本院張裕榮副秘書長今（3月28）日上午11時代表韓國瑜院長出席由傅崐萁總召發起之「中華民國與區域全面經濟夥伴協定（RCEP）友好協會」成立大會。現場出席貴賓包括陳永康委員、林德福委員、蘇清泉委員、賴士葆委員、葛如鈞委員、廖偉翔委員、丁學忠委員、徐宇甄委員、林倩綺委員、麥玉珍委員、萬美玲委員、羅廷瑋委員，以及外交部陳立國常務次長、經濟部楊志清主任秘書、馬尼拉經濟文化辦事處副代表魏珮柔（Alice Q. Visperas）、駐台北越南經濟文化辦事處副代表吳芳草（Ngo Phuong Thao）等貴賓，共襄盛會。
On March 28, 2024, on behalf of President Daniel K.Y. Han, Deputy Secretary-General Chang Yu-jung of the Legislative Yuan attended at 11:00 a.m. the inauguration of The Republic of China and Regional Comprehensive Economic Partnership (RCEP) Amity Association, convened by KMT Caucus Convener Fu Kun-chi. Also in attendance were Legislators Chen Yeong-kang, Lin Te-fu, Su Ching-chuan, Lai Shyh-bao, Ko Ju-chun, Liao Wei-hsiang, Ting Hsueh-chung, Hsu Yu-chen, Lin Chien-chi, Mai Yu-chen, Wan Mei-ling, and Lo Ting-wei; Vice Foreign Minister Remus Chen Li-kuo; Chief Secretary Yang Chih-ching of the Ministry of Economic Affairs (MOEA), Deputy Resident Representative Alice Q. Visperas of Manila Economic and Cultural Office; Deputy Representative Ngo Phuong Thao of Vietnam Economic and Culture Office in Taipei.
成立大會首先由發起人傅崐萁總召致開場詞後，續由張裕榮副秘書長致詞。張副秘書長表示很榮幸代表韓院長出席今日的成立大會，他指出台灣是全球第21大經濟體，而RCEP成員國一直是我國主要的出口市場和投資地區，加上長期以來「新南向政策」是我國既定方向，從地緣政治角度觀之，中華民國位居全球經貿戰略關鍵位置，因此強化與此區域內各國經貿關係相當重要，尤其東南亞各國不容忽視。持續推動加入各區域經濟整合機制，並爭取拓展與新南向夥伴等理念相近國家的經貿合作，絕對是全國不分黨派共同努力的目標，不僅能擴大與全球接軌，同時更能強化國內產業的國際競爭力。張副秘書長對傅崐萁總召發起「中華民國與區域全面經濟夥伴協定（RCEP）友好協會」，為台灣尋求參與東南亞國協區域的整合，表達感謝之意。他盼在跨黨派努力下，儘速在我國加入RCEP方面有所突破，為區域經濟繁榮貢獻一己之力；他最後也強調未來友好協會如有任何需要，立法院一定全力協助。
The inauguration commenced under the addresses from KMT Caucus Convener Fu, followed by a remark by Deputy Secretary-General Chang. Deputy Secretary-General Chang expressed that it was an honor to attend the grand event on behalf of President Han. Taiwan is the 21st largest economy in the world, and RCEP member states have always been Taiwan’s main export markets and regions for investment. As the New Southbound Policy has been Taiwan’s long-term focus for international outreach, Taiwan sits in an essential strategic location in global economy and trade, judging from a geopolitical perspective. For this reason, it is of great importance to strengthen economic and trade ties with countries in the region, especially with Southeast Asian countries. Taiwan aims for continuous participation in various regional economic frameworks and partnerships and for increasing economic and trade collaborations with like-minded countries such as the New Southbound nations; these are definitely the goals that require efforts across the country regardless of party affiliation. In this way, Taiwan will not only ready itself for global integration, but also boost domestic industries in their competitiveness on the world stage. Deputy Secretary-General Chang extended his gratitude to Convener Fu for his efforts in forming the Association, which shows the vision of Taiwan playing its part in the collaborations with members of the Association of Southeast Asian Nations (ASEAN). It is hoped that with cross-party efforts, Taiwan will soon be able to join RCEP, where Taiwan could contribute to regional economic prosperity. In closing, Deputy Secretary-General Chang pointed out that should there be any support required for the Association, the Legislative Yuan will spare no effort to assist.
成立大會隨後由外交部陳立國常務次長、經濟部楊志清主任秘書分別致賀詞後，續通過友好協會組織章程暨推選會長及副會長，繼由兩位副會長葛如鈞委員及徐宇甄委員致詞並進行大合影後，活動歷約40分鐘圓滿結束。
Later on, remarks were given by Vice Foreign Minister Chen and Chief Secretary Yang of the MOEA, followed by the passing of the organizational charter of the Association and the election of its president and vice presidents. The event concluded after 40 minutes with remarks by the newly-elected vice presidents, Legislators Ko Ju-chun and Hsu Yu-chen, and with group photos of the attending guests taken.
