江副院長率代表團赴日本第三天，於今（3月12）日上午9時30分出席「亞洲太平洋國會議員聯合會」（APPU）第52屆年會，除我國與主辦國日本，尚包含帛琉、泰國、吉里巴斯、馬紹爾群島、諾魯、菲律賓、關島、巴布亞紐幾內亞及馬來西亞等共11個國家派代表團共同與會。大會首先由第51屆年會主席致開會宣言，隨後以鼓掌方式通過推選日本眾議員山口俊一為本屆會議主席。山口主席首先宣布APPU明（2025）年及後年（2026）年會將分別由台灣及巴布亞紐幾內亞主辦。
On the third day of their visit to Japan, Taiwan’s legislative delegation led by Vice President Dr. Johnny C. Chiang of the Legislative Yuan attended the 52nd General Assembly of the Asian-Pacific Parliamentarians' Union (APPU) at 9:30 am on March 12, 2024. The meeting was attended by representatives from 11 nations, including the Republic of Palau, Thailand, the Republic of Kiribati, the Republic of Marshall Islands, the Republic of Nauru, the Philippines, Guam, Papua New Guinea, and Malaysia, in addition to Taiwan and the host country Japan. The meeting commenced with an opening declaration by the Chairperson of the 51st General Assembly, followed by a unanimous agreement with a round of applause to elect Japanese Representative Shunichi Yamaguchi as the Chairperson this year. Chair Yamaguchi started by announcing that Taiwan would host the APPU 2025, with Papua New Guinea hosting in 2026.
大會接著在山口主席歡迎各國代表、觀看日本首相岸田文雄致詞影片、全體會員國大合影後，續由江副院長代表一一介紹立法院代表團所有14位委員，並在各代表團成員自我介紹後，隨即就各國所提決議草案進行討論。
Chair Yamaguchi continued to welcome representatives from the attending countries, followed by a video of the speech by Japanese Prime Minister Fumio Kishida and a group photo of delegations from all member states. The meeting continued with Vice-President Chiang from Taiwan’s legislative delegation introducing all 14 members of the group, with each making a short remark, before the meeting moved on to the discussion of the agreement drafts proposed by all participating countries.
決議草案討論時，江副院長、王定宇委員、洪申翰委員及柯志恩委員分別就我決議草案第三案「籲請APPU會員國支持我國參加『聯合國氣候變化綱要公約』(UNFCCC)」訴求一案，發言爭取各國與會代表團予我支持。王定宇委員率先表示，氣候變遷的衝擊不分國界，氣候議題無關政治，盼國際社會不要排除台灣。洪申翰委員則強調，台灣當前應用高科技監測技術已經協助許多太平洋國家面對氣候調適工作，且卓有成效、有目共睹。柯志恩委員接著表示，克服氣候變遷刻不容緩，每個國家應彼此協助、相互扶持，台灣有意願也有能力在氣候變遷議題上對國際社會做出具體貢獻，籲請所有APPU會員國支持台灣參與「聯合國氣候變化綱要公約」（UNFCCC)。
During the meeting, Vice-President Chiang, along with Legislators Wang Ting-yu, Hung Sun-han, and Ko Chih-en, spoke in favor of the APPU support regarding our third agreement draft proposed- “Calling APPU member states to support Taiwan’s participation in the United Nations Framework Convention on Climate Change (UNFCCC).” Legislator Wang stated that the impact of climate change is borderless and that climate issues are apolitical, expressing hope that Taiwan shall not be excluded from the international community. Legislator Hung stressed that Taiwan’s high-tech monitoring technology has assisted many Pacific countries in climate adjustment, and the results have been significant. Legislator Ko added that it is urgent to overcome climate change, and every country should assist and support each other. Taiwan has the willingness and ability to make tangible contributions to the international community when it comes to climate change, and Ko called on all APPU member countries to support Taiwan’s participation in the UNFCCC.
大會此次共討論9項決議草案，除第1項原由北馬利安納群島所提草案被撤除外，其餘8項草案經各國與會代表國表達意見及討論後，經全體出席代表以鼓掌方式，包裹式無異議通過。我國所提之3項決議草案，包括促請各國支持台灣參與UNFCCC乙案，均獲順利通過，本日上午APPU第52屆年會第一部分議程順利完成，會後江副院長偕我代表團委員特別向日本及各國代表團成員表示誠摯感謝，氣氛友好愉快。
During the meeting, nine agreement drafts were discussed. Except for the first draft proposed by the Northern Mariana Islands, which was withdrawn, the remaining eight drafts were unanimously passed by the attending nations with a round of applause after discussion among the representatives present. Taiwan’s three drafts, including the one urging support for our participation in the UNFCCC, were successfully passed. The first session of APPU’s 52nd General Assembly concluded in the morning. After the meeting, Vice-President Chiang and the delegation members met with the delegations from Japan and other attending countries to express gratitude for their support, followed by freewheeling discussions in warmth and joy.
