立法院韓國瑜院長於本（2月27）日中午在本院江啟臣副院長、國民黨葛如鈞委員、民進黨蘇巧慧委員、民眾黨黃珊珊副總召、周萬來秘書長、國際事務處林晨富處長以及外交部傅筱琳副參事等人陪同下，接見並款宴美國「美國傳統基金會」訪團一行。

Lin, and TECRO Political Division Deputy Director Chloe Fu, Legislative Yuan President Daniel K.Y. Han met the Heritage Foundation delegation on the afternoon of February 27. 

        院長首先偕副院長及本院出席委員與訪團全體成員合影，並贈送金門高粱酒予「傳統基金會」羅凱文會長、佛納創辦人及蔻薇副會長，祝訪團台灣之行一切順利，羅凱文會長亦回贈領帶予院長。合影結束後，院長邀訪團一行前往宴客廳進行午宴。

Lin, and TECRO Political Division Deputy Director Chloe Fu, Legislative Yuan President Daniel K.Y. Han met the Heritage Foundation delegation on the afternoon of February 27. 

       午宴開始，院長首先歡迎美國「傳統基金會」羅凱文會長率團蒞臨立法院，渠表示，台灣有句俗語「喊水會結凍」，代表影響力深遠之意，「傳統基金會」在台灣人的心中就像這句話的意義一樣，是美國智庫強而有力的代表。台灣不僅對「傳統基金會」充滿敬意，更對「傳統基金會」長久以來對台灣的堅定支持深表感謝。

       Before the luncheon started, President Han welcomed the Heritage Foundation to the Legislative Yuan. He began his remarks by quoting a Taiwanese saying that “Even water freezes when you call the shots.” to describe the far-reaching impacts of the foundation in the heart of the people of Taiwan. Taiwan respects this powerful U.S. think tank, and is also grateful for its longstanding support to Taiwan. 

        院長續表示，他要特別感謝「傳統基金會」創辦人佛納博士當年參與制定《臺灣關係法》(TRA)，因為TRA讓台灣人民享受超過40年的安定生活，影響極其深遠，他要代表台灣人民向佛納博士的貢獻及付出表達誠摯的感謝，並期待未來台美友誼可以持續穩定深化發展。院長應詢表示，國防外交、深化台美關係及台日關係等三項議題均獲跨越黨派支持，續稱，副院長及本院三黨團代表今天皆共同與會，展現台灣跨黨派對「傳統基金會」的重視，院長祝福羅凱文會長及在座訪賓享受台灣美食、結交台灣朋友、欣賞台灣美景，他相信在這趟旅程中，各位貴賓必將台灣之美烙印在心中。

       President Han continued to state that he wanted to give special thanks to Dr. Feulner, the founder and former president of the Heritage Foundation for participating in formulating Taiwan Relations Act, which has profound impacts to enable the people of Taiwan to enjoy stable way of life over the past four decades. On behalf of the people of Taiwan, he wanted to express his heartfelt appreciation to Dr. Feulner for his contributions. He looked forward to the continued flourishing Taiwan-U.S. relations. In responding to inquiries, President Han stated that national defense, foreign policy and deepening Taiwan-U.S and Taiwan-Japan relations received full support across parties. He continued to point out that the presence of Vice President Chiang along with representatives of the three party caucuses demonstrate Taiwan’s attachment of great importance to the Heritage Foundation. President Han conveyed his best wishes to President Roberts and hoped the delegation enjoy Taiwanese cuisines, beautiful scenery, and make new friends. He believed that the delegation will be impressed and have fond memories of Taiwan.

        羅凱文會長致詞時表示，首先特別感謝韓院長今日忙於主持院會仍撥冗接見並設宴款待，並感謝三黨代表與會出席，雖然這是他首次訪問台灣，但已深深感受到台灣人民的熱情及各種美好。他續指出，「傳統基金會」本次訪台是為了表達該基金會及美國人民對台灣的堅定支持和友誼，他認為台灣跟德州很像，台灣人民非常活潑、熱愛自由，就像德州人一樣。有人說德州是美國閃耀的燈塔，事實上，台灣也是亞洲及全世界閃耀的燈塔。未來「傳統基金會」會賡續力挺台灣，為深化美台雙邊友好關係貢獻心力。

         President Roberts started his remarks by thanking President Han to find time to receive and host a luncheon in honor of the delegation although he was busy in presiding over the yuan sitting. He also thanked the presence of the representatives of the three party caucuses. Although this marked his first visit to Taiwan, he deeply felt the warmth of the people of Taiwan and Taiwan’s beauty. He continued to point out that this visit was to express its strong support and friendship of the foundation and American people to Taiwan. He found that Taiwan is like Texas. Taiwanese people are energetic and love freedom, just like Texans. Some say that Texas is a shining light of the United States. Likewise, Taiwan is also the shining light of Asia and the world. In the future, Heritage Foundation will continue to support Taiwan to make contributions to promoting cordial relations. 

      「傳統基金會」創辦人佛納博士表示，他特別要恭賀韓院長及江副院長榮膺新職，並稱渠非常榮幸有機會拜會立法院，也感謝各黨團委員撥空出席。渠繼謂，台灣人民不僅好客熱情，更在民主國會中充滿活力。本次來訪，希望傳達美國對台灣的跨黨派支持，他相信，今年年底不論誰當選美國總統，美國行政部門及國會都會持續支持民主台灣。韓院長及江副院長復表感謝。

        Dr. Feulner stated that he wanted to especially congratulated President Han and Vice President Chiang. He was honored to have the opportunity to visit the Legislative Yuan. He thanked the presence of legislators to welcome them. He continued to state that the people of Taiwan are not only very hospitable but also very energetic in the democratic congress. This visit wanted to convey U.S. bipartisan support to Taiwan. He believed that no matter who will be in the White House after November election, the U.S. administration and congress will continue to support democratic Taiwan. President Han and Vice President Chiang expressed their gratitude to Dr. Feulner for his congratulations and support.

          席間，本院三黨團代表分別致詞，民進黨蘇巧慧委員表示，非常榮幸能與韓院長及江副院長一起接待「傳統基金會」訪團，除國防外交議題外，期盼台美兩國在經濟及印太地區和平穩定等議題上，亦能深化合作。民眾黨黃珊珊副總召則感謝「傳統基金會」長期以來對台灣的支持，並希望美國持續協助台灣拓展國際空間，參與相關國際組織。國民黨葛如鈞委員表示，國民黨與「傳統基金會」一樣，皆重視傳統價值，也重視創新發展，希望未來台美兩國在生成式AI等創新科技領域上有更多合作發展。江副院長除就訪團成員提詢問題一一作復外，並表示上年曾兩度訪美並拜訪「傳統基金會」進行深度交流，收穫頗豐。渠強調，本院跨黨派支持台美友好關係持續發展，期盼「傳統基金會」續發揮影響力，協助台美關係更上層樓。羅凱文會長及佛納博士等感謝院長、副院長及出席委員坦誠交流與分享見解，並盼未來得機邀請院長及副院長率團赴美訪問。

         During the luncheon, representative of the three party caucuses delivered remarks. DDP Legislator Su Chiao-hui expressed her privilege to be able to welcome the Heritage Foundation delegation. In addition to issues related with national defense and foreign affairs, she hoped to deepen cooperation on economic issues and peace and stability in the Indo-Pacific region. TPP Deputy Party Whip Huang Shan-shan showed her thanks to the foundation for its longstanding support to Taiwan. She hoped the U.S. will continue to assist Taiwan in expanding international space to participate in international organizations. KMT Legislator Ko Ju-chun stated that both KMT and Heritage Foundation attach great importance to traditional values, but also innovation. He hoped to have more cooperation with the U.S in ChatGPT and other innovation high-tech areas. After Vice President Chiang responded to questions raised by the delegation members, he stated that he visited the foundation twice last year for in-depth exchanges with fruitful results. He emphasized that the Legislative Yuan gives full support to developing cordial relations with the United States. He hoped the foundation to exert its influence to further develop Taiwan-U.S. relations. President Roberts and Dr. Feulner thanked President Han, Vice President Chiang and legislators for their presence and for candid exchange of views and valuable insights. They looked forward to the visit of President Han and Vice President Chiang to the U.S in the near future. 

        賓客雙方於席間另就美台關係、國防支出及軍售、兩岸現況、政黨合作、以及與理念相近國家拓展國會外交等議題充分交流討論，氣氛友好熱絡，最後，韓院長邀請在座貴賓一起舉杯祝賀台美灣持續鞏固深化。會晤及午宴歷約1小時30分，在溫馨歡樂的氣氛下畫下圓滿句點。
        Both sides had full exchanges and discussion on issues related with U.S.-Taiwan relations, national defense expenditures, arms sales, current cross-Strait relations, expanding parliamentary diplomacy with like-minded countries. At the end of the meeting, President Han invited all distinguished guests to propose a toast to consolidating and deepening Taiwan-U.S. relations. The meeting and luncheon concluded after 90 minutes in an amicable atmosphere.
