本院周萬來秘書長於2月26日上午10時代表韓院長出席邱志偉委員發起之「台灣與非洲國會議員友好協會」成立大會。現場出席貴賓包括許智傑委員、林楚茵委員、鍾佳濱委員、外交部常務次長陳立國、史瓦帝尼王國大使館大使蒙西比、索馬利蘭共和國駐台灣代表處代表穆姆德以及南非、奈及利亞駐台機構人員等，共襄盛會。
On February 26, 2024, on behalf of President Daniel K.Y. Han, Secretary-General Chou Chester W.L. of the Legislative Yuan attended at 10 a.m. the inauguration of Taiwan-African Countries Parliamentary Friendship Association, convened by Legislator Chiu Chih-wei. Also in attendance were Legislators Hsu Chih-chieh, Lin Chu-yin, and Chung Chia-pin; Vice Foreign Minister Remus Chen Li-kuo; H.E. Ambassador Promise Sithembiso Msibi of the Kingdom of Eswatini; Chief Representative Mohamed Hagi of the Republic of Somaliland; officials of Liaison Office of South Africa and Nigeria Trade Office in Taiwan.

成立大會由發起人邱志偉委員首先致詞後，繼由周萬來秘書長致詞，渠表示，立法院向來相當重視國際間的合作與交流，他曾於2008年率同仁赴史瓦帝尼(時稱史瓦濟蘭)及南非開普敦考察，雖然台灣與非洲之間相隔千萬里，但當時駐南非開普敦的外交人員仍極力盼望我方立法委員強化和非洲國家的交流。他回顧史瓦帝尼與我國早於1968年即建立外交關係，索馬利蘭也與我互設辦事處至今已達四年。周秘書長相信在本院委員努力打拼國會外交下，台灣與非洲國家間的友誼將持續深化穩固。秘書長繼表示，邱委員自2016年即發起成立「台灣與非洲國會議員友好協會」，本屆仍積極奔走成立，對於邱委員長期致力於鞏固台灣與非洲國家關係，並藉由國會友好協會持續累積國會外交動能，讓更多國家認識並支持台灣，特別表達感謝之意，並表示未來如有需要協助之處，立法院絕對全力支援。他最後祝福在場貴賓平安順心，並預祝友好協會未來運作順暢。
The inauguration commenced with a remark from Convener Chiu, followed by an address by Secretary-General Chou, who pointed out that the Legislative Yuan has always attached great importance to international cooperation and exchanges. He himself led a delegation in 2008 to Eswatini (then known as Swaziland) and Cape Town, South Africa. Although Taiwan and Africa are thousands of miles apart, Taiwanese diplomats based in Cape Town at that time put in great efforts on facilitating exchanges between members of Parliament of Taiwan and those of African countries. Chou referred to the diplomatic relations established between Taiwan and Eswatini as early as in 1968, while Taiwan and Somaliland have also set up representative offices in each other’s territory for four years. Secretary-General Chou pointed out that through the efforts of legislators for building legislative diplomacy, Taiwan’s bilateral relations with African countries will continue to deepen in substantial ways. Chou further stressed that Convener Chiu has been devoted to forming Taiwan-African Countries Parliamentary Friendship Association since 2016 and working nonstop. For this, Chou extended his gratitude to Chiu’s dedication in boosting Taiwan’s ties with African countries, as the driving force for more comprehensive legislative diplomacy can be embodied through this Association, which could make Taiwan more visible on the world stage while receiving more support. Should there be any administrative support required, the Legislative Yuan will spare no effort to assist. In closing, Secretary-General Chou wished good health and great fortune to the legislators and guests present, as well as smooth operation of the Association.

成立大會隨後由外交部陳立國常務次長、史瓦帝尼王國大使館蒙西比大使及索馬利蘭共和國駐台灣代表處穆姆德代表分別致詞祝賀，續通過大會組織章程暨推選會長與副會長，並進行大合影後，歷約50分鐘圓滿結束。
