韓國瑜： 期盼台灣與巴西雙邊友誼持續鞏固深化

立法院韓國瑜院長於本（3月21）日上午在本院「臺灣與拉丁美洲國會聯誼會」會長莊瑞雄委員、馬文君委員、吳春城委員、國際事務處林晨富處長，以及外交部陳立國常務次長、拉美司鄭力城司長、王啟文總領事回部辦事等人陪同下，接見「巴西聯邦眾議院友台小組訪問團」訪團一行。
On the morning of Mach 21, President Daniel K.Y. Han of the Legislative Yuan received the Delegation from the Taiwan Friendship Group of the Brazilian Chamber of Deputies led by Chairperson Geraldo Junio do Amaral. The President was accompanied by Legislator Chuang Jui-hsiung, who is also the President of Taiwan-Latin America Inter-Parliamentary Amity Association, Legislators Ma Wen-chun and Wu Chun-cheng, International Affairs Department Director Kalvin C.F. Lin, Vice Foreign Minister Remus Chen Li-kuo, Director-General Cheng Li-cheng of the Department of Latin American and Caribbean Affairs, and Director-General on Home Assignment Wang Chi-wen from the Ministry of Foreign Affairs (MOFA).
韓院長首先向訪賓表達竭誠歡迎，表示這是他上任以來接待第一個來自拉丁美洲的訪團。巴西幅員遼闊、物產豐饒、文化底蘊豐富、足球聞名，是上帝在地球上偏愛的樂土之一，令人十分嚮往，台灣人民與巴西人一樣亦熱情友善，盼艾莫瑞主席此行來台能發掘台灣的優點，使台巴雙邊友誼更加鞏固深化。
President Han first extended a sincere welcome to the delegation, noting that this was the first visiting delegation from Latin America since he assumed office. Brazil has a vast territory, a fortune of resources, rich cultural heritage, and has soccer for its most popular sport. It is one of the lands favored by God and also a desirable place to visit. President Han mentioned that Taiwanese, just like Brazilians, are also warm and friendly, and expressed hope that Chairperson Amaral and the delegation could witness Taiwan’s strengths during their visit, which could further consolidate the bilateral relations between Taiwan and Brazil.
艾莫瑞主席感謝院長撥冗接見，並盼本次訪台能深入瞭解台灣的風土民情。繼表示，巴西國內政治情勢在2016年後發生很大轉變，政黨間因意識形態對立，造成政局不穩。惟近幾年政治人物有漸趨年輕化的趨勢，期盼年輕世代投入政壇可為國家帶來新氣象，並改善國內政黨不和諧的現象。他續稱，此次來台親眼見證了台灣經濟高度發展，人民自由的程度超乎想像，深感台灣各領域的發展經驗均值得巴西借鏡學習。艾莫瑞主席接著分享，去(2023)年巴西眾議院正式成立友台小組，成員迄已達212人，占眾議院席次近半數，且持續有議員加入中。他另透露稱，該團此次訪台曾遭受中國極大的壓力，惟他們仍排除萬難依原計畫訪台，勇敢地選擇與自由民主的台灣站在一起，未來將持續在巴西國會盡力維護及深化與台灣的友好關係。院長對艾莫瑞主席對台灣的堅定友誼和支持深表感謝。
In his remarks, Chairperson Amaral first extended his gratitude for President Han’s warm welcome, and stated that he looks forward to in-depth understanding of Taiwan’s local culture and customs. Chairperson Amaral pointed out that Brazil’s domestic politics underwent a great shift in 2016, and there has been political instability since, caused by political party opposition due to ideological difference. That being the case, there have been young politicians coming out in recent years; it is hoped that youth participation could bring new perspectives and fresh ideas to politics and overcome the disharmony among parties in Brazil. Chairperson Amaral continued to acknowledge that during this visit to Taiwan, he witnessed with his own eyes the rapid development of our economy and the level of freedom that people enjoy, which is beyond imagination. He believes that Taiwan’s experience in various fields is worth learning from. Chairperson Amaral also mentioned that since the launch of the Taiwan Friendship Group of the Brazilian Chamber of Deputies in 2023, the number of members has reached 212, accounting for nearly half of the seats in the Chamber, and the number is still rising. Chairperson Amaral also noted that their delegation had been under pressure from China when they decided to make the overseas visit, but they still made the trip as planned, taking a stand with courage to support Taiwan for defending values including freedom and democracy. The members of the delegation will continue this effort in the Brazilian Parliament to maintain and add to the ties with Taiwan. In this regard, President Han expressed his gratitude to Chairperson Amaral for the unwavering friendship and support for Taiwan.
院長接續分別介紹本院三個黨團出席委員，並表示跨黨團委員連袂出席，代表本院對台巴關係的重視。他特別感謝艾莫瑞主席連續3年提案支持我國參與「國際刑警組織」（INTERPOL），也期盼訪團成員繼續支持台灣參與「世界衛生組織」（WHO）、「聯合國氣候變遷綱要公約」（UNFCCC）、「國際民航組織」（ICAO）、及「跨太平洋夥伴全面進步協定」（CPTPP）等重要國際組織及區域經濟協定。院長續以阿拉丁神燈故事比喻，台灣就像神燈故事中的小小戒指，摩擦戒指可召喚神燈精靈，說明即使面對強大的中國，台灣雖小仍魅力無遠弗屆，可以連結海外5,000萬華人，發揮很大影響力，盼艾莫瑞主席能向巴西國會及人民說明台灣的魅力，將台灣當作巴西的真正好朋友。
President Han went on to introduce the attending legislators from the three party caucuses, whose attendance showed a cross-party dedication to the strengthening of Taiwan-Brazil relations. President Han also specifically touched on the support from the Brazil Parliament for Taiwan’s participation in the International Criminal Police Organization (Interpol) for three consecutive years, and he expressed hope that there could be continuous backing for our presence in an array of major international organizations and regional economic agreements such as the World Health Organization (WHO), the United Nations Framework Convention on Climate Change (UNFCCC), the International Civil Aviation Organization (ICAO), and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). President Han continued to use the story of Aladdin and the Magic Lamp, where Taiwan is like the small ring in the story for summoning the mighty genie; in other words, in the face of a powerful nation like China, Taiwan’s charm and influence are far-reaching despite its small country size; with 50 million overseas Chinese brought together, there can be big differences made. It is hoped that Chairperson Amaral could pass on the charm of Taiwan to the Parliament and people in Brazil, so that they learn that Taiwan could be a true good friend.
莊瑞雄委員致詞表示，他身為「臺灣與拉丁美洲國會聯誼會」會長，由於個人因素對巴西極富感情，盼訪團能感受到台人的友善，也期許台巴關係更緊密，巴西經濟發展能重返榮耀。馬文君委員繼歡迎訪團來台，並說明立法院各政黨間可能意見分歧，但對攸關國家利益的議題大多立場一致，盼未來透過國會外交及民間交流，使台巴雙邊友誼更加深化，並盼艾莫瑞主席續大力支持台灣的國際參與。吳春城委員續指出，台灣與巴西相似之處甚多，山川狀麗，人民浪漫、熱情且正直，在世界華人圈中咸認為台灣人最值得信賴，期盼台巴兩國擴大雙邊經貿往來，未來亦盼得機赴巴西參訪交流。
Legislator Chuang Jui-hsiung followed by adding that he not only serves as the President of Taiwan-Latin America Inter-Parliamentary Amity Association, but has great affection for Brazil due to personal reasons. He wished that the visiting delegation could see the kindness of Taiwanese people, that the ties between Taiwan and Brazil become closer, and that Brazil could have rebound in its economic growth in the near future. Legislator Ma Wen-chun also delivered her warm welcome to the visiting delegation and shared that despite the political differences among parties in the Legislative Yuan, they still take the same stand when it comes to issues related to national interests. It is hoped that through legislative diplomacy and people-to-people exchanges, the partnerships between Taiwan and Brazil could be strengthened and that Chairperson Amaral will continue to voice support for Taiwan’s international participation. Legislator Wu Chun-cheng also expressed that Taiwan and Brazil share a lot in common, such as the magnificent mountains and rivers as well as the people of hospitality, romance, and integrity. Among the Chinese community in the world, Taiwanese people are considered the most trustworthy. It is hoped that Taiwan and Brazil could have more frequent economic and trade exchanges, and there could be opportunities for legislative delegations to visit Brazil for in-depth interactions.
巴西聯邦眾議員裴嫊安接續表示，艾莫瑞主席在巴西眾議院推動設立友台小組，對增進台巴西關係貢獻卓著。巴西面積雖大，但治安問題向為朝野各界所關切，本次訪台見到我國治安良好，社會安全，教育素質甚高，兩性平權也做得很好，各方面發展均可作為巴西學習的典範。期盼台巴兩國未來能在教育、科技以及兩性平權領域加強交流。巴西高等勞工法院法官馬丁斯最後表示，他本次來台發現台灣有兩大優點，在人權領域台灣已為世界的典範，高科技產業發展也執世界之牛耳，訪問團成員未來將持續捍衛民主與人權等普世價值，並共同支持台海和平穩定及巴西與台灣雙邊關係的持續深化廣化。
Brazilian Federal Representative Fernanda Eneida Pessoa Caracas de Souza shared that Chairperson Amaral spares no effort in the launch of the Taiwan Friendship Group at their Chamber of Deputies, which contributed enormously to take the Taiwan-Brazil relations to new heights. Although Brazil covers a large area, public security has always been a concern for both the ruling and opposition parties. During the visit to Taiwan, the delegation saw that Taiwan enjoys rule of law and order, high level of educational attainment and literacy rates, and great gender equality competence. These are all good examples from which Brazil could learn. It is hoped that in the future, Taiwan and Brazil could engage in more sharing of experiences in education programs, science and technology, and the promotion of gender equality. Judge of the Superior Labor Court Ives Gandra da Silva Martins Filho also shared that during this visit, they saw two advantages that Taiwan features. One is that Taiwan stands as a world model for human rights practices, and the other is its world’s leading position in the development of high-tech industries. The members of the visiting delegation showed their commitment to defending democracy and human rights, as these are the universal values, and expressed their support for maintaining the peace and stability at the Taiwan Strait, with continuous dedication to deepening the relations between Brazil and Taiwan.
此次拜會歷約1小時，氣氛友好愉快，雙方在大合影及互贈紀念品後為今日會晤畫下圓滿的句點。
The event concluded after 1 hour in warmth and joy, with group photos taken and the exchange of tokens of appreciation.
