立法院張裕榮副秘書長本（4月23）日上午9時代表韓國瑜院長出席由王定宇委員發起之「台灣與新加坡國會議員聯誼會」成立大會，現場出席貴賓包括呂玉玲委員、蘇巧慧委員、賴惠員委員、張啓楷委員、黃捷委員、王正旭委員，以及外交部田中光政務次長、國會室李岳融執行長、亞太司陳俊吉副司長、新加坡駐台北商務辦事處葉偉傑代表等，共襄盛會。
At 9:00 a.m. on April 23, on behalf of President Daniel K.Y. Han, Deputy Secretary-General Chang Yu-jung attended the inaugural ceremony of the Taiwan-Singapore Parliament Members Friendship Caucus initiated by Legislator Wang Ting-yu. Distinguished guests in attendance included Legislators Lu Yu-ling, Su Chiao-hui, Lai Hui-yuan, Chang Chi-kai, Huang Jie, and Wang Cheng-hsu. Also in attendance were Deputy Minister of Foreign Affairs Tien Chung-kwang, Executive Director of the Congressional Affairs Office Iván Yueh-jung Lee, and Deputy Director-General of the Department of East Asian and Pacific Affairs Chen Chun-chi, as well as Representative Yip Wei Kiat from the Singapore Trade Office in Taipei.
成立大會首先由發起人王定宇委員致開場詞，全場貴賓嗣進行大合影，繼通過組織章程暨推選會長與副會長後，張裕榮副秘書長續代表立法院致詞。張副秘書長表示，新加坡是東南亞最發達的經濟體，也是亞太金融中心，政局和社會狀況穩定，高效率及清廉的政治贏得國際社會讚譽，是各國學習的典範。我國與新加坡雖無正式外交關係，但台星在歷史上卻有著密不可分的連結，這造就兩國不但在種族、語言及民間信仰上有著高度的相似性，在社會與文化等方面，交流更是緊密。
The ceremony commenced with opening remarks from initiator Legislator Wang, followed by a group photo of all the dignitaries present. After the adoption of the organization's articles of association and the election of the president and vice president, Deputy Secretary-General Chang delivered a speech on behalf of the Legislative Yuan. He expressed that Singapore is the most developed economy in Southeast Asia and the financial center of the Asian-Pacific region. Its stable political and social conditions along with efficient and clean governance have earned international acclaim, making it a model for other countries to emulate. Although Taiwan and Singapore do not have formal diplomatic relations, they share a deep historical connection, with high similarities in ethnicity, language, and folk beliefs, leading to close exchanges in social and cultural aspects.
張副秘書長續稱，在經貿方面，台灣是新加坡第4大貿易夥伴，新加坡則是我國第6大貿易夥伴。去（2023）年新加坡更成為台灣在東協的第一大投資目的國，充分顯示台星兩國不僅在經貿上互補，且可以互利共榮。他繼表示，新加坡是內閣制國家，基本上就是以國會議員為主體的政治體制，強化台星國會外交對增進兩國關係非常重要，期待立法院未來持續與新加坡政要及國會議員進行互訪交流，進一步深化相互瞭解與合作。
Deputy Secretary-General Chang continued by highlighting the economic and trade relations between Taiwan and Singapore. Taiwan is Singapore's fourth-largest trading partner, while Singapore is Taiwan's sixth-largest trading partner. In 2023, Singapore became Taiwan's largest investment destination in ASEAN, demonstrating the mutually beneficial economic relationship between the two countries. He further noted that Singapore operates under a cabinet system, essentially a political system dominated by parliamentarians. Strengthening parliamentary diplomacy between Taiwan and Singapore is crucial for enhancing bilateral relations. The Legislative Yuan looks forward to continuing exchanges and visits with Singaporean political leaders and parliamentarians to deepen mutual understanding and cooperation.
張副秘書長最後感謝王定宇委員積極促成此聯誼會的成立，相信未來能透過這個平台推動國會外交，以彌補傳統外交管道的不足，協助深化台星雙邊友好關係；未來如有需要配合的行政事宜，立法院一定盡力協助。成立大會續由外交部田中光政務次長、新加坡駐台北商務辦事處葉偉傑代表、蘇巧慧委員及賴惠員委員等人分別致詞祝賀，氣氛熱絡愉快，活動於全體貴賓再次進行大合照後，歷約30分鐘圓滿結束。
Finally, Deputy Secretary-General Chang expressed gratitude to Legislator Wang for his active efforts in establishing the Friendship Caucus, believing that through this platform, parliamentary diplomacy can complement traditional diplomatic channels, assisting in deepening bilateral relations between Taiwan and Singapore. Should there be administrative matters that require coordination in the future, the Legislative Yuan will certainly do its utmost to assist. The inaugural ceremony continued with congratulatory speeches from Deputy Minister Tien from the Minister of Foreign Affairs, Representative Yip from the Singapore Trade Office in Taipei, Legislator Su, and Legislator Lai. The atmosphere was warm and cheerful, and after another group photo of all the distinguished guests, the event concluded satisfactorily after approximately 30 minutes.
