立法院張裕榮副秘書長本（4月15）日上午10時30分代表韓國瑜院長出席由盧縣一委員發起之「中華民國與馬紹爾群島暨貝里斯國會議員友好聯誼會」成立大會。現場出席貴賓包括鄭天財委員、徐宇甄委員、外交部常務次長陳立國、馬紹爾群島共和國大使卡蒂爾（H.E. Ambassador Anjanette Kattil）、僑務委員會副委員長呂元榮、原住民族委員會副主任委員鍾興華及僑務促進委員傅宏輝、劉貞戀伉儷等貴賓，共襄盛會。
At 10:30 a.m. on April 15, on behalf of President Daniel K.Y. Han, Deputy Secretary-General Chang Yu-jung attended the inaugural ceremony of the Marshall Islands-Belize-Taiwan Parliamentary Friendship Association initiated by Legislator Lu Hsien-yi. Also in attendance were Legislator Jeng Tian-tsair, Legislator Hsu Yu-chen, Vice Minister of the Ministry of Foreign Affairs Remus Li-kuo Chen, His Excellency Ambassador Anjanette Kattil of the Republic of the Marshall Islands, Vice Minister of the Overseas Community Affairs Council Roy Yuan-rong Leu, Deputy Minister of the Council of Indigenous Peoples Calivat‧Gadu, and Associate Adviser of the Overseas Community Affairs Council Fu Hong-hui and his distinguished couple Liu Chen-lian.
成立大會首先由發起人盧縣一委員致開場詞，續由張裕榮副秘書長致詞。張副秘書長表示，今年是馬紹爾群島共和國與我國建交的第26年，兩國在農業、醫療衛生、潔淨能源、教育、氣候變遷及資通訊等各領域的合作卓然有成，使雙邊關係持續鞏固深化。馬國與我國有特殊的連結，雙方除都擁有南島文化遺產外，且同為追求民主自由、崇尚法治且捍衛人權的國家，這些共享價值促使兩國關係更加緊密。
The inaugural ceremony began with an opening speech by the initiator Legislator Lu, followed by remarks from Deputy Secretary-General Chang, who stated that this year marks the 26th anniversary of diplomatic ties between the Republic of the Marshall Islands and Taiwan. The two countries have achieved remarkable success in cooperation across various fields such as agriculture, healthcare, clean energy, education, climate change, and information and communication technology, which has contributed to the continued consolidation and deepening of bilateral relations. Taiwan and the Marshall Islands share a special connection, as both possess Southern Island cultural heritage and are countries that pursue democracy, uphold the rule of law, and defend human rights. These shared values have strengthened the relationship between the two nations.
張副秘書長繼謂，貝里斯共和國自1989年與我國建交以來，一直是我國在中美洲地區的重要友邦及經貿夥伴，雙方多年來相互扶持，不但在醫療、農業、教育等領域合作密切，經貿關係也緊密而堅實。因此，他很感謝盧縣一委員積極促成這個聯誼會的成立，藉由國會外交的推動，定能與我國的友邦持續在互利互惠的基礎上，擴大合作領域及強化夥伴關係。他盼未來雙方在國際上繼續相互扶持，為雙邊關係發展再寫下新的篇章，也為全球的繁榮發展一起做出更多貢獻。未來聯誼會如有需要配合的行政事宜，立法院絕對盡力協助。
Deputy Secretary-General Chang continued by emphasizing that since establishing diplomatic ties in 1989, Belize has been an important ally and economic partner of Taiwan in Central America. Over the years, the two sides have supported each other closely, not only in areas such as medicine, agriculture, and education but also in fostering a solid and close economic relationship. Therefore, he expressed his gratitude to Legislator Lu for actively promoting the establishment of this friendship association. Through parliamentary diplomacy, Taiwan and its allies will continue to expand cooperation and strengthen partnerships based on mutual benefit. He hoped that in the future, both sides would continue to support each other internationally, writing new chapters for bilateral relations and making further contributions to global prosperity and development. Should there be any administrative matters requiring cooperation in the future, the Legislative Yuan will spare no effort to assist.
成立大會續由外交部陳立國次長、僑務委員會呂元榮副委員長、原住民族委員會鍾興華副主任委員及馬紹爾群島共和國卡蒂爾（H.E. Ambassador Anjanette Kattil）大使分別致詞後，接著由盧縣一委員主持通過聯誼會組織章程暨推選會長與副會長，並邀請鄭天財委員及徐宇甄委員接續致詞，最後在盧縣一委員與馬紹爾群島共和國卡蒂爾大使互贈禮品，並與在場貴賓大合影的熱絡氣氛下，活動歷約1小時圓滿結束。
Following Deputy Secretary-General Chang's remarks, Vice Minister of the Ministry of Foreign Affairs Remus Li-kuo Chen, Vice Minister of the Overseas Community Affairs Council Roy Yuan-rong Leu, Deputy Minister of the Council of Indigenous Peoples Calivat‧Gadu, and His Excellency Ambassador Anjanette Kattil of the Republic of the Marshall Islands delivered their speeches. Subsequently, Legislator Lu presided over the adoption of the association's charter and the election of its chairman and vice chairman, inviting Legislator Jeng Tian-tsair and Legislator Hsu Yu-chen to address the assembly. Finally, Legislator Lu and Ambassador Anjanette Kattil exchanged gifts, and amid the warm atmosphere, the event concluded with a group photo of all the attendees after about an hour.
