江啟臣副院長率團出席APPU期間積極推動國會外交成果豐碩 (Vice President Chiang Leads Legislative Delegation for the APPU General Assembly with Fruitful Results through Parliamentary Diplomacy) 113.03.13. (國際處066)
    江啟臣副院長率跨黨派代表團赴東京參加「亞洲太平洋國會議員聯合會」(APPU)期間,除出席為期三天的理事會及大會外,亦積極利用不同場合與日本及各與會國議員交流,積極拓展台灣外交空間。
    Taiwan’s legislative delegation led by Vice President Dr. Johnny C. Chiang of the Legislative Yuan attended the Asian-Pacific Parliamentarians’ Union (APPU) meetings held in Tokyo, Japan. In addition to attending the three-day sessions of General Assembly and Council Meeting, the delegation made the most of multiple occasions to interact with members of Parliament from Japan and other attending nations, seeking to expand Taiwan’s international space through parliamentary diplomacy.
    我代表團全體成員於訪日第二(3月11)日及第三(3月12)日晚間分別參加「主辦國(日本)議員團」及「日本外務省」舉辦的酒會,以歡迎本次出席APPU各國代表團。日本議員團歡迎酒會,於日本眾議院議長官邸舉行,日方團長山口俊一眾議員致開幕詞後,眾議院議長額賀福志郎以預錄影片致歡迎詞;隔日晚間,日本外務省假新大谷飯店舉辦酒會,由外務大臣政務官穗坂泰代表主持,「日華親善協會」會長衛藤征士郎等眾議員均親自出席。在兩場歡迎酒會中,APPU各會員國議員雲集,我團成員均趁此機會與他國議員互動交流並建立聯繫,氣氛熱絡,同時爭取各國友人對台灣的支持。
    On the evenings of the second (March 11) and third (March 12) day of the visit, all members of Taiwan delegation attended cocktail receptions for welcoming the attending delegations. One was organized by the parliamentarian delegation of the host Country (Japan) and the other by the Ministry of Foreign Affairs of Japan. The first reception held by the Japanese parliamentarian delegation took place at the official residence of the Speaker of the House of Representatives of Japan. After the address by Representative Shunichi Yamaguchi, there was a video of the speech by the Head of Japan delegation, Speaker Fukushiro Nukaga of the House of Representatives. In the next evening at Hotel New Otani Tokyo, the second reception held by the Ministry of Foreign Affairs of Japan was hosted by Vice-Minister Yasushi Hosaka of Foreign Affairs; also in attendance were Chairperson Seishiro Eto of Japan-Taiwan Friendship Association and multiple members of the Japanese House of the Representatives. The two receptions were attended by members of Parliament from all APPU member nations, with whom the Taiwan delegation engaged in fruitful exchange of ideas and built connections, seeking support for Taiwan from various countries.
    第四(3月13)日晚間,我代表團假日本帝國飯店以晚宴與「日本自民黨青年局」成員進行深度交流。江副院長致詞表示,台日間雖無邦交,但我國長期與自民黨青年局維持密切交流,織就了今日互利互惠的台日關係,這份深厚的情誼將由年輕一代傳承下去。他也強調進入立法院已逾12年,很高興今日率本屆資深與新科立委和青年局新任局長鈴木貴子、前局長鈴木憲和及佐佐木紀等十多位參眾議員面對面交流,盼藉此持續深化廣化台日友好關係。
    On the fourth night (March 13) of the visit, Taiwan delegation held a banquet at Imperial Hotel Tokyo to receive members from the Japan’s Youth Division of the Liberal Democratic Party; members from both delegations had in-depth exchanges over dinner. Vice President Chiang stated that despite the lack of formal diplomatic ties between Taiwan and Japan, we have had close exchanges with members from the LDP Youth Division, which laid a foundation for the mutually beneficial partnerships today; this deep friendship will be passed down continuously by the younger generation. Chiang stressed that he has been serving at the Legislative Yuan for over 12 years, and it was his pleasure to lead a delegation composed of both senior and young legislators to have face-to-face exchanges with over a dozen of Japan’s councilors and representatives, including Representative Takako Suzuki, the new Director of the Youth Division, and Representatives Norikazu Suzuki and Hajime Sasaki, the former Directors of the Youth Division. It is hoped that these occasions could continue to deepen close ties between Taiwan and Japan.
    剛履新的新任青年局長鈴木貴子眾議員則表示,她上任的第一天,台灣駐日代表處第一時間送花致賀,而她剛當選議員時,首先向她致賀的也是台灣駐日代表處札幌分處,因此深刻體認到青年局做為台日交流窗口的重責大任。她並提及其選區釧路在疫後重啟了對桃園機場的航班,且台灣和釧路也在鶴鳥保育保持交流,而鶴鳥是非常專情的動物,她相信台日關係就如同專情的鶴鳥般,定能一起克服困難,迎向幸福。雙方隨後舉杯致意,餐敘氣氛輕鬆、熱絡愉快,歷約2小時圓滿結束。
    The new Director Takako Suzuki of the Youth Division shared that on her first day of assuming office, there were flowers from Taipei Economic and Cultural Representative Office in Japan to congratulate her; when she was first elected as a member to the House of Representatives, it was also the Sapporo Branch of Taiwan’s Representative Office in Japan that congratulated her first. From these gestures, she deeply realizes the responsibility shouldered by the Youth Division as the window for exchanges with Taiwan. Director Suzuki also mentioned that Kushiro City, her constituency, resumed flights to Taoyuan Airport after the COVID-19 pandemic; in addition, Taiwan and Kushiro have also been in exchanges on experiences for crane bird conservation. Cranes are known for their faithfulness and dedication, just like the firm bond between Taiwan and Japan. There is no doubt that the two nations will work together to overcome difficulties and welcome positive outcomes. A toast was made after the addresses, and the dinner concluded in warmth and joy with engaged exchanges after 2 hours.
    本次我國代表團赴日期間,除在APPU大會上為中華民國爭取到更多的國際活動空間外,也馬不停蹄善用各場合與各國國會議員建立聯繫和友誼,大幅提升了台灣的國際能見度,為我國會外交寫下歷史新頁。
    During this visit to Japan, Taiwan’s legislative delegation not only secured more international space for Taiwan’s participation at the APPU event, but also made good use of various occasions to establish contacts and interactions with members of Parliament from various countries. This greatly augmented Taiwan’s international visibility and put down a new chapter in the history of our parliamentary diplomacy.
