本院高明秋顧問於本（3月22）日上午11時代表韓國瑜院長出席鍾佳濱委員發起之「臺灣與緬甸國會議員聯誼會」成立大會。現場出席貴賓包括吳思瑤委員、黃秀芳委員、王美惠委員、伍麗華委員、羅美玲委員、鄭正鈐委員、李坤城委員、吳沛憶委員、林月琴委員、張雅琳委員、郭昱晴委員，以及外交部田中光政務次長、亞東太平洋司藍夏禮司長、國會事務辦公室李岳融執行長等人，共襄盛會。
On March 22, 2024, Consultant Kao Ming-chiu of the Legislative Yuan attended at 11 a.m. the inauguration of Taiwan-Myanmar Congressional Association, convened by Legislator Chung Chia-pin. Also in attendance were Legislators Wu Szu-yao, Huang Shiou-fang, Wang Mei-hui, Wu Li-hua, Loh Mei-ling, Cheng Cheng-chien, Lee Kuen-cheng, Wu Pei-yi, Lin Yueh-chin, Ngalim Tiunn, and Kuo Yu-ching; Deputy Foreign Minister Tien Chung-kwang, Director General Peter Lan Sha-li of the Department of East Asian and Pacific Affairs and Director General Ivan Y. J. Lee of the Office of Parliamentarian Affairs under the Ministry of Foreign Affairs (MOFA).
成立大會首先邀請出席委員及貴賓一同合影，續由發起人鍾佳濱委員致詞後，由高明秋顧問代表本院致詞。高顧問首先表示，非常榮幸代表韓院長為「臺灣與緬甸國會議員聯誼會」成立大會獻上祝賀之意，目前我國緬甸華僑包含新住民二代已超過十幾萬人，他們的積極融入不僅豐富了台灣的多元文化，同時在台重現緬甸傳統文化和生活習慣，為開放的民主台灣注入一股新的活力。
The inauguration commenced with group photos with all the legislators and guests present, followed by a remark by Convener Chung, as well as an address by Consultant Kao on behalf of the Legislative Yuan. Consultant Kao expressed that it was an honor to congratulate, on behalf of President Daniel K.Y. Han, the establishment of the Association. At present, there are over hundreds of thousands of residents in Taiwan that are overseas Chinese from Myanmar and also the second generation of new residents. These people make a life here in our neighborhoods, which not only enriches Taiwan’s diverse culture, but also represents Myanmar’s traditional culture and their way of life here in Taiwan. These bring new vitality into Taiwan and add to our open and democratic society.
高顧問繼表示，緬甸屬東南亞國協會員國之一，在全球化發展的浪潮中，東南亞國家一直是我國促進雙邊發展的重點地區，目前我國對緬甸的總投資金額累計已超過10億美元，未來希望雙方在各方面都能有更密切的交流與合作，一起繁榮發展。高顧問續提及，緬甸自2021年以後，雖因國內政治情勢有所轉變，在雙邊國會交流的推動上較具挑戰，然而鍾佳濱委員仍採取積極的態度，迎難而上，面對越具挑戰性的工作、越少人關心的議題，越是樂意挺身而出為推進雙邊關係不懈努力，令人敬佩。高顧問祝福「臺灣與緬甸國會議員聯誼會」運作一切順利，同時期盼外交部及「駐緬甸代表處」提供相關協助，共同努力深化台緬友好關係，最後祝在座委員及貴賓身體健康，萬事如意。
Kao continued to state that Myanmar is one of the members of the Association of Southeast Asian Nations (ASEAN). In the face of globalization, Southeast Asian countries have always been Taiwan’s essential partners for industrial development. As of today, Taiwan’s total investment in exchanges and development partnered with Myanmar has exceeded US$1 billion. In the future, it is hoped that both sides can have closer exchanges and collaboration in all aspects where we welcome prosperity together. Consultant Kao also pointed out that since 2021, Myanmar has been on a bumpy road for its domestic politics, resulting in challenges for bilateral parliamentary exchanges with Taiwan. That being the case, Convener Chung still faced the difficulties with positivity. For tasks more challenging and issues that few people address, the more willing Convener Chung is to step forward and make unremitting efforts to promote bilateral relations, which is truly admirable. In closing, Consultant Kao expressed his belief in the full administrative support from the MOFA and our Taipei Economic and Cultural Office in Myanmar for the Association, before he wished smooth operation of the Association in the future and good health and great fortune to the legislators and guests present.
成立大會續由田中光政務次長致祝賀詞後，續通過本會組織章程及推選會長與副會長，活動歷約30分鐘圓滿結束。
Later on, remarks were also given by Deputy Foreign Minister Tien; the event concluded after 30 minutes, with the organizational charter of the Association passed and its president and vice presidents elected.
