院長接見「羅馬尼亞執政聯盟參眾議員團」 韓國瑜:感謝斐連坵主席支持台灣加入WHA 期待深化台羅各項交流 (President Han meets a parliamentary delegation from Romania President Daniel K.Y. Han: “I want to thank Mr. Cǎtǎlin-Daniel Fenechiu, chair of the Romania-Taiwan Parliamentary Friendship Group for his support to Taiwan’s participation in World Health Assembly. 立法院韓國瑜院長於本(3月27)日下午在本院江啟臣副院長、「台灣與巴爾幹地區九國國會議員友好協會」會長陳冠廷委員、國民黨牛煦庭委員、民眾黨黃國昌總召、周萬來秘書長、國際事務處林晨富處長,以及外交部謝武樵政務次長、歐洲司黃鈞耀司長等人陪同下,接見「羅馬尼亞執政聯盟參眾議員團」一行7人。
On the afternoon of March 27th, President Han met the seven-member parliamentary delegation from Romania. In attendance were Vice President Dr. Johnny C. Chiang, Legislator Chen Kuan-ting, who is also the chairman of Taiwan-the Balkans Nine Countries Parliamentary Friendship Association, KMT Legislator Niu Hsu-ting, Taiwan People’s Party Whip Huang Kuo-chang, Secretary General Chester Wan-lai Chou, International Affairs Department Director Kevin C.F. Lin, Deputy Minister Kelly Wu-chiao Hsieh and European Affairs Department Director General Eric Jiun-yaw Huang form the Ministry of Foreign Affairs.
院長首先誠摯歡迎訪賓,並偕出席委員與訪賓合影後展開雙邊會談。院長表示,這是本屆立法院首次接待來自羅馬尼亞的國會議員訪問團,他特別感謝斐連坵主席長期支持台灣的國際參與,多年來連署支持台灣加入「世界衛生大會」(WHA)。
After President Han extended a warm welcome to the delegation and invited attending legislators and delegation members for group photos, bilateral meeting started. President Han stated that this marked the first time in this term of Legislative Yuan to welcome parliamentary delegation from Romania. He gave special thanks to the Romania-Taiwan Parliamentary Friendship Group Chair Cǎtǎlin-Daniel Fenechiu for his longstanding support for Taiwan’s international participation and for joint signature to support Taiwan’s participation in World Health Assembly for years.
斐連坵主席向院長分享,近年來台灣與羅馬尼亞的關係日趨密切,很高興見到台羅兩國國會議員互訪逐漸熱絡,盼未來持續增進彼此理解、設立優先合作發展目標,並擴大各領域交流。斐連坵主席續謂,他6年前首次訪台時即深受感動,因而致力推動國際社會支持台灣,他說同行議員多是首次來台,必能透過此行感受台灣之美,未來會共同努力將台灣推廣到全世界。此外,台灣也是經濟發展的優良典範,相信巴爾幹地區的其他國家都很樂意與台灣深化交流,並期許這樣的雙邊友誼與合作關係能夠成為台灣在國際上最有力的支持。
Chair Fenechiu shared with President Han that Taiwan had enjoyed closer relations with Romania over years. He was delighted to see the increasing interaction between parliamentarians between Taiwan and Romania. He hoped that both sides could continue to enhance mutual understanding, define the priorities for cooperation and development goals to expand exchanges in all domains. He continued to state that he was deeply touched when he first visited Taiwan six years ago to encourage the international community to support Taiwan. He said that most of the parliamentarians of the delegation paid their first visit to Taiwan. He believed that they would appreciate the beauty of Taiwan. In the future, they would work hand in hand with Taiwan to further increase its visibility in the world. In addition, Taiwan is an outstanding role model for economic development. He believed that the Balkan countries are willing to deepen exchanges with Taiwan. He hoped that this friendship and cooperation will serve as the staunch support for Taiwan in the international community.
斐連坵主席另特別感謝我「駐斯洛伐克代表處」李南陽大使積極促進台羅雙邊互動交流,並感謝台灣透過「羅馬尼亞律師協會」援助烏克蘭,顯見台灣與羅馬尼亞可以攜手合作,帶給全世界有需要的國家更多的幫助,他更允諾未來將持續支持台灣,扮演台灣堅定友人的角色。
Chair Fenechiu gave special thanks to Taipei Representative Office in Bratislava Ambassador Lee Nan-yang for actively promoting bilateral exchanges. He also thanked Taiwan for assisting Ukraine through National Association of the Romanian Bars, proving that Taiwan could work with Romania to bring more assistance to countries in need around the world. He was committed to continued support to Taiwan as a steadfast friend.
江啟臣副院長認同表示,台灣與羅馬尼亞間應有許多交流合作的空間,兩國雖距離遙遠,但有許多相似之處,如共享價值、產業發展歷程、未來發展方向等,盼未來持續透過國會外交,深化兩國各面向的合作夥伴關係。
Vice President Chiang agreed that there is still an ample room for exchanges and cooperation between Taiwan and Romania. Despite of the fact that the two sides are geographically distant from each other, they share many similarities such as shared values, industrial development path, future development direction. He hoped that through parliamentary diplomacy, both sides can increase cooperation in all domains.
雙邊交流時,陳冠廷委員提及,巴爾幹地區國家的發展無可避免將影響世界各國,期許未來能在區域安全與和平等面向深化彼此的交流合作;牛煦庭委員則請教羅國推動碳稅之作法,斐連坵主席回復表示,羅馬尼亞在歐盟推動綠色新政之前即已推行減碳政策,且成效斐然,包含以天然氣取代煤炭需求等實質作為,現今羅國綠能占比已達25%,並將於2030年以前達到55%;黃國昌總召則就台羅兩國政府體制表達看法,並歡迎雙邊國會未來持續深化交流。
During bilateral exchanges, Legislator Chen Kuan-ting stated that the development of the Balkan countries will inevitably influence the world. He hoped that both sides can strengthen exchanges and cooperation in regional security and peace. Legislator Niu Hsu-Ting asked about the ways to levy carbon tax in Romania. Chair Fenechiu responded by saying that Romania had promoted carbon reduction policy way before the European Union promoted Green New Deal with outstanding achievements, including replacing coal with natural gas. Nowadays, green energy has accounted for 25% and will be 55% before 2030. TPP Whip Huang Kuo-chang expressed views on the government systems of the two countries and welcomed future parliamentary exchanges.
雙方另就台羅民主發展、能源環境、區域安全、人權、法治等議題廣泛交換意見,會晤歷約50分鐘,氣氛友好愉快,斐連坵主席更盼韓院長未來擇機率團赴羅馬尼亞訪問,雙方最後互贈紀念品為今日會晤畫下圓滿的句點。
Both sides exchanged views on a wide range of issues such as democratic development, energy environment, regional security, human rights and rule of law. The meeting lasted for about 50 minutes in an amicable vibe.  Chair Fenechiu invited President Han to lead a delegation to Romania in an appropriate time. The meeting was concluded after exchange of gifts.
