周秘書長出席「台灣與中南美洲暨加勒比海各國國會議員友好協會」成立大會(Secretary-General Chou Attends the Inauguration of Taiwan-Central and South American and Caribbean Countries Parliamentary Friendship Alliance) 113.02.26. (國際處045)
本院周萬來秘書長於2月26日上午11時代表韓院長出席邱志偉委員發起之「台灣與中南美洲暨加勒比海各國國會議員友好協會」成立大會。現場出席貴賓尚包括許智傑委員、外交部常務次長陳立國、聖文森及格瑞那丁大使館大使柏安卓、貝里斯大使館大使碧坎蒂、巴拉圭共和國大使館大使費卡洛、聖克里斯多福及尼維斯大使館大使范東亞、瓜地馬拉共和國大使館大使巴迪亞、海地共和國大使館公使維克多漢及聖露西亞大使館二等秘書費若芬等人,共襄盛會。
On February 26, 2024, on behalf of President Daniel K.Y. Han, Secretary-General Chou Chester W.L. of the Legislative Yuan attended at 11 a.m. the inauguration of Taiwan-Central and South American and Caribbean Countries Parliamentary Friendship Alliance, convened by Legislator Chiu Chih-wei. Also in attendance were Legislators Hsu Chih-chieh; Vice Foreign Minister Remus Li-kuo Chen ; H.E. Ambassadors  Andrea Bowman of Saint Vincent and the Grenadines, Candice Pitts of Belize, Carlos Jose Fleitas Rodriguez of Paraguay, Donya Lynex Francis of Saint Christopher and Nevis, and Oscar Adolfo Padilla Lam of Guatemala; Minister Counselor Francilien Victorin of the Embassy of the Republic of Haiti; Second Secretary Rovin Clevel Fevrier of the Embassy of St. Lucia.
成立大會發起人邱志偉委員首先邀請與會貴賓大合影,繼致開場詞表達其對深化我國與中南美洲暨加勒比海各友邦之期許,同時感謝各友邦長期以來在國際場域對台灣的堅定支持與友誼。續由周萬來秘書長致詞,渠表示中南美洲暨加勒比海地區與我國的互動相當緊密,從我國邦交國中,有7個就是位於中南美洲及加勒比海地區,即可窺知。我國與中南美洲暨加勒比海中間雖然隔著寬廣的太平洋,但一直保有長久堅定的情誼,彼此分享著共同的信仰與價值。例如,由拉丁美洲及加勒比海地區國會議員所組成的「福爾摩沙俱樂部」即多次以公開發表聲明或聯合宣言等方式,支持我國參與「世界衛生組織」 (WHO)、「聯合國氣候變化綱要公約」(UNFCCC)及「國際刑警組織」(INTERPOL)等國際組織,該俱樂部的成員都是我國珍貴的盟友。周秘書長感謝邱志偉委員積極促成本友好協會的成立,也感謝三十多委員踴躍聯署加入,相信藉由本院委員所成立的友好協會,將可展現民意的力量,持續累積我國與中南美洲暨加勒比海各國國會議員間的互動與友誼,對鞏固深化雙邊關係做出貢獻。最後,周秘書長預祝今天的成立大會圓滿成功,並祝福各位委員及在場貴賓健康順利。
Convener Chiu commenced the inauguration with a group photo with the distinguished guests present, followed by an opening remark on the expectations for deepening Taiwan’s relations with our diplomatic allies in Central and South America and the Caribbean. Convener Chiu also expressed his gratitude to these countries for their long-term friendship and firm support for Taiwan’s international participation. Later on, Secretary-General Chou touched on the close ties between Caribbean countries and Taiwan. Among the countries with which Taiwan has formal diplomatic relations, 7 are located in Central and South America and the Caribbean. This shows that despite the vast Pacific Ocean that lies between Taiwan and Central and South America and the Caribbean, there have always been a long-term and firm friendship and shared beliefs and values. For instance, the Formosa Club, established by Congress members in Latin America and the Caribbean, has for several times, through public statements and joint declarations, supported Taiwan’s participation in international organizations such as the World Health Organization (WHO), the United Nations Framework Convention on Climate Change (UNFCCC), and International Criminal Police Organization (Interpol). These are all examples of the members of the Formosa Club showing strong support as allies. Secretary-General Chou also extended his gratitude to Convener Chiu for his efforts in forming this Alliance and to over 30 legislators for signing the petition to make the Alliance possible. It is believed that the Alliance can serve as a platform to collect public opinion. With continued exchanges and partnerships between members of Parliament, all parties involved can contribute to the deepening of bilateral relations between Taiwan and its allied countries. In closing, Secretary-General Chou wished good health and great fortune to the legislators and guests present, as well as a success to the inauguration.
隨後由外交部陳立國常務次長、聖文森及格瑞那丁大使館大使柏安卓、貝里斯大使館大使碧坎蒂、巴拉圭共和國大使館大使費卡洛、聖克里斯多福及尼維斯大使館大使范東亞、瓜地馬拉共和國大使館大使巴迪亞、海地共和國大使館公使維克多漢分別致詞祝賀,續通過大會組織章程暨推選會長與副會長,成立大會歷約1小時15分圓滿結束,氣氛友好愉快。
Later on, remarks were given by Vice Foreign Minister Chen, Ambassadors Bowman, Pitts, Rodriguez, Francis, Padilla Lam, and Minister Counselor Victorin. The event concluded in warmth and joy after 1 hour and 15 minutes, with the organizational charter of the Alliance passed and its president and vice presidents elected.
