本院韓國瑜院長於2月26日下午6時20分出席由「日本台灣交流協會」(以下稱日台交流協會)舉行之「天皇華誕慶祝酒會」。現場出席貴賓包括蔡英文總統、賴清德副總統、國安會顧立雄秘書長、外交部吳釗燮部長、「臺灣日本關係協會」蘇嘉全會長及本院王金平前院長、以及各國駐台使節代表等各界貴賓，計逾五百人出席，共襄盛會。
President Daniel K.Y. Han of the Legislative Yuan attended the “2024 Reception for Birthday of His Majesty the Emperor of Japan,” held by the “Taipei Office of Japan-Taiwan Exchange Association” (hereinafter referred to as the “Japan-Taiwan Exchange Association”) at 6:20 PM on February 26. Distinguished guests in attendance included President Tsai Ing-Wen, Vice President Lai Ching-Te, Secretary-General of the National Security Council Wellington Koo, Minister of Foreign Affairs Joseph Wu, Chairman Su Jia-Chyuan of the “Taiwan-Japan Relations Association,” former President of the Legislative Yuan Wang Jin-Pyng, and envoys and representatives of diplomatic missions from various countries stationed in Taiwan, with over five hundred attendees joining the grand event.
酒會於「日台交流協會」片山代表、蔡總統及賴副總統致詞後，再由本院韓院長上台致詞。韓院長表示，感謝片山代表於日前蒞院拜會時當面致邀，很榮幸今天首度以立法院院長身分出席日本天皇陛下華誕慶祝活動，謹代表立法院表達誠摯的賀忱，敬祝日本國運昌隆、國民平安幸福。
Following the speeches by Ambassador Kazuyuki Katayama of the “Japan-Taiwan Exchange Association,” President Tsai, and Vice President Lai, President Han of the Legislative Yuan was also invited to address. President Han first expressed his gratitude to Ambassador Katayama for extending his invitation during a recent visit to the Legislative Yuan and felt honored to attend the birthday celebration of His Majesty the Emperor of Japan for the first time in his capacity as the President of the Legislative Yuan. He conveyed sincere congratulations and wished Japan and its citizens safety, prosperity, and happiness.
韓院長繼表示，日本國民對台灣的好感度高達77%，台灣民眾對日本的好感度亦高達76%，此數據代表台日雙邊友好關係有強大的民意支持，因此不論片山代表或是本院「台日交流聯誼會」皆肩負重任，讓台日關係持續向前推進。韓院長強調，本院「台日交流聯誼會」與日本國會「日華議員懇談會」均為跨黨派之國會友好組織，未來將持續合作推動台日國會交流，深化彼此友誼。
President Han noted that the favorability rating of Japanese citizens towards Taiwan stands at 77%, while Taiwanese people's favorability towards Japan reaches 76%. These figures clearly show the overwhelming public support for the bilateral friendship between Taiwan and Japan, which indicate significant responsibility for Amb. Katayama and the Taiwan-Japan Exchange Association of the Legislative Yuan to further deepening Taiwan-Japan ties. President Han emphasized that both the Taiwan-Japan Exchange Association and the Japan-China Parliamentary Friendship Association in the Japanese Diet are formed across party lines. They will continue to collaborate to promote Taiwan-Japan parliamentary exchanges and deepen friendship.
韓院長續稱，過去幾十年來，日本對台灣的幫助極為巨大。他回顧二十五年前擔任立法委員時，曾有行政機關向其報告我國警消人員地位不對等的問題。當時全球僅泰國及我國是由警務人員管理消防人員，實務上甚或出現警察局長要求消防人員服務巡邏員警之不合理情事。其後他率團赴日本，到東京及北海道等地考察，才瞭解我國公共安全維護水準遠遠落後於日本。故他回國後，即要求行政院成立專責機關消防署，以強化公共安全，維護民眾權益。院長期盼，未來台日雙方在許多領域持續交流合作，並請日本各界人士繼續支持台灣。而台灣是最和善的國家，也會持續以赤誠之心，伸出溫暖的手與日本友人友善互動。最後，院長謹向天皇陛下和全體日本友人致上慶賀之意，並祝福所有出席貴賓平安快樂，今天活動圓滿成功。
President Han added that Japan has been offering tremendous help to Taiwan over the past decades. He recalled that 25 years ago, during his tenure as a legislator, the relevant executive branches had raised concerns about the unequal treatment of our country's police and fire service personnel. He was informed that only Thailand and Taiwan had firefighters managed by police officers, leading to many unreasonable demands from the police commissioners to firefighters. During a study visit to Tokyo and Hokkaido, he came to realize that the public security standards in Taiwan were far behind those in Japan. Upon returning, he immediately urged the Executive Yuan to establish an independent fire agency to strengthen public safety and protect the rights and interests of the people. President Han hopes that Taiwan and Japan will further cooperate in various areas in the future and looks forward to continued support from Japan, while Taiwan would reciprocate with sincerity. Finally, President Han extended congratulations to His Majesty the Emperor and all Japanese friends. He wished all attendees peace and happiness, and the event a great success.

The cocktail party then commenced, with President Han and his fellow legislators, and other distinguished guests engaging in warm interactions and taking photos.
