江啟臣：發揮國會外交量能  持續爭取各國對台灣的支持及深化彼此友誼
Vice President Dr. Johnny C. Chiang: Parliamentary diplomacy is a way to obtain international support for Taiwan

立法院副院長江啟臣於本（3月10）日上午8時代表韓院長率團赴日本東京參加「亞洲太平洋國會議員聯合會」(APPU)第52屆大會暨第86屆理事會，預計14日返台。隨團團員包含中國國民黨籍立委柯志恩、呂玉玲、張智倫、游顥、葛如鈞、廖偉翔、民主進步黨籍立委莊瑞雄、何欣純、王定宇、蘇巧慧、洪申翰、李柏毅以及民眾黨籍立委林憶君等13 位跨黨派委員。
On March 10, 2024, Vice President Dr. Johnny C. Chiang of the Legislative Yuan led at 8:00 a.m. a delegation to Japan for the 86th Council Meeting and 52nd General Assembly of the Asian-Pacific Parliamentarians’ Union (APPU) to be held in Tokyo, and the delegation returned on the 14th of March. The cross-party delegation included KMT Legislators Ko Chih-en, Lu Yu-ling, Chang Chih-lun, Yu Hao, Ko Ju-chun, Liao Wei-hsiang as well as DPP Legislators Chuang Jui-hsiung, Ho Hsin-chun, Wang Ting-yu, Su Chiao-hui, Hung Sun-han, Lee Po-yi, and TPP Legislator Lin Yi-chun.

江副院長受訪時首先表示，這次也是立法院本（第十一）屆成立以來，新國會第一次出國參加國際會議，進行國會外交的處女秀，朝野都相當重視，我國代表團由14位的跨黨派委員組成。
When interviewed, Vice President Chiang pointed out that this trip marked the first overseas visit by Taiwanese legislature delegation since the new (11th) Legislature was sworn in. Members of the ruling and opposition parties have all been looking forward to the 14-member cross-party delegation making its debut in parliamentary diplomacy.

江副院長接著表示，APPU是一個歷史悠久的組織，創立於1965年，此次是召開第52屆大會，這也是2020年新冠疫情以來，APPU首次恢復實體舉行，這段期間都是透過視訊開會。而我國最近一次舉辦的年會是2019年的第49屆年會暨第83屆理事會。每一屆的年會，朝野都相當地重視，立法院跨黨派委員都非常積極地參與，與各國國會議員加強交流。
Vice President Chiang continued to state that APPU is an organization with a long history that dates back to 1965. The 52nd General Assembly this year was also the first physical meeting resumed since the COVID-19 pandemic in 2020, during which all sessions had been held online. The last APPU assembly held by Taiwan was the 49th General Assembly and 83rd Council Meeting in 2019. Taiwan’s ruling and opposition parties have always attached great importance to the APPU event each year, and legislators, regardless of their political affiliation, have been attending the events proactively to meet and exchange ideas with members of Parliament from various countries.

副院長指出，此次APPU年會的主題是「氣候變遷-大規模災害之防、減災」（Climate Change－Prevention and Mitigation for Large-scale Disasters），這議題是台灣的專業且我們非常有經驗，大家更期待藉此機會和亞太區域各國國會議員互動交流，以提升台灣的能見度及建立友誼。
Vice President Chiang mentioned that the theme of the APPU meeting this year is Climate Change- Prevention and Mitigation for Large-scale Disasters. Taiwan has been experienced in dealing with issues on this topic, which created a dialogue between our delegation and the participating members from other Asia-Pacific countries; this granted Taiwan’s international engagement and deepened partnerships at the event.

副院長接著說明，這次除了參加為期三天的APPU理事會及年會外，期間也將與多位日本執政黨及在野黨重要人士會晤；同時，也將與日本自民黨青年局幹部會面，並相繼與各國代表團成員交流，就共同關切的議題交換意見，其中包括經貿、文化及安全等議題深厚雙邊的情誼。
Chiang added that in addition to participating in the three-day APPU Council and the Assembly meetings, the delegation also visited multiple core members from both the Japanese ruling party and opposition parties. Meanwhile, the delegation also met with leaders from Japan’s Liberal Democratic Party Youth Division. As for meetings with delegations from other countries at the APPU event, there were discussions that strengthened the ties among countries and also exchange of ideas on several topics of common interest including economy, trade, culture, and security.
