高明秋顧問出席「台灣國會香港友好連線」成立大會(Consultant Kao Attends the Inauguration of Taiwan Parliament Group for Hong Kong)

329)日上午9時代表韓國瑜院長出席黃捷委員發起之「台灣國會香港友好連線」成立大會。現場出席貴賓尚包括洪申翰委員、李坤城委員、林昶佐前委員、大陸委員會李麗珍副主任委員、香港邊城青年李芃萱理事長、馮詔天秘書長、台灣香港協會桑普理事長、台灣人權促進會王曦副秘書長等人,共襄盛會。

On March 29, 2024, on behalf of President Daniel K.Y. Han, Consultant Kao Ming-chiu of the Legislative Yuan attended at 9:00 a.m. the inauguration of Taiwan Parliament Group for Hong Kong, convened by Legislator Huang Jie. Also in attendance were Legislators Hung Sun-han, Lee Kuen-cheng, and former Legislator Lim Tshiong-tso; Deputy Minister Lee Li-jane of Mainland Affairs Council (MAC); Chair Lee Peng-hsuan and Secretary-General Sky Fung from Hong Kong Outlanders; President Sang Pu of Taiwan Hong Kong Association; Deputy Secretary-General Wang Si of Taiwan Association for Human Rights (TAHR).

成立大會首先由發起人黃捷委員致詞後,通過組織章程及推選會長與副會長。在大合影後,續由本院高明秋顧問代表本院致詞。顧問表示非常榮幸代表院長參加「台灣國會香港友好連線」成立大會並獻上祝賀之意。渠指出香港自

年後,民主、自由、法治與人權每況愈下,正在一步一步變化,成為台灣的警惕,若台灣香港化將對台灣產生相當大傷害。

The inauguration commenced with a remark by Convener Huang Jie, followed by the passing of the organizational charter of the Association and the election of its president and vice presidents. After group photos of all the legislators and guests present were taken, an address was made by Consultant Kao on behalf of the Legislative Yuan. Consultant Kao first expressed his congratulations to the establishment of the Group and it was an honor to attend the grand event on behalf of President Daniel K.Y. Han. Kao pointed out that Hong Kong’s democracy, freedom, the rule of law, and human rights have deteriorated since 1997. The social changes in Hong Kong have posed a warning for Taiwan; should Taiwan become the next Hong Kong, there will be considerable consequences. 

顧問復謂,台灣因受限於法律制度,對於香港居民來台生活的各種需要,在許多層面仍須加強,尤其對於幫助香港居民融入台灣生活,還有努力空間,例如反送中人士周庭在加拿大描述伊在香港所受待遇,就是重要例證。期盼本連線能促使政府部門有實際作為,依相關規定對於因政治因素而致安全及自由受有緊急危害之香港居民,得提供必要之關懷與援助。

Due to certain restrictions of laws and regulations in Taiwan, the needs of Hong Kong residents resettling in Taiwan are not entirely met, so there is still room for improvement in several aspects. In particular, there need to be more comprehensive measures to help Hong Kong residents settle in Taiwan and start a new life. An example for reference would be Hong Kong activist Agnes Chow, who moved to Canada and shared what she had gone through back in Hong Kong. It is hoped that the Taiwan Parliament Group for Hong Kong will be able to urge government authorities to take tangible actions and, in accordance with applicable regulations, provide necessary assistance to Hong Kong residents whose safety and liberty are immediately threatened for political reasons.

顧問最後感謝黃捷委員接棒發起成立本屆「台灣國會香港友好連線」,相信必定有助於推動台港間更緊密的交流。最後,祝福今天成立大會圓滿順利,在場委員及貴賓身體健康、萬事如意。
Consultant Kao also extended his gratitude to Convener Huang for continuing the effort in forming the Group, which he believed would definitely help strengthen ties between Taiwan and Hong Kong. In closing, Consultant Kao wished good health and great fortune to the legislators and distinguished guests present, as well as a success to the inauguration.

隨後由洪申翰委員、陸委會李麗珍副主任委員、林昶佐前委員、香港邊城青年馮詔天秘書長、台灣香港協會桑普理事長致詞,活動氣氛嚴正坦誠令人感動,歷約45分鐘圓滿結束。

Later on, remarks were given by Legislator Hung Sun-han, Deputy Minister Lee of MAC, former Legislator Lim Tshiong-tso, Secretary-General Fung from Hong Kong Outlanders, and President Sang of Taiwan Hong Kong Association; the event concluded after 45 minutes in a solemn yet candid exchange of ideas with a few touching moments.
