本院張裕榮副秘書長於2月23日上午10時出席邱志偉委員發起之「立法院推動台灣加入CPTPP策進會」成立大會。現場出席貴賓尚包括許智傑委員、鍾佳濱委員、羅美玲委員、陳冠廷委員、賴瑞隆委員、陳培瑜委員、林月琴委員及范雲委員，行政院經貿談判辦公室楊珍妮副總談判代表、外交部陳立國常務次長、經濟部陳正祺政務次長等人，共襄盛會。
On February 23, 2024, Deputy Secretary-General Chang Yu-jung of the Legislative Yuan attended at 10 a.m. the inauguration of the Legislative Yuan Committee for Taiwan CPTPP Accession, convened by Legislator Chiu Chih-wei. Also in attendance were Legislators Hsu Chih-chieh, Chung Chia-pin, Loh Mei-ling, Chen Kuan-ting, Lai Jui-lung, Chen Pei-yu, Lin Yueh-chin, and Fan Yun; Deputy Trade Representative Yang Jen-ni of the Office of Trade Negotiations under the Executive Yuan; Vice Foreign Minister Remus Chen Li-kuo; Deputy Economics Minister Chen Chern-chyi.
成立大會於發起人邱志偉委員致詞後，由張裕榮副秘書長代表本院致詞。副秘書長表示，他很榮幸代表院長參與成立大會。他表示，加入「跨太平洋夥伴全面進步協定」(CPTPP)可以強化我國在全球的關鍵戰略與經貿地位，讓台灣更進一步和世界接軌。他復強調，邱委員自上屆起就致力推動我國加入CPTPP，曾率團赴加拿大會晤該國多位跨黨派重量級國會議員，積極透過國會外交爭取CPTPP重要會員國的支持。副秘書長感謝邱委員本屆繼續發起成立「推動台灣加入CPTPP策進會」，為推動台灣與國際經貿發展趨勢接軌盡心盡力，令人深表敬佩。副秘書長強調，聯誼會成立後，如有需要相關行政服務，立法院絕對盡心協助。副秘書長最後祝福此次聯誼會共同成立大會圓滿成功，各位委員及在場貴賓身體健康，萬事如意。
The inauguration commenced under the addresses from Convener Chiu, followed by a remark by Deputy Secretary-General Chang on behalf of the Legislative Yuan. Chang expressed that it was an honor to attend the grand event on behalf of President Daniel K.Y. Han. Joining the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) will strengthen Taiwan’s strategic position and economic status on the world stage, allowing Taiwan to stay in line with trends of development around the globe. Deputy Secretary-General Chang further stressed that Convener Chiu has been devoted to planning Taiwan’s roadmap to CPTPP membership since the 10th Legislature. Chiu once led a delegation to Canada to visit multiple cross-party core parliamentarians, seeking support for CPTPP member states through parliamentary diplomacy. Chang extended his gratitude to Convener Chiu’s ongoing efforts in forming this Committee during the new Legislature, for it is truly admirable for Chiu’s dedication in promoting Taiwan’s meaningful participation in the global economy and trade. Deputy Secretary-General Chang added that should there be any administrative support required following the establishment of the Committee, the Legislative Yuan will spare no effort to assist. Chang concluded by wishing good health and great fortune to the legislators and guests present, as well as a success to the inauguration.

隨後行政院經貿談判辦公室楊珍妮副總談判代表、外交部陳立國常務次長、經濟部陳正祺政務次長等人分別致詞祝賀，全體與會貴賓合影留念。此次成立大會於通過組織章程及推出個別之會長與副會長。各副會長並分別致詞，強調推動我國加入CPTPP之重要性以及過去立法院對此所作的努力。本成立大會歷時約40分鐘後圓滿結束。
Later on, a group photo was taken, followed by the remarks by Deputy Trade Representative Yang, Vice Foreign Minister Chen, and Deputy Economics Minister Chen. The event concluded after 40 minutes, with the organizational charter of the Committee passed and its president and vice presidents elected. Each vice president gave a few words, emphasizing the importance of CPTPP membership to Taiwan as well as the efforts made by the Legislative Yuan over the years.
