本院張裕榮副秘書長本（4月12）日上午10時30分代表韓國瑜院長出席由吳宗憲委員發起之「全球AI應用發展促進協會」成立大會。現場出席貴賓包括葛如鈞委員、牛煦庭委員、王育敏委員、張嘉郡委員、林沛祥委員、黃建賓委員、蘇清泉委員、游顥委員、鄭正鈐委員，以及國家發展委員會法制處專門委員溫俐婷、國家科學及技術委員會前瞻及應用科技處專門委員何紀芳、數位發展部數位產業署簡任視察鍾佳蓉、財團法人人工智慧法律國際研究基金會董事長朱兆民、永齡基金會行銷總監許博允、TAVAR台灣虛擬及擴增實境產業協會理事李勁葦等貴賓，共襄盛會。
At 10:30 a.m. on April 12, Deputy Secretary-General Chang Yu-jung represented President Daniel K.Y. Han in attending the inauguration ceremony of Global Artificial Intelligence Advancement Promotion Association initiated by Legislator Wu Tsung-hsien. Distinguished guests in attendance were Legislators Ko Ju-chun, Niu Hsu-ting, Wang Yu-min, Alice Chang, Lin Pei-hsiang, Huang Chien-pin, Su Ching-chuan, Yu Hao, and Cheng Cheng-chien, as well as Senior Executive Officer Wen Li-ting of the Department of Regulatory Reform at the National Development Council, Senior Executive Officer Ho Chi-fang of the Department of Foresight and Innovation Policies at the National Science and Technology Council, Senior Inspector Chung Chia-jung of the Administration of Digital Industries at the Ministry of Digital Affairs, Chairman Chu Chao-min of the International Artificial Intelligence and Law Research Foundation, Marketing Director Hsu Po-yun of Yonglin Foundation, and Director James Lee of Taiwan Association for Virtual and Augmented Reality (TAVAR).
成立大會首先由發起人吳宗憲委員致開場詞，續介紹在場貴賓並進行大合影、通過組織章程暨推選會長與副會長後，繼由張裕榮副秘書長接續致詞。張副秘書長表示，近年來智慧科技以驚人的速度發展，從2016年Google開發的人工智慧程式AlphaGo擊敗世界圍棋冠軍，到ChatGPT於2022年底引發廣泛討論，均突顯AI發展的驚人潛力。
The opening remarks of the ceremony were delivered by initiator Legislator Wu, followed by the introduction of the distinguished guests and a group photo. After the adoption of the organization's articles of association and the election of the president and vice president, Deputy Secretary-General Chang Yu-jung delivered a speech. In his remarks, Deputy Secretary-General Chang stated that in recent years, intelligent technology has developed at an astonishing pace, with Google's development of the artificial intelligence (AI) program AlphaGo defeating the world Go champion in 2016 and the wide-ranging discussions sparked by ChatGPT at the end of 2022 both highlighting the astonishing potential of AI development.
張副秘書長續謂，智慧科技的進步不僅是科學技術的革新，更深刻地改變了人類的生活方式，其所帶來的變革對經濟及社會乃至文化各層面產生廣泛且深遠的影響。在國際智慧科技浪潮持續推進下，AI領域已成為世代熱潮，更是各國爭相競逐的重點產業。台灣以科技立國，在AI人工智慧、電動車、元宇宙等未來極具發展性的高科技領域中都有傲人的成績。眾所周知，有「AI教父」之稱的晶片大廠「輝達」（NVIDIA）共同創辦人暨執行長黃仁勳先生，憑藉對人工智慧的深刻洞察，使輝達於去（2023）年首度市值達到1兆美元，成為史上第8家市值達到1兆美元的公司，是值得學習的成功經驗。
Deputy Secretary-General Chang continued to emphasize that the progress of intelligent technology is not only a technological innovation but also profoundly changes human lifestyles. The changes it brought have widespread and far-reaching impacts on the economy, society, and culture. With the continuous advancement of international intelligence technology trends, AI has become a generational trend and a key industry for various countries to compete in. Taiwan, a technology-oriented country, has achieved remarkable results in future-oriented high-tech fields such as AI, electric vehicles, and metaverse. It is well known that the co-founder and CEO of NVIDIA Jensen Huang, also known as the "Father of AI," with his profound insights into AI, enabled NVIDIA to reach a market value of 1 trillion US dollars for the first time in 2023. NVIDIA became the 8th company in history to achieve a market value of USD 1 trillion, a successful story worth learning from.
張副秘書長繼稱，我國配合國際趨勢推動產業轉型升級，採取了多項積極措施，除將高附加價值產品的生產引導回台灣外，更加重智慧製造的導入。在製造業中，台灣不僅借助AI技術邁入智慧工廠，在垂直應用AI領域的科技化程度也同樣突出，包括醫療照護、智慧城市及數位政府服務等都日益普及，也顯示台灣的智慧體系日漸形成，這種生態體系的形成，為台灣打下了堅實的基礎，使得我們在研發AI方面擁有相當強大的實力。
Deputy Secretary-General Chang further stated that our country is actively promoting industrial transformation and upgrading following international trends and adopting a series of positive measures. We not only guide the production of high-value-added products back to Taiwan but also emphasize the introduction of intelligent manufacturing. In the manufacturing industry, Taiwan has entered the era of smart factories with the help of AI technology and excelled in the technological level of vertical application of AI. AI is increasingly prevalent in medical care, smart cities, and digital government services, which also demonstrates the gradual formation of Taiwan's intelligent system. This ecosystem formation has laid a solid foundation for Taiwan, giving us considerable strength in AI research and development.
張副秘書長最後感謝吳宗憲委員積極促成「全球AI應用發展促進協會」的成立，展現了本院對AI產業的支持，並為打造更健全且具國際競爭力的產業環境而努力，協會未來如有需要配合的行政事宜，立法院絕對盡力協助。
At the end of the ceremony, Deputy Secretary-General Chang thanked Legislator Wu for actively facilitating the establishment of the Global Artificial Intelligence Advancement Promotion Association, demonstrating the support of the Legislative Yuan for the AI industry, and striving to create a more sound and internationally competitive industrial environment. If the association has administrative matters that need to be coordinated in the future, the Legislative Yuan will do its utmost to assist.
成立大會續由財團法人人工智慧法律國際研究基金會朱兆民董事長、TAVAR台灣虛擬及擴增實境產業協會李勁葦理事、國家發展委員會法制處溫俐婷專門委員、國家科學及技術委員會前瞻及應用科技處何紀芳專門委員、數位發展部數位產業署鍾佳蓉簡任視察分別致詞後，歷約1小時圓滿結束。
The ceremony was then addressed by Chairman Chu Chao-min of the International Artificial Intelligence and Law Research Foundation, Director James Lee of TAVAR, Senior Executive Officer Wen Li-ting of the Department of Regulatory Reform at the National Development Council, Senior Executive Officer Ho Chi-fang of the Department of Foresight and Innovation Policies at the National Science and Technology Council, and Senior Inspector Chung Chia-jung of the Administration of Digital Industries at the Ministry of Digital Affairs. The ceremony concluded satisfactorily after approximately one hour.
