On the morning of March 4, President Han of the Legislative Yuan, accompanied by Deputy President Dr. Johnny C. Chiang, KMT Legislator Chen Yeong-Kang, DPP Legislator Fan Yun, TPP Deputy Convener/Legislator Huang Shan-Shan, Secretary-General Chester Chou, International Affairs Department Director Kevin C.F. Lin, Deputy Minister of Foreign Affairs Hsieh Wu-Chiao, European Affairs Department Director-General Eric Huang, met with the delegation of the "Estonia-Taiwan Parliamentary Friendship Group."
院長致詞時首先歡迎「愛沙尼亞國會友台小組訪問團」來到台灣,並介紹今日出席之與會貴賓,院長續表示台灣為「微笑之島」,並邀請各位賓客給現場媒體朋友一個大大的微笑。院長接著感謝斐克多(Kristo Enn Vaga)主席多次以個別致函方式支持我國參與聯合國體系,包含有「世界衛生組織」(WHO)、「聯合國氣候變化綱要公約」(UNFCCC)、「國際刑警組織」(INTERPOL),去(112)年更特別致函「聯合國氣候變化綱要公約」邀請台灣以觀察員身分參與。此外,台、愛兩國共享自由民主等普世價值,他也特別感謝愛沙尼亞在新冠肺炎期間對台灣在醫療物資上的援助。
In his opening remarks, President Han welcomed the "Estonia-Taiwan Parliamentary Friendship Group" to Taiwan and introduced the distinguished attendees to the delegation. He referred to Taiwan as the "Island of Smiles" and then invited the guests to share a big smile for the press. During the closed-door meeting, he first expressed gratitude to Chairman Kristo Enn Vaga for his continued support of Taiwan's participation in specialized agencies of the United Nations, including the World Health Organization (WHO), the United Nations Framework Convention on Climate Change (UNFCCC), and the International Criminal Police Organization (INTERPOL). President Han particularly mentioned Chairman Vaga’s letter to the UNFCCC advocating for Taiwan's participation as an observer in its annual assembly last year. While emphasizing the shared universal values of freedom and democracy between Taiwan and Estonia, President Han thanked Estonia for its medical assistance to Taiwan during the COVID-19 pandemic.

President Han then praised that although Estonia has a population of only 1.3 million, it is a digital powerhouse. He emphasized that Estonia's digital public services serve as a role model for Taiwan and countries worldwide. He expressed hope for deeper exchanges and cooperation between Taiwan and Estonia in various fields, such as trade, culture, and digital development. He concluded by stating that good friends should visit each other more often, extending his sincere welcome to the delegation once again.

Chairman Vaga began his remarks by expressing gratitude to President Han for taking time out of busy schedule to meet the delegation during session and for the warm reception. Upon their arrival in Taiwan, the delegation immediately felt the warmth of the Taiwanese people, renowned for their smiles, something that Estonia, located in the far North, could learn from. He stated that the Estonian Parliament consists of six different political parties, and the delegation is composed of eight prominent parliamentarians from five different parties and committees, illustrating the diversity and importance of the visiting group.
斐克多主席繼稱,渠等均密切關注台灣情勢及蓬勃之民主發展,除恭賀台灣於本年元月完成總統及國會大選,並祝賀韓院長順利當選。目前歐洲各國皆尋求與台灣建構更緊密的關係,此亦為愛沙尼亞的外交新方向。渠另強調,台灣雖面臨專政強鄰虎視眈眈及各種恫嚇、威脅,仍在疫情期間亦給予愛國諸多醫藥援助,以及台灣人民與政府對烏克蘭提供的各項人道援助,該等舉措均愛沙尼亞具有啟發作用。
Chairman Vaga went on to say that they closely monitor Taiwan's situation and its flourishing democratic development. He congratulated Taiwan on successfully holding presidential and parliamentary elections earlier this year, and extended his congratulations to President Han on his election victory. He noted that European countries are seeking closer relations with Taiwan, which is in line with Estonia's new direction in foreign policies. Chairman Vaga commended Taiwan's medical assistance to Estonia during the pandemic and its humanitarian aid to Ukraine, both of which serve as inspiration for Estonia.
斐克多主席進一步指出,自烏俄戰爭來歐洲各國皆相當憂心威權主義正在蔓延,而台愛兩國雖位處遙遠,但彼此共享民主價值,面對此趨勢,全球民主國家更應凝聚力量,彼此合作守護民主價值。渠最後則盼台愛兩國持續更緊密之合作及交流,並邀請韓院長、江副院長及本院委員擇期訪問愛沙尼亞,以續增進雙邊友誼。
Chairman Vaga further pointed out that since the Russia-Ukraine war, European countries have been deeply concerned about the spread of authoritarianism. Although Taiwan and Estonia are geographically distant, they share and cherish democratic values. Faced with this trend, democracies across the globe should further unite and collaborate to safeguard democratic values. He concluded by expressing his hope for continued, closer cooperation and exchanges between Taiwan and Estonia. He also extended an invitation to Presient Han, Vice President Chiang, and other legislators to visit Estonia at their convenience to further enhance bilateral friendship.
院長接續邀請與會所有貴賓合影留念並致贈紀念品後,即移駕宴會廳午宴訪團並進行深入交流與對談。席間賓客雙方就台愛關係、全民防衛、軍事能力、選舉策略、高齡化及少子化、城市數位發展、本屆新會期黨團互動President Han then invited all distinguished guests for group photos and exchanged souvenir, followed by a luncheon, where all participants engaged in in-depth discussions on various topics including Taiwan-Estonia relations, national defense, military capability, election strategies, aging population and low birth rates, urban digital development, and interactions among party caucuses in the new legislative session. The visit and luncheon, lasting about two hours, concluded in a warm and joyful vibe.
