On March 1, 2024, Deputy Secretary-General Chang Yu-jung of the Legislative Yuan attended at 11:00 a.m. the inauguration of four parliamentary amity associations and alliances; these bodies include East Asia Parliamentary Association and Taiwan Parliamentary Semiconductor Strategic Alliance, convened by Legislator Kuo Kuo-wen; Taiwan and Trans-Pacific Clean Energy Parliamentary Alliance and Taiwan-Palau Congressional Association by Legislator Chung Chia-pin. Also in attendance were Legislators Wu Szu-yao, Wang Mei-hui, Chen Kuan-ting, Lee Kuen-cheng, Puma Shen, Huang Shiou-fang, Ngalim Tiunn, Loh Mei-ling, Chen Yu-jen, Kuo Yu-ching, and Hsu Chih-chieh; Deputy Foreign Minister Tien Chung-kwang; H.E. Ambassador David Adams Orrukem of the Republic of Palau; Director General Dr. Jörg Wolftram Polster of German Institute Taipei; Director Venus Chen of Trade and Invest British Columbia Taiwan Office; General Affairs Director Kakizawa Michi of Japan-Taiwan Exchange Association (Taipei Office); Secretary General Weng Su-chen of Energy Administration, under the Ministry of Economic Affairs (MOEA).
成立大會發起人郭國文及鍾佳濱委員首先邀請與會貴賓大合影後,繼由張裕榮副秘書長代表本院致詞。副秘書長表示,我國身為全球半導體產業製造的領頭羊,產值占全球總規模超過20%,今年將達到新台幣5兆元,從設計、製造、設備及材料等均有完整的產業鏈布局,在全球半導體產業鏈中扮演著至關重要的角色。隨著各國逐漸意識到半導體深具戰略重要性,透過「台灣半導體戰略國會議員聯盟」的成立,將可強化與主要供應國之合作,持續擴大我國半導體產業版圖。
The inauguration commenced with the addresses from Conveners Kuo Kuo-wen and Chung Chia-pin and a group photo, followed by a remark by Deputy Secretary-General Chang on behalf of the Legislative Yuan. Chang stated that Taiwan, as the leader in global semiconductor manufacturing, creates output value accounting for over 20% of the total around the world, and the number will be reaching NT$5 trillion in 2024. There is a complete industrial chain layout including design, manufacturing, and the equipment and materials in place, making Taiwan indispensable in the global semiconductor supply chain. As countries come to realize the strategic importance of semiconductors, the establishment of Taiwan Parliamentary Semiconductor Strategic Alliance will strengthen collaboration with major supplier countries and continue to expand the scale of Taiwan’s semiconductor industry.
副秘書長續稱,「氣候變遷」及「永續發展」是世界各國都高度重視的議題,台灣以領先全球的高科技和晶片製程等產業而聞名,搭配新能源發展,打造綠色供應鏈,響應永續生活。我國對於前瞻性再生能源的開發與推動勢在必行,盼與亞太各國加強合作,共創一個能源安全及永續發展的未來。副秘書長繼表示,我國位在亞洲重要的戰略位置,區域和平穩定是全世界共同的期盼,也符合相關國家的共同利益。我國與亞東地區國家雖無正式的外交關係,但實質關係密切,過去的30年間,透過「亞太經濟合作」等合作平台與他國密切交流,無形中拓展了我國多邊外交的範疇,同時向亞東各國展示我國堅實的經貿實力。
Deputy Secretary-General Chang continued to point out that climate change and sustainable development are key issues that every country is now attaching great importance to. As Taiwan is known for its world-leading high-tech and chip manufacturing industries, the development of new energy can be part of the strategy to build a green supply chain, echoing the vision of sustainable living. It is imperative for Taiwan to invest in renewable energy projects with a forward-looking mindset, so that Taiwan can strengthen its collaboration with other Asia Pacific countries to create a sustainable future with energy security. Chang stressed that Taiwan sits in an essential strategic location in Asia, so maintaining regional stability is the common aspiration of the world and is also in line with the common interest of countries involved as stakeholders. Taiwan has established close ties with many countries in East Asia, despite the lack of formal diplomatic relations. Over the past 30 years, with the Asia-Pacific Economic Cooperation (APEC) as a platform for exchanges with many countries, the scope of Taiwan’s multilateral diplomacy has gradually expanded, demonstrating our economic strength and trade to countries in the East Asia region.
副秘書長續指出,帛琉共和國自1999年與我國建立正式外交關係以來,雙方長期在農漁業、醫療衛生、觀光發展、體育交流、教育培訓、藝術文化、海洋保育及海事安全等領域保持緊密合作。帛琉政府多次在國際場域力挺中華民國,支持我國參與相關國際組織。展望未來,透過本院「台灣與帛琉國會聯誼會」的平台,將有助台、帛兩國持續深化邦誼,共榮發展。副秘書長最後祝福聯誼會未來運作順暢,各位委員及在場貴賓身體健康,萬事如意。
As for the Republic of Palau, it established formal diplomatic relations with Taiwan in 1999; since then, the two countries have long maintained close ties in an array of fields including agriculture and fishery, medical and health, tourism, sports exchanges, education and training, art and culture, marine conservation, and maritime safety. The government of Palau has repeatedly supported the Republic of China (Taiwan) in international occasions and rooted for Taiwan’s meaningful participation in international organizations. For future prospects, Taiwan-Palau Congressional Association can serve as a platform for Taiwan and Palau to continue to deepen our partnership and to bring mutual prosperity. In closing, Deputy Secretary-General Chang wished good health and great fortune to the legislators and distinguished guests present, as well as smooth operation of the Associations and the Alliances.
