立法院張裕榮副秘書長本（4月23）日上午9時30分代表韓國瑜院長出席由王定宇委員發起之「立法院ESG委員會」成立大會，包括林楚茵委員、鄭正鈐委員、張啓楷委員、陳冠廷委員，以及環境部氣候變遷署蔡玲儀署長、經濟部能源署吳志偉副署長、國立成功大學化學工程學系陳志勇名譽教授、新北市綠色能源產業聯盟梁元文副理事長等產官學界人士逾八十人應邀出席，共襄盛會。
At 9:30 a.m. on April 23, on behalf of President Daniel K.Y. Han, Deputy Secretary-General Chang Yu-jung attended the inaugural ceremony of the Legislative Yuan ESG Committee initiated by Legislator Wang Ting-yu. Distinguished guests in attendance included Legislators Lin Chu-yin, Cheng Cheng-chien, Chang Chi-kai, and Chen Kuan-ting, as well as over 80 representatives from the industry, government, and academia, including Director-General Tsai Lin-yi of the Climate Change Administration at the Ministry of Environment, Deputy Director-General Wu Chih-wei of the Energy Administration at the Ministry of Economic Affairs, Honorary Professor Chen Chuh-yung of the Department of Chemical Engineering at National Cheng Kung University, and Vice Chairman Liang Yuan-wen of the New Taipei City Green Industry Association.
成立大會於一一介紹與會貴賓後，由發起人王定宇委員致開場詞並通過組織章程暨推選會長與副會長，續由張裕榮副秘書長代表立法院致詞。張副秘書長表示，過去企業的風險管理，都只著重在資金流動、投資報酬率、商業模式等財務面的數據指標。在全球化的今天，永續經營發展是所有企業的共同願景，而近年氣候變遷、勞工意識抬頭、社會平權、貧富差距等難題如重兵壓境，對企業構成巨大的挑戰。因此現在不論是企業主，甚或是顧客、投資人及融資機構，都相當重視企業在ESG面向的成果表現。
The opening session of the ceremony included introductions of the attending dignitaries and the passage of the committee's articles of association, followed by an address from Deputy Secretary-General Chang representing the Legislative Yuan. He emphasized that in the past, corporate risk management focused mainly on financial indicators such as cash flow, return on investment, and business models. However, in today's globalized world, sustainable development has become the common vision of all businesses. Challenges such as climate change, rising labor consciousness, social equality, and wealth disparity have become increasingly pressing issues for enterprises. Therefore, business owners, customers, investors, or financing institutions nowadays all attach great importance to the performance of companies in the ESG (Environmental, Social, and Governance) aspects.
張副秘書長指出，我國配合國際趨勢，於2022年公布「2050淨零排放」之路徑圖及策略，金管會去（2023）年開始要求上市櫃公司撰寫永續報告書，而立法院也於去年三讀通過「氣候變遷因應法」，將2050淨零排放目標入法，並於今（2024）年正式啟動碳費徵收機制。在ESG的全球浪潮下，各企業都被供應鏈與法規追得很緊，有能力自行轉型的大企業早已紛紛進行，但是中小企業礙於資源與資金不足而難以入門，今天「立法院ESG委員會」的成立，就是向外界證明立法院對此議題的重視，並提供關心企業永續發展的國內外人士一個國際交流平台，讓台灣在ESG實踐的路徑上引領亞洲、接軌全世界。
Deputy Secretary-General Chang pointed out that Taiwan has followed international trends by announcing its pathway and strategy to “2050 Net-Zero Emissions” in 2022. The Financial Supervisory Commission (FSC) began requiring listed companies to prepare sustainability reports in 2023, and the Legislative Yuan passed the Climate Change Response Act in the third reading last year, incorporating the 2050 Net Zero Emissions goal into law. The carbon tax mechanism was officially launched this year (2024). Under the global wave of ESG, enterprises are urged by their supply chains and the regulations to adopt ESG measures. Large enterprises capable of self-transformation have already begun their transition. However, small and medium-sized enterprises find it difficult to enter the field due to insufficient resources and funds. The inauguration of the Legislative Yuan ESG Committee today demonstrates the Legislative Yuan's attention to this issue and provides a platform for domestic and international stakeholders concerned about corporate sustainable development to exchange views, allowing Taiwan to lead Asia and align with the rest of the world in ESG practices.
成立大會續由環境部氣候變遷署蔡玲儀署長、經濟部能源署吳志偉副署長、張啓楷委員、鄭正鈐委員、林楚茵委員、陳冠廷委員及國立成功大學化學工程學系陳志勇教授、新北市綠色能源產業聯盟梁文元副理事長分別致詞祝賀後，各界出席代表均充展現對我國ESG未來發展的無比熱情與信心，活動在全體貴賓進行大合影後，歷約80分鐘順利結束。
Following Deputy Secretary-General Chang's speech, Director-General Tsai of the Climate Change Administration at the Ministry of Environment, Deputy Director-General Wu Chih-wei of the Energy Administration at the Ministry of Economic Affairs, Legislators Chang Chi-kai, Cheng Cheng-chien, Lin Chu-yin, Chen Kuan-ting, Honorary Professor Chen Chuh-yung of the Department of Chemical Engineering at National Cheng Kung University, and Vice Chairman Liang Yuan-wen of the New Taipei City Green Industry Association delivered congratulatory speeches. Representatives from various sectors expressed great enthusiasm and confidence in Taiwan's future ESG development. After a group photo session with all the distinguished guests, the event concluded successfully in about 80 minutes.
