立法院江副院長本（3月18）日上午10時30分出席由萬美玲委員發起之「中華民國與捷克暨奧地利國會友好聯誼會」成立大會。出席貴賓包括傅崐萁總召、羅明才委員、林德福委員、鄭正鈐委員、賴惠員委員、許智傑委員、王育敏委員、王鴻薇委員、陳培瑜委員、李彥秀委員、徐巧芯委員、許宇甄委員、張嘉郡委員、林國成委員、林思銘委員、廖先翔委員、葛如鈞委員、陳菁徽委員、涂權吉委員、盧縣一委員、黃健豪委員、邱鎮軍委員，以及外交部田中光政務次長、捷克經濟文化辦事處代表David Steinke、捷克政府烏克蘭事務特使Tomáš Kopečný等人，共襄盛會。
成立大會首先由發起人萬美玲委員致開場詞並進行大合影後，續由江副院長致詞。江副院長首先向萬美玲委員以及今日成立之「中華民國與捷克暨奧地利國會友好聯誼會」表達祝賀之意，他指出中華民國與捷、奧兩國的關係在過去四年突飛猛進，疫情期間及疫後，捷克參、眾兩院議長均率龐大代表團訪台，深化雙邊關係，他對此深表謝意。我國新政府及新國會將在未來四年持續開創新局，進一步提升與捷、奧雙邊實質友好關係，並加強文化、教育、科技等領域的交流合作。
The inauguration commenced with the address by Convener Wan and group photos, followed by a remark by Vice President Chiang. Vice President Chiang first expressed his congratulations to Convener Wan and the establishment of the Association. The bilateral relations the Republic of China (Taiwan) has with the Czech Republic and with Austria have deepened by leaps and bounds over the past four years. Both during and after the COVID-19 pandemic, Taiwan was visited by the Czech delegation led by the Speaker of the Chamber of Deputies and the President of the Senate of the Parliament, which was a show of the progress of Taiwan-Czech relations, for which Vice President Chiang was deeply grateful. Taiwan’s new administration and the new Legislature will continue to break new ground in the following four years by enhancing bilateral relations with the Czech Republic and with Austria through tangible actions; for instance, there can be increased exchanges and collaborations in culture, education, and science and technology.
江副院長續表示，國會外交是立法院全體委員的重要工作，他上週甫代表韓院長率團赴日參加「亞洲太平洋國會議員聯合會」（APPU）第52屆年會，期間和日本各政黨高層進行多場雙邊拜會，並感謝日方長期以來對我參與相關國際組織的大力支持。他表示亦盼捷、奧兩國未來也能臂助我參與國際組織及相關活動。最後，江副院長盼中華民國、捷克和奧地利基於共享的民主自由及人權價值，持續深化及廣化雙邊國會交流，亦期待未來院長親自率團訪問捷、奧兩國，將雙邊關係提升至新的高度。
Vice President Chiang continued to point out that legislative diplomacy is an essential task that falls on the shoulders of all members of the Legislative Yuan. The week before, Chiang just led a legislative delegation to Japan, on behalf of President Daniel K.Y. Han, to attend the 52nd General Assembly of the Asian-Pacific Parliamentarians’ Union (APPU). During the meeting, our delegation engaged in multiple bilateral talks with leaders from Japanese political parties, where our delegation expressed gratitude for Japan’s long-term voicing support of Taiwan’s participation in international organizations. Chiang expressed the hope that the Czech Republic and Austria would also support Taiwan’s inclusion in international organizations and events in the future. In closing, Vice President Chiang wished that the Republic of China (Taiwan), the Czech Republic, and Austria will continue to deepen and broaden parliamentary exchanges based on the shared values of democracy, freedom, and safeguarding human rights. He also looks forward to future visits to the Czech Republic and Austria by delegations led by President Han, so that our partnerships could soar to new heights.
大會續由外交部政務次長田中光、捷克經濟文化辦事處代表David Steinke、捷克政府烏克蘭事務特使Tomáš Kopečný及傅崐萁總召分別致詞祝賀後，繼通過組織章程暨推選會長與副會長，活動歷約一小時順利結束，氣氛輕鬆愉快。
Later on, remarks were also given by Deputy Foreign Minister Tien, Czech Representative Steinke, Czech Governmental Envoy Kopečný, and KMT caucus Convener Fu Kun-chi. The event concluded after 1 hour in warmth and joy, with the organizational charter of the Association passed and its president and vice presidents elected.
