韓國瑜:台科友誼持續深化 感謝科索沃溫暖關懷花蓮強震
President Han: “Taiwan-Kosovo friendship continues to grow from strength to strength. I thank Kosovo’s warm comfort about Hualien earthquake.”
立法院韓國瑜院長於本(4月18)日下午3時在江啟臣副院長、「台灣與巴爾幹地區九國國會議員友好協會」會長陳冠廷委員、黃仁委員、林憶君委員、國際事務處林晨富處長,以及外交部謝武樵政務次長、歐洲司林主恩副司長、駐匈牙利代表處何毓嘉副參事等人陪同下,接見「科索沃跨黨派國會議員訪問團」一行4人。
At 3 p.m. on April 18, President Han met with four-member cross-party parliamentary delegation from Kosovo. In attendance were Vice President Dr. Johnny C. Chiang, Legislator Chen Kuan-ting, who is also the chairman of Taiwan-the Balkans Nine Countries Parliamentary Friendship Association, Legislator Huang Jen, Legislator Lin Yi-chun, Director Kevin C.F. Lin of Department of International Affairs, Deputy Foreign Minister Kelly Wu-Chiao Hsieh, Deputy Director-General of the Department of European Affairs Jared Lin, Vice Counselor of Taipei Representative Office in Budapest in Hungary.
韓院長首先偕出席委員與訪賓合影,接續致詞表示,誠摯歡迎科索沃跨黨派國會議員團蒞臨立法院訪問,特別是去(2023)年3月前總理霍蒂(Avdullah Hoti)議員率團訪台,獲立法院熱情歡迎,而今(2024)年4月3日花蓮震災後,科索沃是第一個表達關切與慰問的巴爾幹半島國家,韓院長對此深表感謝。
After taking group photos with attending legislators and delegation members, President Han delivered his remarks to extend a sincere welcome to the cross-party parliamentary delegation to the Legislative Yuan. In March 2023, former Prime Minister Avdullah Hoti led a delegation to the Legislative Yuan and was warmly welcomed. Kosovo marked the first Balkan country to express care and comfort after Hualien earthquake on April 3, 2024. President Han expressed his gratitude to the Republic of Kosovo for that.
韓院長續提到科索沃首都「普里斯提納」(Pristina)市長拉瑪(Perparim Rama)於今年3月訪問台灣,與高雄市締結姊妹市,相信兩市民眾都相當高興,他對此一併表達謝意。院長續稱,台灣長期關注科索沃這三十多年來的奮鬥歷程,自2008年宣布建國以來,我國是率先承認科索沃共和國的亞洲國家,這代表2,300萬台灣人民高度肯定科索沃追求民主自由的決心和毅力,盼科國人民瞭解台灣人對科索沃溫暖且真摯的友誼。韓院長並強調,此次立法院以跨黨派委員迎接同樣由跨黨派議員組成的科索沃國會訪問團,充分展現台科兩國國會雖然在國內政治議題上不同黨派間常存意見分歧,但對外立場都是團結一致的,期盼未來持續深化台科兩國國會的互訪與交流。
President Han continued to state that Pristina Mayor Perparim Rama visited Taiwan in March this year to ink a sisterhood agreement with the city of Kaohsiung. He believed that the people of two cities are pleased to see this agreement. He extended his gratitude for that. He pointed out that Taiwan has followed very closely on the strife of Kosovo over the past 30 plus years. Since it declared independence in 2008, Taiwan marked the first Asian country to officially recognize the Republic of Kosovo, demonstrating the recognition of 23 million people of Taiwan of Kosovo’s determination and perseverance to pursue democracy and freedom. He hoped that the people of Kosovo understand the warm and sincere friendship of the people of Taiwan. President Han underscored that the Legislative Yuan welcomed the cross-party parliamentary delegation from Kosovo with cross-party legislators, fully demonstrating the similarities between the two parliaments. Members of parliament may have disagreement on different political issues at home, but they are united in terms of foreign policy. He hoped to deepen exchanges by increasing mutual visits between the two parliaments in the future.
安博旭(Artan Abrashi)議員首先代表訪團致詞表示,身為「科索沃-台灣國會友台小組」共同主席,他對台灣長期以來致力區域和平問穩定深表敬佩。近年來台科兩國間友好關係不斷深化,身為民主與人權的捍衛者,台灣儼然是全世界追求進步繁榮時所仰望的燈塔。科索沃自2008年建國至今仍在摸索發展模式,台灣正是他們追求改革進步過程的重要靈感來源。他續指出,大多數科索沃國會議員都盼與台灣深化關係,共同面對挑戰、追求繁榮進步,為各自人民謀求最大的福祉。
On behalf of the delegation, Mr. Artan Abrashi, Cochair of the Kosovo-Taiwan Parliamentary Friendship Group showed his respect to Taiwan for its longtime efforts in promoting regional peace and stability. The cordial relations continue to deepen over the years. As the defender of democracy and human rights, Taiwan is the beacon of hope for the world to pursue progress and prosperity. Since its establishment in 2008, Kosovo is still exploring the model of development. Taiwan is the source of inspiration for them to pursue progress. He continued to point out that the majority of the members of parliament of Kosovo hope to deepen relations with Taiwan to face challenges, to pursue prosperity and progress to promote the welfare for our two peoples.
江副院長致詞時則表示,他相信台灣和科索沃同樣正在創造歷史,特別在國會外交部分,幾年前兩國便透過國會友好小組推進雙邊合作與交流。此行科索沃跨黨派議員組團來訪意義深遠,代表的不僅是政府間,更是國會間的合作。因此,他再度誠摯歡迎訪賓並盼未來台科彼此間有更多密切交流與觀摩學習。
Vice President Chiang stated that he believed that Taiwan and Kosovo are writing history, in particular parliamentary diplomacy. Many years ago, both countries promoted cooperation and exchanges through parliamentary friendship groups. This visit had profound significance. It represented not only government to government but also parliamentary cooperation. Therefore, he wanted to welcome the delegation once again. He hoped that there would be more close exchanges to learn from each other in the future.
陳冠廷委員表示,台科共同面臨威權主義對外擴張的挑戰,但他相信透過深化合作,總有一天兩國都會一起迎向美好未來;黃仁委員表示,台灣有16個原住民族,與科索沃同樣擁有多元文化,這意味著對內族群相互包容共好,對外積極拓展國際交流,他盼在座訪賓未來持續與台灣頻密交流;林憶君委員則指出,台灣與科索沃在國際社會中面臨相似境遇,均積極爭取國際參與及認同,目前,科索沃已獲全球98國的承認,在這方面的經驗值得台灣學習。她最後並代表家鄉花蓮的鄉親們向科索沃代表團關切花蓮震災表達感謝。
Legislator Chen Kuan-ting stated that Taiwan and Kosovo face the challenged caused by the expansion of authoritarianism, but he believed that through deepening cooperation, both countries will have a better future. Legislator Huan Jen stated that there are 16 indigenous tribes. Just like Kosovo, Taiwan has diversified culture to embrace inclusiveness and harmony at home while expand international exchanges abroad. He hoped the delegation members will continue to promote exchanges with Taiwan in the future. Legislator Lin Yi-chun pointed out that Taiwan shares similar situation in the international community with Kosovo. Both countries are actively striving for international participation and recognition. Currently, Kosovo is recognized by 98 countries. In this regard, Taiwan needs to learn from Kosovo. She concluded her remarks by showing gratitude to the delegation on behalf of Hualien fellow citizens for the care and comfort expressed by the delegation.
雙邊交流時,霍蒂(Avdullah Hoti)議員表示,此行是他第3度訪台,每一次來台,無論是民主化程度、經濟發展或政府運作模式,都讓他更加驚豔,他也樂見台科友誼持續升溫。他另指出,上個月科國首都「普里斯提納」(Pristina)與高雄市結為姐妹市,科索沃也有學生來台就學,期盼未來雙邊交流人數持續增長。同時,他強調此團還有科國企業代表同行,雖然規模不大,但相信未來人數會持續增加,也非常歡迎台灣企業前往科索沃發展,以持續深化兩國經貿交流。
Dr. Avdullah Hoti stated that this marked his third visit to Taiwan. Every time he visited Taiwan, he was always impressed by its democratization, democratic development or the operation of the government. He welcomed the flourishing relations between Taiwan and Kosovo. For example, Pristina and Kaohsiung signed the sisterhood agreement last month. In addition, There are students from Kosovo studying in Taiwan. He hoped that the number will continue to increase in the future. He also stressed that there were business representatives in the delegation, although not a big scale, he believed that in the future the number will continue to increase. He welcomed Taiwan’s businesses to invest in Kosovo to deepen bilateral economic and trade relations.
卡德莉雅伊(Time Kadrijaj)議員以阿爾巴尼亞語表示,此行是首次訪台,對於我國女性立法委員占比超越四成,相當值得科索沃和許多國家學習。他心有所感稱,才訪台短短兩天,她已強烈感受到台灣人民的熱情與溫暖,未來將會再度來台灣訪問。司爾曼奈(Driton Selmanaj)議員也表示很高興再度訪台,台灣是科索沃可以互相學習及分享發展經驗的重要夥伴,兩國應持續深化合作,互惠互利,攜手面對挑戰,增進彼此人民的福祉。
Ms. Time Kadrijaj spoke in Albanian that this marked her first visit to Taiwan. She was impressed to learn that the woman legislators account for more than 40% in the legislature. Not only Kosovo but many other countries in the world need to learn from Taiwan in this regard. She said that during her first two days in Taiwan, she already felt the passion and warmth of the people of Taiwan. This would not be the last of her visit to Taiwan. Mr. Driton Selmanaj expressed his delight to visit Taiwan again. Taiwan is an important partner for Kosovo to learn and to share about development experiences. Both countries should deepen cooperation to enjoy mutual benefit and interest and also to face challenges together to enhance the well-being of the two peoples.
此次訪團拜會歷約30分鐘,氣氛友好溫馨,雙方會晤在互贈紀念品後畫下圓滿句點。
The meeting was concluded after 30 minutes in an amicable and friendly atmosphere after exchange of gifts. (E)
