Han, Deputy Secretary-General Chang Yu-jung of the Legislative Yuan attended at 10:30 a.m. the inauguration of Republic of China (Taiwan)-Spain Parliamentary Amity Association, convened by Legislator Lu Yu-ling, and Republic of China (Taiwan)-Asia-Pacific Inter-Parliamentary Amity Association by Legislator Cheng Cheng-chien. Also in attendance were Vice President Dr. Johnny C. 成立大會發起人呂玉玲與鄭正鈐委員首先致開場詞並與貴賓合影後，續由張裕榮副秘書長致詞。渠表示，中華民國與西班牙擁有近400年的歷史淵源，雙邊情誼深厚，近年來，兩國經貿關係不斷增長，2022年雙邊貿易總值達到近27億美元，較前一年成長8.24%。我國與西班牙雖無正式外交關係，但同享自由、民主及人權等普世價值，透過經濟、貿易、觀光、文化以及學術等多個領域的交流與合作，使台西兩國雙邊實質友好關係得以持續發展與深化。張副秘書長繼稱，我國位於亞太地區極為重要的戰略位置，因此維持台海和平穩定是全世界共同的期盼，也符合相關國家的共同利益。我國加入「亞太經濟合作」（Asia-Pacific Economic Cooperation, APEC）已逾30年，透過這個亞太地區重要的經濟合作平台，我國與許多無邦交的會員國建立密切的交流互動，無形中拓展了我國多邊外交的範疇，同時向亞太各國展示我國堅實的經貿實力。期盼未來透過本院「中華民國（臺灣）與亞太地區國家國會友好聯誼會」，提供另一個管道與亞太各國分享我國的發展經驗及共覓更多互惠的合作機會。
Conveners Lu and Cheng commenced the inauguration with an opening remark and a group photo with the distinguished guests present, followed by an address by Deputy Secretary-General Chang. Chang pointed out that Taiwan and Spain both enjoy a history of nearly 400 years and a profound bilateral relation. In recent years, the economic and trade relations between the two nations have only continued to grow, with the value totaling US$2.7 billion in 2022, an increase of 8.24% over the previous year. Although Taiwan and Spain do not have formal diplomatic relations, we share universal values including freedom, democracy, and human rights. Through exchanges and collaborations in economy, businesses, tourism, culture, and academics, the relations between the two countries will continue to deepen in substantial ways. Deputy Secretary-General Chang stressed that as Taiwan sits in an essential strategic location in the Asia-Pacific region, maintaining peace and stability across the Taiwan Strait is the common aspiration of the world and is also in line with the common interest of countries involved as stakeholders. Taiwan has been a member economy of the Asia-Pacific Economic Cooperation (APEC) for over 30 years; through this platform for economic cooperation in the Asia-Pacific region. Despite the lack of formal diplomatic relations, Taiwan has established close ties and exchanges with many member economies. These achievements have gradually expanded the scope of Taiwan’s multilateral diplomacy and, at the same time, demonstrated our economic strength to countries in Asia-Pacific. It is hoped that in the future, Republic of China (Taiwan)-Asia-Pacific Inter-Parliamentary Amity Association can serve as a platform for Taiwan to exchange experiences in development with countries in the region to seek mutual benefits.
張副秘書長續稱，立法院是台灣民意的最高殿堂，由立法委員共同組成的國會聯誼會，象徵著國人對外交事務的重視與認同，渠特別感謝呂玉玲委員及鄭正鈐委員積極促成「中華民國（台灣）與西班牙國會議員友好協會」及「中華民國（臺灣）與亞太地區國家國會友好聯誼會」的成立，並感謝在場委員藉由國會外交的力量，促進我國與西班牙及亞太各國家的實質交流與合作，更進一步推廣各項文化與學術交流，及拓展觀光旅遊，以創造互利共贏的榮景。最後，張副秘書長祝今天的成立大會圓滿成功，各位委員及在場貴賓健康順利。
Deputy Secretary-General Chang continued to point out that the Legislative Yuan is the highest authority in Taiwan for expressing public opinion. Parliamentary friendship associations convened and supported by legislators show that our people put great emphasis on foreign affairs. Chang extended his gratitude to Conveners Lu and Cheng for their efforts in forming the two Associations; the appreciation also went to the legislators present for promoting substantive exchanges and collaborations with Spain and Asia-Pacific countries through legislative diplomacy. These could facilitate various cultural and academic exchanges as well as boosting tourism, which leads to a win-win situation. In closing, Deputy Secretary-General Chang wished good health and great fortune to the legislators and guests present, as well as a success to the inauguration.

Later on, remarks were given by Vice President Chiang, Deputy Foreign Minister Tien, Director General Euba, and Deputy Resident Representative Visperas. The event concluded in warmth and joy after 1 hour, with the organizational charter of the two Associations and their president and vice presidents elected.
