立法院韓國瑜院長於本（4月17）日上午在本院江啟臣副院長、「臺灣與以色列國會議員聯誼會」會長鍾佳濱委員、鄭正鈐委員、麥玉珍委員，以及國際事務處林晨富處長等人陪同下，接見「以色列國會議員訪問團」一行6人。
On the morning of April 17, President Daniel K.Y. Han met with a six-member delegation from the Israeli Knesset (parliament). In attendance were also Vice President Dr. Johnny C. Chiang, Taiwan-Israel Congressional Association Chairman Legislator Chung Chia-pin, Legislator Cheng Cheng-chien and Legislator Mai Yu-chen and International Affairs Department Director Kevin C.F. Lin. 

韓院長首先誠摯歡迎訪賓，並偕出席委員與訪賓合影後展開雙邊會談。院長表示，台灣與以色列互設代表處迄已逾31年，雙方互動都是基於宏觀的視野，在學術、科技、能源、農業等領域的交流尤為熱絡，盼在共同努力下，未來雙方交流合作更加深化廣化，互蒙其利。韓院長繼稱，台以兩國同樣缺乏天然資源匱乏、仰賴專業人才，且都面臨外在強敵的威脅，但共享重視家庭與教育等傳統文化及民主、法治等普世價值，是以雙方的合作更顯得重要。
In his remarks, President Han first extended his sincere welcome to the delegation. Bilateral meeting started after the group photo with the attending legislators and delegation members. The president stated that it has been 31 years since the mutual establishment of representative office between Taiwan and Israel. Based on the long-term vision, both sides have intensive exchanges in areas such as academia, technology, energy and agriculture. He hoped that with the joint efforts, both sides will deepen and expand bilateral exchanges and cooperation to benefit both sides. President Han continued to point out that both Taiwan and Israel are insufficient in natural resources, rely heavily on professional talents, face threats from external adversaries. However, both place great importance on traditional family and education values, and universal values of democracy and rule of law. Therefore, cooperation is especially important.  

「以色列國會友台小組」主席杜伯斯基（Boaz Toporovsky）議員致詞時首先感謝台灣對以色列的堅定支持，他提及以色列目前仍處於戰爭狀態，其對抗的是恐怖主義，尤其以國在上（2023）年10月遭受哈瑪斯恐怖攻擊、本（2024）年4月14日遭受伊朗突襲攻擊時，台灣都在第一時間發揮道德勇氣，表達關切與支持，使該國政府及人民均深刻感受到台以間深厚的友誼。杜伯斯基主席續表示，台灣與以色列都是蕞爾小國，同面臨著非常艱困的國際處境，然而國家雖小卻很強盛，兩國除在科技與其他領域發展都很先進外，更有著共享的價值與信念，兩國的共同使命是一起深化雙邊合作交流，為下一代創造更美好的未來。杜伯斯基議員也以國會友台小組主席的身分，感謝立法院及鍾佳濱會長成立「臺灣與以色列國會議員聯誼會」，盼未來兩國國會友台小組加強交流，並誠摯邀請韓院長、江副院長及在場委員擇機組團赴以色列訪問。
Taiwan-Israel Parliamentary Group Chairman Boaz Toporovsky then delivered his remarks by first of all thanking Taiwan for its strong support to Israel. He said that Israel is at war to fight against terrorism. When Israel was attacked by terrorist Hamas in October 2023 and on April 14, 2024 by Iran’s mass air strikes, Taiwan immediately exercised its morality and courage to express concerns and support. The Israeli government and people feel the strong friendship between Taiwan and Israel.  

Chairman Toporovsky went on to say that both Taiwan and Israel are small countries and face difficult situation. Although they are small, they are strong. Both countries are advanced in technology and other fields. In addition, they share same values and beliefs. The common mission for Taiwan and Isarel is to deepen cooperation and exchanges to create a brighter future for next generation. 
As the Chairman of Taiwan-Israel Parliamentary Group, he also thanked the Legislative Yuan and Legislator Chung Chia-pin for establishing Taiwan-Israel Congressional Association. He hoped the two parliamentary groups can strengthen exchanges. He extended a sincere invitation to President Han and Vice President Chiang to find time to lead a delegation to visit Israel. 

畢茲穆思（Boaz Bismuth）議員表示，台以兩國是共享普世價值的民主夥伴，他特別感謝台灣政府及立法部門在以色列遭受外來恐怖攻擊時，總是於第一時間發布聲明表達支持，兩國間的真摯友誼令人感動。另他對台灣國會三黨不過半的多元政治環境表達崇高的敬意與羨慕，因為以色列國會席次係由十三個不同政黨組成，期許未來持續深化國會交流及友好情誼。
In his remarks, Mr. Boaz Bismuth, member of Knesset pointed out that both Taiwan and Israel are democratic partners of shared universal values. He thanked the Taiwan’s government and legislature for their support by issuing a statement right after Israel suffered terrorist attack. The sincere friendship is touching. He expressed his utmost and admiration for the diversified political environment in Taiwan’s legislature as no single political party occupies a majority seats. There are 13 political parties in Knesset. He hoped to further deepen parliamentary exchanges and cordial relations. 

韓院長接著代表立法院對以色列近日再度遭受外來攻擊表達慰問，並盼受難者能夠安息，傷者能夠儘速痊癒，流離失所者能夠重建家園，更希望早日恢復和平。韓院長另表示，未來以色列若欲透過在台新建猶太教堂來促進雙邊交流，立法院樂願提供必要的協助。
On behalf of the Legislative Yuan, President Han expressed his condolences to those who are affected by the recent attack in Isarel. He hoped that the victims rest in peace, the wounded have speedy recovery, the displaced rerun home soon, and Israel have peace soon again. In addition, President Han stated that if Israel wants to build a synagogue in Taiwan to promote exchanges, the Legislative Yuan is more than willing to provide any necessary assistance.  

江啟臣副院長致詞時表示，台以雙方長期以來各項實質交流密切，雖然彼此都面對很多外來的挑戰，但只要兩國加強合作，定能在貿易、經濟、教育、科技、農業以及其他領域拓展更多交流的成果。江副院長特別提及，近年以色列陸續與韓國、越南等東亞國家簽訂雙邊自由貿易協定，以色列在國際社會中也參與了許多重要的功能性組織，盼未來也能支持台灣參與國際社群，並與台灣攜手共創更多的發展與繁榮。
In his remarks, Vice President Chiang stated that Taiwan and Israel enjoyed longstanding substantive and close exchanges. Although both face external challenges, as long as two countries strengthen cooperation, more fruits of exchanges will be seen in the fields of trade, economics, education, technology, agriculture and others. Vice President Chiang especially mentioned the bilateral free trade agreements signed between Israel and Republic of Korea, Vietnam and other Southeastern Asian countries. Israel is a member of many important functional international organizations. He hoped Israel will continue to support Taiwan’s international participation to promote development and prosperity by working hand in hand with Taiwan. 

雙邊交流時，鍾佳濱會長也對以色列遭受外來攻擊造成嚴重傷亡表達哀悼之意，他特別提及過去8年來，蔡英文總統每年皆會參加在台灣舉辦的一年一度「國際大屠殺紀念日」活動，他期許軍事衝突能夠透過有效的外交方式和平解決，讓人民重回家園、恢復正常生活。鄭正鈐委員則以「台灣的矽谷」新竹市選區出身的科技發展角度，分享我國最大的海水淡化廠設於雲林縣麥寮鄉，該廠即是台以雙邊合作成功的案例，歡迎以色列未來持續與台灣擴大更多的技術交流與合作，相互觀摩、共榮成長。
During bilateral meeting, Chairman Chung expressed his condolences to the severe casualties caused by external attack. He mentioned that President Tsai Ing-wen attended the International Holocaust Remembrance Day even held in Taiwan for eight consecutive years. He hoped that military conflicts can be settled peacefully through effective diplomatic channels to enable people to return home and to go back to a normal life. Legislator Cheng Cheng-chien introduced himself as a district legislator from Hsinchu City, Taiwan’s Silicon Valley with cutting-edged technology. He gave a successful example of Taiwan-Israel cooperation, that is Taiwan’s biggest seawater desalination plant is in Yunlin Mailiao Township. He welcomed Israel continue to expand technological exchanges and cooperation in the future. Both sides can enjoy co-prosperity and growth by learning from each other.   

杜伯斯基主席最後對本年4月3日發生的花蓮強震造成人員傷亡及損失表達關懷與慰問，並盛讚台灣朝野各界所展的高度韌性與人道精神，以及迅速有效的救災處置。韓院長復表感謝，並引述以色列著作之名句-「將海水化為墨水，也無法寫盡猶太人所受的苦難」，來關懷戰爭對以色列人民所帶來的傷痛，並祈盼以國早日恢復和平。
Chairman Toporovsky expressed his condolences and comfort to the causalities and damage caused by the Hualien earthquake on April 3 this year. He recognized the strong resilience, humanitarian spirit and rapid and effective disaster relief. President Han thanked him for this statement and quoted famous words from Israeli literature that the suffering of the Jewish people cannot be described even turning sea water into ink to describe the pain and suffering caused by war to the people of Israel. President Han prayed and hoped that Israel can have peace as soon as possible. 

此次訪團拜會歷約50分鐘，氣氛友好溫馨，在雙方互贈紀念品後為今日會晤畫下圓滿的句點。
The meeting lasted 50 minutes and concluded in an amicable atmosphere after exchange of gifts. (E)
