韓國瑜：今天是「台灣關係法」立法45周年 台美關係堅若磐石
President Han: “Today marks the 45th anniversary of the enactment of the Taiwan Relations Act, underscoring the enduring strength of Taiwan-US relations.”
立法院韓國瑜院長於本(4月10)日下午在本院江啟臣副院長、國民黨陳永康委員、民進黨陳冠廷委員、民眾黨黃國昌總召、國際事務處林晨富處長，以及駐美國台北經濟文化代表處李冀東秘書等人陪同下，接見美國智庫「2049計畫研究所」訪問團一行7人。
On the afternoon of April 10, President Han met a seven-member parliamentary delegation from the Project 2049 Institute. In attendance were Vice President Johnny C. Chiang, KMT legislator Chen Yeong-kang, DPP Legislator Chen Kuan-ting, TPP Whip Huang Kuo-chang, International Affairs Department Director Kevin C.F. Lin, and Secretary Lee Ji-dong from the Taipei Economic and Cultural Representative Office in the United States.
韓院長首先誠摯歡迎訪賓，並偕江副院長及出席委員與訪賓合影後展開雙邊會談。院長表示，今天是「台灣關係法」立法45週年紀念，不僅意義非凡，過去45年來台美友誼與時俱進，在各領域均有長足進展，使雙邊關係堅若磐石。本（第11）屆113席委員中，有55位新科立委，今天江副院長和三黨團代表都在此共同與會，可見大家對訪問團的高度重視。院長繼稱，台灣與美國的國會體制不同，台灣是單一國會制，每位委員都可以自由籌組或是參加國會聯誼會，其中「臺美國會議員聯誼會」有高達72位委員參加，代表立法院跨黨派長期以來對台美關係的重視。院長強調，一部電影的卡司很重要，正如同本屆立法院「臺美國會議員聯誼會」的卡司是有史以來最堅強的。
President Han first extended his sincere welcome to the delegation. The bilateral meeting started after the group photo with Vice President Chiang, the attending legislators, and the delegation members. President Han highlighted the significance of the 45th anniversary of the Taiwan Relations Act, emphasizing the remarkable progress in Taiwan-US friendship in various areas over the past 45 years, which has solidified bilateral relations. Among the 113 members of the 11th Legislative Yuan, 55 are newly elected, and the presence of Vice President Chiang and caucus representatives from the three major parties underscores the high importance attached to the delegation's visit. President Han further remarked that Taiwan and the United States have different parliamentary systems; Taiwan operates under a unicameral system, where each member of parliament can freely form or join parliamentary friendship groups. The Legislative Yuan USA Caucus, for example, has up to 72 members, representing the long-standing bipartisan commitment of the Legislative Yuan to Taiwan-US relations. President Han emphasized the importance of the composition of such groups, likening this session's Legislative Yuan USA Caucus to the strongest ensemble cast in a movie.
薛瑞福主席首先感謝韓院長、江副院長及三黨團代表撥冗會晤訪團，繼表示本（113）年1月13日對台灣來說是很重要的日子，在選舉結果出爐前，台灣已是世界民主的典範，選後台灣的國會呈現三黨不過半的政治局面，再次落實了民主制度的運作。今天很高興見到立法院不同黨派的代表共聚一室，這在美國是很難實現的，儘管如此，美國共和、民主兩黨國會議員一直有個共識，就是守護台灣的自由民主，這不僅是維護台灣人民的權利，同時也是鞏固美國人民的利益。訪團一行承諾將繼續支持民主台灣，並與台灣攜手共同面對未來的挑戰。江啟臣副院長認同表示，這一屆的新國會對台美雙方來說都是新的挑戰，但他相信不同黨派的立委都有著相同的目標，就是守護台灣海峽的和平穩定。從本屆立法院「臺美國會議員聯誼會」的組成就可看出美台夥伴關係已跨越政黨界線，期盼未來雙邊國會議員能有更多的互訪與交流，就國防、台海及區域穩定社會韌性及能源安全等共同關心議題深入交換意見。
Chairman Randall G. Schriver expressed his gratitude to President Han, Vice President Chiang, and caucus representatives from the three major parties for their time meeting with the delegation. He remarked that January 13, 2024, was an important day for Taiwan, where even before the election results were out, Taiwan had already stood as a beacon of democracy in the world. Post-election, with the parliament presenting a three-party non-majority political landscape, Taiwan once again demonstrated the operation of democracy. Chairman Schriver expressed his delight in witnessing representatives from different political parties convening in the Legislative Yuan, a scenario challenging to achieve in the United States. Despite this, there has always been a bipartisan consensus among US Republican and Democratic congressmen to safeguard Taiwan's freedom and democracy. This endeavor not only upholds the rights of the Taiwanese people but also consolidates the interests of the American people. The delegation pledged to continue supporting democratic Taiwan and collaborate with Taiwan to face future challenges. Vice President Chiang concurred by stating that this new session of the legislature poses new challenges for both Taiwan and the United States. However, he believes that legislators from different parties share the same goal of maintaining peace and stability in the Taiwan Strait. The composition of the Legislative Yuan USA Caucus at this session illustrates that the Taiwan-US partnership has transcended party lines. Looking ahead, it is hoped that there will be more bilateral visits and profound exchanges between parliamentarians on both sides on issues of mutual concern such as national defense, stability in the Taiwan Strait and the region, social resilience, and energy security.
雙邊交流時，陳永康委員感謝美國「2049計畫研究所」長期以來對台灣的堅定支持，並稱向與該研究所友好互動，期盼未來在有更多領域與美方進行深度交流及相互觀摩學習；陳冠廷委員表示曾閱讀過柯伯吉先生於2021年出版之著作「拒止戰略」（The Strategy of Denial），並非常認同書中的相關論述；黃國昌總召則感謝訪團成員對台灣的友好和支持，特別提及該研究所於2021年發布之「敵對港口：台灣港口和解放軍入侵計劃」（Hostile Harbors: Taiwan’s Ports and PLA Invasion Plans）這一份研究報告，報告中縝密分析共軍兩棲兵力攻台的可能性及方式，對台灣研擬因應策略極具重要參考價值。江副院長另應詢表示，台灣人民絕對有捍衛國土安全的決心，對此立法院朝野將全力支持，惟在拓展國際空間上仍待進一步突破，如能將台灣納入各項國際或區域安全對話，讓台灣的聲音傳向國際社會，將有助台灣人民更加堅定自信。
During bilateral exchanges, Legislator Chen Yeong-kang expressed gratitude for the long-standing support of the Project 2049 Institute for Taiwan and expressed hope for deeper exchanges and mutual learning with the United States in various fields. Legislator Chen Kuan-ting mentioned having read Elbridge A. Colby’s book, "The Strategy of Denial," published in 2021, and strongly agreed with its arguments. TPP Whip Huang Kuo-chang expressed gratitude for the friendly support of the delegation towards Taiwan. He mentioned the research report "Hostile Harbors: Taiwan’s Ports and PLA Invasion Plans" released by the institute in 2021, highlighting that the meticulous analysis in the report on the possibility and measures of PLA amphibious forces attacking Taiwan is of significant reference value to Taiwan's strategy development. Vice President Chiang further stated that the Taiwanese people are determined to defend their homeland's security. The Legislative Yuan, across party lines, will fully support this determination. However, further breakthroughs are still needed to expand Taiwan’s international space. If Taiwan participates in various international or regional security dialogues, it will amplify Taiwan's voice in the international community and further bolster the confidence of the Taiwanese people.
韓院長、江副院長及三黨團代表另與訪團成員就台海穩定及印太區域安全、美國大選、民主自由與政經發展、軍事國防、社會韌性、政黨如何爭取年輕世代認同與支持等議題廣泛交換意見，會晤歷約50分鐘，氣氛友好愉快，雙方最後互贈紀念品為今日會晤畫下圓滿的句點。
President Han, Vice President Chiang, and representatives from the three-party caucuses engaged extensively with the delegation members on issues such as stability in the Taiwan Strait and the Indo-Pacific region, the US elections, democracy, freedom, political and economic development, military, national defense, social resilience, and how political parties can attract the support and identity of younger generations. The meeting lasted for approximately 50 minutes with a friendly and pleasant atmosphere. Both sides exchanged commemorative gifts, marking a successful conclusion to the meeting.
