deputy Secretary-General Chang Yu-jung of the Legislative Yuan attended at 11 a.m. the inauguration of Taiwan-Israel Congressional Association and Trans-Pacific Aerospace Parliamentary Alliance, convened by Legislator Chung Chia-pin. Also in attendance were Legislators Lai Jui-lung, Lin Yueh-chin, Chen Pei-yu, Chen Kuan-ting, Chiu Chih-wei, Ho Hsin-chun, Su Chiao-hui, Huang Jie, Chuang Jui-hsiung, Hsu Chih-chieh, Ngalim Tiunn, and Wu Li-hua; Vice Foreign Minister Remus Chen Li-kuo; Representative Maya Yaron of Israel Economic and Cultural Office in Taipei; Deputy Director-General Aparna Ganesan of India Taipei Association; Director General Dr. Jong-Shinn Wu of Taiwan Space Agency (TASA).

成立大會發起人鍾佳濱致詞後，由張裕榮副秘書長代表本院致詞。副秘書長表示，非常榮幸代表院長參加「臺灣與以色列國會議員聯誼會」及「臺灣與亞太國會太空聯盟」共同成立大會，以色列與我國互設經濟文化辦事處迄今已30年，這30年來，我國與以色列雙邊關係持續穩定提升，合作成果十分豐碩，兩國也是重要貿易夥伴。相信本院「臺灣與以色列國會議員聯誼會」的成立，將扮演持續推動台以雙邊關係進一步提升的重要平台。

 The inauguration commenced with the address from Convener Chung, followed by a remark by Deputy Secretary-General Chang on behalf of the Legislative Yuan. Chang expressed that it was an honor to attend the grand event on behalf of President Daniel K.Y. Han. It has been 30 years since Israel and Taiwan established representative offices in both countries. The bilateral relation between the two has been in steady progress over the years with continued tangible results, and the two countries are also essential trading partners to each other. It is believed that the Taiwan-Israel Congressional Association can serve as a platform to deepen bilateral relations.

副秘書長續指出，「太空產業的關鍵技術與生態」是未來的趨勢，我國其實是擁有許多臻至成熟的太空技術，例如：我國所生產的太空零件、科技廠商代工、產業技術及投資環境方面，成果皆十分豐碩。副秘書長繼謂，非常感謝鍾佳濱委員全力支持「臺灣與亞太國會太空聯盟」之成立，讓各界看到本院對於太空產業的重視。未來如有需要協助的行政事宜，立法院絕對義無反顧，盡力盡心支援。最後，副秘書長祝福今日的成立大會圓滿成功，各位委員及在場貴賓身體健康，萬事如意！謝謝大家！

 According to Deputy Secretary-General Chang, “key technologies and ecology of the space industry” are the trend of the future. Taiwan actually enjoys mature space technologies with tangible results; successful cases can be found in the Taiwan-made spacecraft components, technology OEMs, technologies in applications, and the business environment for investment. Chang continued to extend his gratitude to Convener Chung for his efforts in forming the Trans-Pacific Aerospace Parliamentary Alliance, which shows the importance that the Legislative Yuan has placed on developing Taiwan’s space industry. Should there be any administrative support required, the Legislative Yuan will spare no effort to assist in any way possible. In closing, Deputy Secretary-General Chang wished good health and great fortune to the legislators and guests present, as well as a success to the inauguration.

成立大會續由駐台北以色列經濟文化辦事處代表游瑪雅、印度台北協會甘泉副代表、外交部常務次長陳立國及國家太空中心吳忠信主任分別致詞祝賀，續通過大會的組織章程及推出個別會長與副會長，歷時45分鐘圓滿結束。
