本院王全忠顧問於本（3月29）日上午代表韓院長出席羅廷瑋委員發起之「中華民國與印度國會議員友好協會」及麥玉珍委員發起之「新台灣人權益促進會」共同成立大會。現場出席貴賓包括鍾佳濱委員、羅智強委員、鄭正鈐委員、謝衣鳯委員、黃國昌委員、吳春城委員、林國成委員、翁曉玲委員、許宇甄委員、葛如鈞委員、張啓楷委員、張智倫委員、陳昭姿委員、外交部田中光政務次長、亞東太平洋司藍夏禮司長、國會事務辦公室李岳融執行長、印度台北協會楊丹杰（Dhananjay Singh Yadav）副會長、中華民國就業服務商業同業公會全國聯合會與各縣市代表，以及20餘位來台超過20年的新住民朋友等，共襄盛會。
On the morning of March 29, 2024, on behalf of President Daniel K.Y. Han, Consultant Wang Chuan-chong of the Legislative Yuan attended the inauguration of Republic of China-India Parliamentary Amity Association, convened by Legislator Lo Ting-wei and Taiwan New Immigrants Rights Advocacy Committee by Legislator Mai Yu-chen. Also in attendance were Legislators Chung Chia-pin, Lo Chih-chiang, Cheng Cheng-chien, Hsieh Yi-fong, Huang Kuo-chang, Wu Chun-cheng, Lin Kuo-chen, Weng Hsiao-ling, Hsu Yu-chen, Ko Ju-chun, Chang Chi-kai, Chang Chih-lun, and Chen Gau-tzu; Deputy Foreign Minister Tien Chung-kwang; Director General Peter Sha-li Lan of the Department of East Asian and Pacific Affairs and Director General Ivan Y. J. Lee of the Office of Parliamentarian Affairs under the Ministry of Foreign Affairs (MOFA); Deputy Director General Dhananjay Singh Yadav of India Taipei Association; members of National Federation of Employment Service Association (NESA), ROC, as county and city representatives across Taiwan; over 20 new residents who have been in Taiwan for more than 20 years.
成立大會首先由發起人羅廷瑋委員及麥玉珍委員致開場詞並與貴賓合影，續由王全忠顧問致詞。渠表示，近年來國際及區域局勢變化快速，印太地區的重要性日益提升，印度作為印太地區重要穩定力量，是全球人口最多的國家，且經濟正蓬勃發展。印度目前人口超過14億，其中25歲以下的人口超過50%，可說是充滿生命力的大國。在經濟上的表現也相當亮眼，由印度政府推動的「在印度製造」、「數位印度」、「技能印度」、「智慧城市」等政策，已吸引許多國家的投資與技術合作，其中當然也包含台灣。自去（2023）年起，印度躍升為我國16大貿易夥伴，也是我國第12大重要出口市場，我國與印度的雙邊貿易總額已高達82.24億美元。
Mai Yu-chen, followed by group photos of all the legislators and guests present and a remark by Consultant Wang. Consultant Wang pointed out that the world is faced with great changes, both at the international and the regional level, and the Indo-Pacific region has only become more influential to the global situations. As a key stakeholder in the stability of the Indo-Pacific region, India not only boasts the largest population in the world but also its growing economy. There are currently over 1.4 billion people in India, over 50% of whom are under the age of 25; it shows that India is a big country of vitality. Its economic growth is also quite impressive, as the Indian Government programs- Make in India, Digital India, Skill India, and the Smart Cities Project have attracted investment and technological collaborations from many countries, including Taiwan. Since 2023, India has become Taiwan’s 16th largest trading partner and our 12th largest export market; the total bilateral trade between the two nations has reached US$8.224 billion.
王顧問續謂，台印度雖無正式外交關係，但近年來雙邊友好關係持續升溫，在各領域陸續展開更廣泛且密切的合作，包括經貿、投資、教育、科技及文化等，今年兩國政府為強化雙邊勞務合作關係，在歷經多年的共同努力後，終於在2月16日正式簽署「勞工合作備忘錄」（MOU），在此合作架構下，兩國人民將可持續深化交流，對於我國產業發展也有相當大的幫助，這是台印合作的另一個成功典範。王顧問感謝羅廷瑋委員積極促成「中華民國與印度國會議員友好協會」的成立，期盼透過這個平台深化台印夥伴關係，促進兩國人民的往來或商務交流，推動台印雙邊朝向更互惠互利及共榮發展的方向前進。
Consultant Wang continued to state that despite the lack of formal diplomatic relations between Taiwan and India, bilateral relations have only continued to strengthen in recent years, and there has been an increase of dynamic exchanges in economic and trade initiatives, business investments, education programs, technical interchange, and cultural exchanges. On February 16, 2024, the two nations even completed the signing of an MOU on labor affairs cooperation. Under this partnership, as another successful case of collaboration, citizens from the two nations will continue to have deepened exchanges, and there could be more advantages fueled to Taiwan’s industries. Consultant Wang extended his gratitude to Convener Lo for his efforts in forming the Association, which could serve as a platform to strengthen the partnership between Taiwan and India as well as to increase bilateral personnel exchanges and commercial partnerships, so that both nations can head towards ties that bring mutual benefit and prosperity.
王顧問繼稱，在國際交流日益密切的地球村時代，台灣這塊寶島上也有許多來自東南亞及世界各國的朋友在此落地生根、建立家園。這些來自不同文化背景的朋友豐富了台灣社會的多元性，讓我們的社會更加繁榮。若從歷史的角度來看，台灣社會一直都充滿著移民打拚的足跡，不同的文化跨越重洋匯聚於台灣，但不論先來後到，舊雨新知、大家都是熱愛台灣的「新台灣人」。
On the other hand, Consultant Wang stated that in the era of the global village where international exchanges are increasing, Taiwan, the treasure island, also welcomes many friends from Southeast Asia and countries around the world to settle in and build their homes. These new friends from different cultural backgrounds enrich the diversity of Taiwanese society, making it more prosperous. From a historical perspective, Taiwan has always witnessed the hard work of immigrants, with people with different cultural identities traveling across oceans to come to Taiwan; whether they came in the early days or arrived later on, all of them are new residents who love this island.
王顧問接著指出，本院非常重視生活在台灣這片土地上的新住民、新二代、移工、外籍專業人士的權益，根據內政部移民署的統計，我國的新住民人數已超過58萬人，新二代推估也超過40萬人，他們已經成為台灣社會主要的勞動力及國家發展的新動力，然而對於新住民及新台灣人的權益保障仍有持續精進及努力之處，因此，非常感謝麥玉珍委員成立「新台灣人權益促進會」，讓立法院也能對此議題盡一份心力，最後祝今天的成立大會圓滿成功，在場的委員及貴賓健康順利。
The Legislative Yuan attaches great importance to the rights and interests of new residents, the second generation of these residents, migrant workers, and foreign professionals living in Taiwan. According to statistics from the National Immigration Agency under the Ministry of the Interior, the number of new residents in Taiwan has exceeded 580,000 and their second generation is estimated to exceed 400,000. These people have become the main labor force in our society and the new driving force for national development. That being the case, there is still room for continuous improvement to protect the rights and interests of new residents and immigrants. For all these factors taken into account, Consultant Wang also extended his gratitude to Convener Mai for her efforts in forming the Committee, which facilitates the Legislative Yuan to also make efforts in issues related to new immigrants. In closing, Consultant Wang wished good health and great fortune to the legislators and distinguished guests present, as well as a success to the inauguration.
隨後由外交部田中光政務次長、印度台北協會楊丹杰副會長等人分別致詞祝賀，續通過兩會組織章程暨推選會長與副會長，成立大會歷約1小時圓滿結束，氣氛友好愉快。
Later on, remarks were given by Deputy Foreign Minister Tien and Deputy Director General Dhananjay Singh Yadav of India Taipei Association. The event concluded in warmth and joy after 1 hour with the organizational charter of the Association and the Committee passed and their president and vice presidents elected.
