本院高明秋顧問於本（3月8）日上午9時出席徐巧芯委員發起之「中華民國國際青年參政聯誼會」成立大會。現場出席貴賓尚包括牛煦庭委員、廖偉翔委員、羅廷瑋委員、葛如鈞委員、張智倫委員、黃建賓委員、鄭正鈐委員，以及美國德州山姆休士頓州立大學教授翁履中等，共襄盛會。
On March 8, 2024, Consultant Kao Ming-chiu of the Legislative Yuan attended at 9 a.m. the inauguration ceremony of R.O.C. (Taiwan) Legislative Yuan Youth Parliamentary Diplomacy Caucus, convened by Legislator Hsu Chiao-hsin. Also in attendance were Legislators Niu Hsu-ting, Liao Wei-hsiang, Lo Ting-wei, Ko Ju-chun, Chang Chih-lun, Huang Chien-pin, and Cheng Cheng-chien; Professor Dennis Weng Lu-chung from Sam Houston State University in Texas, the U.S.
成立大會於發起人徐委員致詞後，由高顧問代表本院致詞。顧問首先表示，他很榮幸代表院長參與成立大會，青年參政確實是民主國家的重要課題。我國青年參政的相對比例高，過去兩次總統大選中，我國39歲以下的青年選民，投票率平均都達6至7成，惟以我國人口比例來看，我國青年擔任政治職務之比例較低。本（第11）屆立委的平均年齡為52.83歲，其中40歲以下的委員計有12位，青年比例達到10.6%。若以人口結構來看，我國40歲以下委員與40歲以上委員的比例應保持3：7；特別是若將40歲以上的委員年齡上限設在65歲，則40歲以下委員與40歲以上委員的比例就應該保持在4：6。
The inauguration commenced under the address from Convener Hsu, before a remark by Consultant Kao on behalf of the Legislative Yuan. Kao expressed that it was an honor to attend the grand event on behalf of President Daniel K.Y. Han. Youth participation in formal political processes is indeed a key topic in a democratic country. There is a relatively high percentage of youth participating in politics in Taiwan. Judging from the previous two presidential elections, the average voting rate of voters under the age of 39 in Taiwan fell between 60% to 70%. That being the case, based on Taiwan’s total population, the proportion of young people in political decision-making positions is still relatively low. The average age of the legislators in the new (11th) Legislature is 52.83 years old, 12 of which are under the age of 40, accounting for 10.6% of the Legislature. According to Taiwan’s demographic structure, the ratio of members under 40 years old to those over 40 should remain 3:7; should the upper age limit of members over 40 years old be set at 65, the ratio should be held at 4:6.
高顧問續謂，青年參政之所以重要，係因當前資訊流動快速，社會結構高度變遷。不同於以往，選舉過程中政黨只要關注組織動員及選區經營，就能獲得選民支持。反觀現在的選舉型態已不僅限於傳統的「陸戰」模式，已經進入了一個新的時代，一個「空戰」的時代，一個短影音主導的時代。因此，促進政治年輕化以妥適反映社會結構變遷是本院「中華民國國際青年參政聯誼會」成立之最大目的。未來如有需要配合的行政事務，本院國際事務處絕對盡力協助。最後，他祝福聯誼會未來運作順利，並促進更多的青年參與政治。
Consultant Kao continued to point out that the need for youth participation comes from the rapid flow of information and the fast-changing social structure. In the past, in order to win an election, political parties could have the support of voters as long as they focused on mobilizing their supporters and managing campaigns in their own districts. Today, election campaigns are no longer limited to working on different regions on the map in the conventional way, but are also about making an influence in the air with information going viral through media such as short videos. For this reason, promoting youth participation to adjust to changes in social structure has been the purpose of the launching the R.O.C. (Taiwan) Legislative Yuan Youth Parliamentary Diplomacy Caucus. Should there be any administrative support required, the Department of International Affairs under the Legislative Yuan will spare no effort to assist. In closing, Consultant Kao wished for smooth operation of the Caucus, so that youth participation can be encouraged even more in the future.
成立大會續通過組織章程暨推選會長與副會長，並進行大合照後，歷時約35分鐘圓滿結束。
The event concluded after 35 minutes with a group photo and the passing of the organizational charter of the Caucus and the election of its president and vice presidents.
