本院張裕榮副秘書長於本（3月5）日上午11時出席由楊瓊櫻委員發起之「中華民國（台灣）與新加坡國會議員友好協會」成立大會。包括江啟臣副院長、鄭正鈐委員、萬美玲委員、呂玉玲委員、陳永康委員、黃健豪委員、葛如鈞委員、許宇甄委員、洪孟楷委員、陳菁徽委員、羅廷瑋委員、王鴻薇委員、林德福委員、外交部謝武樵政務次長、新加坡駐台北商務辦事處葉偉傑代表均出席共襄盛會。
On March 5, 2024, Deputy Secretary-General Chang Yu-jung of the Legislative Yuan attended at 11:00 a.m. the inauguration of R.O.C. (Taiwan)-Singapore Parliamentary Amity Association, convened by Legislator Yang Chiung-ying. Also in attendance were Vice President Dr. Johnny C. Chiang; Legislators Cheng Cheng-chien, Wan Mei-ling, Lu Yu-ling, Chen Yeong-kang, Huang Chien-hao, Ko Ju-chun, Hsu Yu-chen, Hung Mong-kai, Chen Ching-hui, Lo Ting-wei, Wang Hung-wei, and Lin Te-fu; Deputy Foreign Minister Kelly Hsieh Wu-chiao; Trade Representative Yip Wei Kiat of the Singapore Trade Office in Taipei.
成立大會發起人楊瓊瓔委員首先致開場詞，繼由江啟臣副院長致詞後，張裕榮副秘書續代表本院致詞。渠表示台、星兩國在種族、語言、信仰、文化等均有極深的淵源，新加坡自1965年獨立後，在各方面均有驚人表現，包括高科技產業、金融服務業、基礎工業，甚至觀光、教育等都是東南亞冠軍，值得中華民國借鏡。同時，新加坡是我國第6大貿易夥伴及第5大出口國，2023年雙邊貿易額已超過392億美元，顯見台、星雙邊關係的特殊性和重要性。他代表院長感謝楊瓊櫻委員積極促成「中華民國（台灣）與新加坡國會議員友好協會」成立，為台星雙邊搭起國會外交橋樑，讓中華民國和新加坡的交流更加密切。他最後祝福在場貴賓身體健康，大會運作順利。
The inauguration commenced with the addresses from Convener Yang Chiung-ying and Vice President Chiang, followed by a remark by Deputy Secretary-General Chang on behalf of the Legislative Yuan. Chang stated that Taiwan and Singapore share deep roots in ethnic groups, languages, religious beliefs, and culture. Since it became an independent and sovereign state in 1965, Singapore has achieved remarkably in an array of fields, including high-tech industries, financial services, and basic industries, along with tourism and education with leading outcomes among Southeast Asian countries, from which Taiwan can learn. Meanwhile, Singapore is Taiwan’s sixth largest trading partner and fifth largest export partner, with the trade value totaling US$39.2 billion in 2023, which shows the importance of the bilateral relationship between the two countries. Deputy Secretary-General Chang also extended his gratitude on behalf of President Daniel K.Y. Han to Convener Yang for her efforts in forming this Association, which could serve as a platform for legislative diplomacy between Taiwan and Singapore and incite more exchanges in the future. In closing, Deputy Secretary-General Chang wished good health and great fortune to the legislators and distinguished guests present, as well as a success of the inauguration.
成立大會續由外交部謝武樵政務次長、新加坡駐台北商務辦事處葉偉傑代表等人分別致詞祝賀，續通過組織章程暨推選會長與副會長，並進行大合照後，歷時約1小時圓滿結束。
Later on, remarks were given by Deputy Foreign Minister Hsieh and Singapore Trade Representative Yip. The event concluded with a group photo after one hour, with the organizational charter of the Association passed and its president and vice presidents elected.
