本院張裕榮副秘書長今（3月26）日上午11時代表韓國瑜院長出席由陳冠廷委員發起之「台灣電子競技政策促進會」、「台灣與巴爾幹地區九國國會議員友好協會」、邱志偉委員發起之「台灣與北歐五國及波海三國國會議員友好協會」及林楚茵委員發起之「臺灣與匈牙利國會友好聯誼會」等4會之共同成立大會。現場出席貴賓包括賴惠員委員、范雲委員、邱議瑩委員、黃仁委員、張雅琳委員、李坤城委員、張啓楷委員、黃捷委員，以及外交部政務次長田中光、教育部體育署副署長洪志昌、羅馬尼亞參議員暨國會友台小組主席斐連坵（Cătălin-Daniel FENECHIU）、參議員塔卡若斯(Cristian-Augustin NICULESCU-ȚÂGÂRLAȘ)、眾議員穆索尤(Ștefan MUSOIU)、眾議員穆拉魯(Iulian-Alexandru MURARU)、眾議員米克洛斯(Zoltan MIKLOS)、羅馬尼亞「羅台協會」主席達莫夫(Constantin DAMOV)等貴賓，共襄盛會。
On March 26, 2024, on behalf of President Daniel K.Y. Han, Deputy Secretary-General Chang Yu-jung of the Legislative Yuan attended at 11:00 a.m. the inauguration of four parliamentary amity associations and commission; these bodies include Taiwan-the Balkans Nine Countries Parliamentary Friendship Association and Taiwan Parliamentary Esports Policies Commission, convened by Legislator Chen Kuan-ting; Taiwan-Nordic Countries and Baltic States Parliamentary Friendship Association by Legislator Chiu Chih-wei; Taiwan-Hungary Inter-Parliamentary Amity Association by Legislator Lin Chu-yin. Also in attendance were Legislators Lai Hui-yuan, Fan Yun, Chiu Yi-ying, Huang Jen, Ngalim Tiunn, Lee Kuen-cheng, Chang Chi-kai, and Huang Jie; Deputy Foreign Minister Tien Chung-kwang; Deputy Director-General Hung Chih-chang of Sports Administration under the Ministry of Education (MOE); Chair Catalin-Daniel Fenechiu, Senators Cristian Augustin Niculescu Tagarlas, and Representatives Stefan Musoiu, Iulian-Alexandru Muraru, and Zoltan Miklos of the Romania-Taiwan Parliamentarian Friendship Group; Chair Constantin Damov of Romania-Taiwan Amity Association.
成立大會在陳冠廷委員、邱志偉委員及林楚茵委員共同主持下，先邀請在場貴賓大合影後，由陳冠廷委員致開場詞並通過各會組織章程暨推選各別會長與副會長後，續分別由邱志偉委員及張裕榮副秘書長致詞。
Presided over by Legislators Chen Kuan-ting, Chiu Chih-wei, and Lin Chu-yin as the Conveners of the four bodies, the inauguration commenced under with the taking of group photos of all the legislators and guests present, followed by a remark by Convener Chen, with the organizational charter of the Associations and Commission passed and their president and vice presidents elected, before the addresses by Convener Chiu and Deputy Secretary-General Chang.
張副秘書長致詞時首先向遠道而來的羅馬尼亞國會參眾議員及在場委員致意，表示很榮幸代表韓院長出席今日的成立大會。他指出中華民國與今日成立大會所涵蓋的巴爾幹地區國家有許多共同點，其中最重要的一點就是共享尊重人權、法治與民主等普世價值，此外，近年雙邊的國會交流也日趨密切，如「科索沃-台灣國會友誼小組」暨北馬其頓及羅馬尼亞跨黨派國會議員團於去（2023）年3月來台期間曾到立法院訪問，而「愛沙尼亞國會友台小組」主席裴克多（Kristo Enn Vaga）亦於本（3）月初率團訪台並拜會韓院長，雙邊國會交流持續深化。
Deputy Secretary-General Chang expressed that it was an honor to attend the grand event on behalf of President Han and welcomed the senators and representatives of the Romanian Parliament who traveled from afar as well as the legislators and distinguished guests present. The Republic of China (Taiwan) and the Balkans countries included in the Associations established share many things in common; the most notable is the shared universal values such as respect for human rights, the rule of law, and democracy. In addition, bilateral parliamentary exchanges have become more frequent in recent years; successful cases include the Kosovo-Taiwan parliamentary friendship group and cross-party parliamentarians from North Macedonia and Romania visiting the Legislative Yuan during their visit to Taiwan in March, 2023; there was also the delegation led by Estonia-Taiwan Friendship Group Chairperson Kristo Enn Vaga, who paid a visit to President Han during their visit to Taiwan in early March, 2024. These all show that our bilateral parliamentary exchanges continue to increase.
張副秘書長繼稱，我國在電子競技市場上擁有市場戰略的優勢，也有優良的建置及高度文化融合的友善環境，相信藉由國會聯誼會這個平台定可強化國會交流的量能，進一步與其他國家合作，建構完整的國際電競產業鏈。張副秘書長再次感謝陳冠廷委員、邱志偉委員及林楚茵委員積極促成四個聯誼會的成立，讓我國會外交有更高的能見度，他最後祝成立大會圓滿成功，未來會務運行順暢。
Taiwan boasts advantages of market strategies in e-sports, coupled with excellent facilities and a friendly environment with much cultural integration. It is believed that the parliamentary associations can serve as platforms to strengthen the capacity of parliamentary exchanges, which leads to further collaborations with other nations, so that there can be comprehensive global chains for the esports industry. Deputy Secretary-General Chang extended his gratitude to Conveners Chen, Chiu, and Lin for their efforts in forming the four associations and committee, which will certainly be a boost to Taiwan’s legislative diplomacy. In closing, Chang wished a success to the inauguration and smooth operation of the four bodies in the future.
成立大會隨後由外交部田中光政務次長及羅馬尼亞國會友台小組主席斐連坵參議員分別致詞祝賀，繼分別播放駐匈牙利代表處大使劉世忠、駐希臘代表處大使郭時南、台瑞（典）國會議員協會主席歐柏莉（Boriana Åberg）、芬蘭國會友台小組主席羅麥茲（Mats Löfström）及立陶宛國會友台小組主席馬瑪竇（Matas Maldeikis）預錄的祝賀影片，活動歷約一小時順利結束。
Later on, remarks were given by Deputy Foreign Minister Tien and Chair Fenechiu of the Romania-Taiwan Parliamentarian Friendship Group. The event concluded after 1 hour with videos of congratulations from Taiwan Representative to Hungary Liu Shih-chung, Taiwan Representative to Greece Sherman S. Kuo, Chairperson Boriana Aberg of the Swedish-Taiwanese Parliamentarian Association, Chairperson Mats Löfström of the Finnish Parliamentary Taiwan Friendship Group, and Matas Maldeikis, Head of a Lithuanian-Taiwan Friendship Group.
