本院王全忠顧問今（3月29）日上午9時代表韓國瑜院長出席由林德福委員發起之「中華民國與韓國國會議員友好協會」成立大會。現場出席貴賓包括傅崐萁總召、翁曉玲委員、呂玉玲委員、林沛祥委員，以及外交部田中光政務次長、駐臺北韓國代表部李殷鎬代表、僑務委員會呂元榮副委員長等貴賓，共襄盛會。
成立大會首先由發起人林德福委員致開場詞並介紹與會貴賓、進行大合影，隨後由駐臺北韓國代表部李殷鎬代表及王全忠顧問接續致詞。王全忠顧問表示，中華民國與韓國地理位置相近，兩國有著相似的歷史及發展歷程，並於90年代共同經歷政治民主化，雙方同享民主、自由及法治等基本價值，一直以來都是彼此的重要夥伴及珍貴友人。隨著區域安全議題越發受到全球各國的重視，同樣身為印太區域的民主國家，台韓雙方對區域安全都有堅定承諾，韓國總統尹錫悅就曾多次公開強調，台灣海峽的和平與穩定是地區安定繁榮的重要因素 。
王顧問續表示，我國為韓國第六大貿易夥伴，韓國為我國第四大貿易夥伴，近年來台韓在經濟、觀光旅遊、文化、教育、體育等各領域交流合作日趨密切，雙方人民觀光互訪也快速成長，去（2023）年訪台的韓國旅客已達64萬餘人；台韓所簽訂的「避免所得稅雙重課稅及防杜逃稅協定」（Agreement for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to Taxes on Income）自今（2024）年1月1日起生效，此為我國與他國簽署的第35個所得稅協定，也是繼台日所得稅協定後，我國與東北亞國家的第2個所得稅協定。由此可知，無論是雙邊人員的往來或是商業交流，兩國都朝更互惠互利、深化廣化的方向前進。
Consultant Wang continued to point out that Taiwan is South Korea’s sixth largest trading partner, and South Korea the fourth largest to us. In recent years, there have been an increase of dynamic exchanges in economic initiatives, tourism endeavors, cultural exchanges, education programs, and sports events. The number of visitors to each other has also grown rapidly, with over 640,000 Korean tourists visiting Taiwan in 2023. The Agreement for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income (the Taiwan-Korea ADTA) came into force from January 1, 2024. This marked the 35th income tax agreement that Taiwan signed with its international partners, and the second with countries in Northeast Asia, following the one with Japan. These achievements show that when it comes to bilateral personnel exchanges and commercial partnerships, the two nations are heading towards ties that are deepened, dynamic, and mutually beneficial.
王顧問感謝林德福委員長期關注及支持我國與韓國的國會交流，並積極促成「中華民國與韓國國會議員友好協會」的成立，相信在跨黨派委員支持下，藉由協會這個平台持續推動台韓交流，在更友好、互惠互利的基礎上，擴大合作領域，強化夥伴關係。未來如有任何行政需要，立法院將給予協會全力協助。Consultant Wang also extended his gratitude to Convener Lin for his long-term efforts and support to the parliamentary exchanges between Taiwan and South Korea, which, in turn, gave birth to the Association. It is believed that with the support of cross-party members, the Association could serve as a platform for exchanges between the two nations, so that areas of collaborations can be expanded and partnerships strengthened based on good will and the vision of seeking mutual benefit. Should there be any administrative support required, the Legislative Yuan will spare no effort to assist.
成立大會續由外交部田中光政務次長、僑務委員會呂元榮副委員長分別致賀詞，並應與會貴賓熱情邀請再度進行大合影留念後，繼通過組織章程暨推選會長與副會長，活動歷約30分鐘圓滿結束。
Later on, remarks were given by Deputy Foreign Minister Tien and Vice Chairperson Lu of OCAC. The event concluded after 30 minutes with group photos taken once again at the warm invitation of the attending guests, followed by the passing of the organizational charter of the Association and the election of its president and vice presidents.
