立法院韓國瑜院長主持第11屆立法院「台日交流聯誼會」成立大會 (President Han chairs 11th Legislative Yuan Taiwan-Japan Friendship Association inaugural ceremony, stating that Taiwan-Japan exchanges will continue to deepen bilateral substantive friendly relations based on sincerity) 韓國瑜:台日往來將以「真誠的心」為基礎持續深化雙邊實質友好關係 113.04.25. 立法院韓國瑜院長於本(4月25)日上午10時在江啟臣副院長的陪同下,主持第11屆立法院「台日交流聯誼會」成立大會,出席貴賓包括立法院前院長王金平、洪孟楷委員、邱議瑩委員、黃珊珊委員、牛煦庭委員、王育敏委員、吳春城委員、林國成委員、林楚茵委員、邱鎮軍委員、柯志恩委員、莊瑞雄委員、陳永康委員、陳菁徽委員、鄭正鈐委員、謝衣鳯委員、蘇巧慧委員、蘇清泉委員、張嘉郡委員、麥玉珍委員、涂權吉委員、葛如鈞委員、翁曉玲委員、林德福委員等跨黨派立委,以及外交部政務次長田中光、「日本台灣交流協會」台北事務所片山和之代表、「臺灣日本關係協會」陳志任副秘書長等,共襄盛會。

At 10 a.m. on April 25, President Daniel K.Y. Han of the Legislative Yuan, accompanied by Vice President Johnny C. Chiang, presided over the inaugural ceremony of the 11th Legislative Yuan Taiwan-Japan Friendship Association. Distinguished guests in attendance included former President of the Legislative Yuan Wang Jin-pyng, cross-party Legislators Hung Mong-kai, Chiu Yi-ying, Huang Shan-shan, Niu Hsu-ting, Wang Yu-min, Wu Chun-cheng, Lin Kuo-chen, Lin Chu-yin, Chiu Cheng-chun, Ko Chih-en, Chuang Jui-hsiung, Chen Yeong-kang, Chen Ching-hui, Cheng Cheng-chien, Hsieh Yi-fong, Su Chiao-hui, Su Ching-chuan, Alice Chang, Mai Yu-chen, Tu Chuan-chi, Ko Ju-chun, Weng Hsiao-ling, and Lin Te-fu, as well as Deputy Minister of Foreign Affairs Tien Chung-kwang, Representative of the Japan-Taiwan Exchange Association Taipei Office Kazuyuki Katayama, and Deputy Secretary-General of the Taiwan-Japan Relations Association Chen Chih-jen, among others.


成立大會於一一介紹與會貴賓後,韓院長首先恭請王金平前院長致詞。王前院長表示「台日交流聯誼會」的前身始於民國81年,時奉李登輝總統之命,集結所有立法院黨團之力組成「中日國會議員聯誼會」。演變發展至今已逾三十年,聯誼會的質與量不斷與日俱增,因此他要向過去所有參加過該聯誼會的成員表達敬佩之意。

After introducing the distinguished guests, President Han first invited former Legislative Yuan President Wang Jin-pyng to deliver a speech. Former President Wang stated that the predecessor of the Taiwan-Japan Friendship Association was founded in 1992, at the behest of then President Lee Teng-hui, bringing together the efforts of all party caucuses of the Legislative Yuan to form the Taiwan-Japan Parliamentarian Association. After more than 30 years of development, the association's quality and quantity have continued to increase, and he expressed admiration for all the members who have participated in the association in the past.


王前院長續指出,美國與日本均是我國重要的外交夥伴,但日本在風俗民情及距離上更接近台灣,因此台日間的交流向來頻繁密切。「台日交流聯誼會」成員過去鼎盛時期一度超過100人,即立法院9成以上的委員均入會,而本屆目前加入委員僅70多人,相較略少,對此他呼籲尚未入會的委員踴躍參加「台日交流聯誼會」,並期盼未來台日間議員的交流能更加頻繁,台日關係更加緊密。

Former President Wang continued to point out that both the United States and Japan are important diplomatic partners for Taiwan, but Japan is closer to Taiwan in customs and distance. Therefore, exchanges between Taiwan and Japan have always been frequent and close. At its peak, the Taiwan-Japan Friendship Association had over 100 members, accounting for over 90% of the legislators in the Legislative Yuan. However, in the current session, there are only about 70 members. He urged those who have not yet joined the association to participate actively and hoped for more frequent exchanges between Taiwan and Japan in the future to further strengthen bilateral relations.


韓院長首先對於「立法院永遠的大家長」王金平前院長今日撥冗前來參加成立大會表達誠摯感謝。他表示王前院長在任時,他和在座立委都初進立法院或剛踏入政壇,王前院長可以說是看著許多年輕委員一路歷練到現在。而王前院長適才講述了「台日交流聯誼會」的成立經過、沿革、歷史傳承及其重要性,讓他與許多新進委員更清楚瞭解加入聯誼會的責任與使命。

President Han first expressed sincere gratitude to former President Wang Jin-pyng, the "forever elder brother of the Legislative Yuan," for taking the time to attend the inaugural ceremony. He said that when former President Wang was in office, he and the legislators present were either new to the Legislative Yuan or newly entered politics. Former President Wang witnessed the growth of many young legislators. His speech just now outlined the establishment, development, historical inheritance, and importance of the Taiwan-Japan Friendship Association, allowing many new members to have a clearer understanding of the responsibilities and missions of joining the association.


韓院長續表示,人與人之間的交流最重要的是真心,我們和日本國會議員的往來,只要真心以對,彼此關係自然友好,台日間各領域的交流合作也就能持續順利拓展。韓院長也強調,本屆「台日交流聯誼會」目前參加委員計71名,與「臺美國會議員聯誼會」的72人相仿,雖較以往的100多人略少,但包含江啟臣副院長等跨黨派重要委員均已加入,顯見各黨團都相當重視台日關係。相信在王前院長的呼籲下,未來加入「台日交流聯誼會」的委員數將持續增加,不久的將來也能突破100人。

President Han continued, stating that the most important aspect of communication between people is sincerity. As long as we communicate with sincerity with Japanese parliamentarians, our relationship will naturally be friendly, and exchanges and cooperation in various fields between Taiwan and Japan will continue to expand smoothly. President Han also emphasized that the current session of the Taiwan-Japan Friendship Association currently has 71 participating members, comparable to the 72 members of the Legislative Yuan USA Caucus. While the current membership count is slightly less than the previous total of over 100 members, the inclusion of significant figures from various political parties, notably Vice President Johnny C. Chiang, underscores the collective emphasis placed on Taiwan-Japan relations by all party caucuses. He believed that under the call of former President Wang, the number of members joining the Taiwan-Japan Friendship Association will continue to increase, and it will soon surpass 100.


韓院長另特別感謝日本各界在第一時間對台灣近期發生的花蓮強震表達關懷,並伸出援手,慷慨捐助,台日兩國遭遇天災事變時,政府及人民間均適時互相援助,這是真摯友誼的體現,相信在這個良好基礎上,雙邊將在更多領域深化合作,共創互利繁榮的美好未來。韓院長也提及立法院休會以後,將有立委陸續赴日訪問,下週也會有日本國會議員團來訪,立法院將竭誠接待,讓台日國會議員互訪及友誼持續不輟。韓院長最後祝福「台日交流聯誼會」會務順暢,台日兩國邦誼永固。

President Han especially thanked Japan for its immediate expression of concern and generous assistance to Taiwan in the recent Hualien earthquake. When Taiwan and Japan encounter natural disasters, both the government and the people timely provide mutual assistance, which is a manifestation of sincere friendship. He believed that on this good foundation, both sides will deepen cooperation in more areas and create a better future of mutual benefit and prosperity. President Han also mentioned that after the adjournment of the Legislative Yuan, legislators will visit Japan one after another, and next week a delegation of Japanese parliamentarians will visit Taiwan. The Legislative Yuan will warmly welcome these visits, ensuring that mutual visits and friendships between Taiwanese and Japanese parliamentarians continue. President Han concluded by wishing smooth operation for the Taiwan-Japan Friendship Association and everlasting friendship between Taiwan and Japan.


成立大會續由洪孟楷委員、邱議瑩委員、黃珊珊委員分別代表三個黨團致詞,
洪孟楷委員表示,「台日交流聯誼會」在春暖花開之際成立,象徵台日關係水乳交融,他除了感謝岸田首相及片山大使於花蓮震災後第一時間的慰問與協助,更指出今日出席成立大會的跨黨派委員人數較常設委員會出席的人數還多,這意味立法院絕對有能力通過台日友好的重要法案。邱議瑩委員接續表示,很高興能再度擔任本屆「台日交流聯誼會」副會長,感謝王金平前院長過去帶領委員與日本交流,促進台日關係,並建立由院長任「台日交流聯誼會」會長的慣例,現由韓院長接棒,相信未來台日國會交流層級會愈來愈高。她並提到上週偕幾位同黨委員赴日,會晤了安倍前首相夫人及多位日本國會議員,充份感受到日本民眾對台灣花蓮地震的關切,她感到相當溫暖,並盼台日情誼日益密切,共同攜手維護東亞區域的安全與和平。黃珊珊委員則提到台灣目前面臨許多挑戰,在經濟及軍事層面需要盟友支持,日本無庸置疑是台灣最堅實的盟友。因此,她很樂於參與台日國會間的聯誼與交流,也相信在這一屆國會,台日交流將成為重中之重,雙方一起努力,讓台灣和日本更安全。

The inaugural ceremony proceeded with speeches from legislators Hung Mong-kai, Chiu Yi-ying, and Hwang Shan-shan, representing the three respective party caucuses. Legislator Hung expressed that the establishment of the Taiwan-Japan Friendship Association during the blooming of spring symbolizes the integration of Taiwan-Japan relations. He thanked Prime Minister Kishida and Ambassador Katayama for their prompt condolences and assistance following the Hualien earthquake. Furthermore, it was pointed out that the number of multipartisan legislators attending today's inauguration exceeds the usual attendance at standing committee meetings. This indicates that the Legislative Yuan is fully capable of passing crucial legislation that advances the Taiwan-Japan friendship. Legislator Chiu expressed her delight at once again serving as the Vice Chair of the current term's Taiwan-Japan Friendship Association. She extended gratitude to former President Wang for his past leadership in facilitating exchanges between legislators and Japan, thereby enhancing Taiwan-Japan relations. The tradition of having the President of the Legislative Yuan serve as the Chair of the Taiwan-Japan Friendship Association was also established by former President Wang. With President Han taking over now, she believes that the level of parliamentary exchanges between Taiwan and Japan will continue to rise in the future. In addition, she mentioned her recent visit to Japan with several party colleagues last week, meeting with former Prime Minister Abe's wife and several Japanese parliamentarians, feeling the warmth of the Japanese people's concern for the Hualien earthquake in Taiwan. She hopes for increasingly close Taiwan-Japan relations and jointly maintaining security and peace in the East Asian region. Legislator Hwang further pointed out that Taiwan is now facing many challenges and needs support from allies in both economic and military aspects, with Japan undoubtedly being Taiwan's most solid ally. Therefore, she is delighted to participate in the inter-parliamentary exchanges between Taiwan and Japan. She believes that in this session of the legislature, with both sides working together to make Taiwan and Japan safer, Taiwan-Japan exchanges will be a top priority.

 

在外交部田中光政務次長及「日本台灣交流協會」台北事務所片山和之大使致詞前,韓院長邀請全體出席貴賓大合影。片山大使致詞時表示,有強力民意基礎支持的立法院在韓院長領導下成立「台日交流聯誼會」,令他相當感動。他自去(2023)年11月抵台履任後,即深刻感受到台日間密切的關係,日本在能登半島地震時有相當多來自台灣的援助,日本也在台灣0403花蓮震災後立即宣布提供100萬美元的援助,反映日本人民亟欲回饋台灣的心意。日本政府一向視台灣為重要夥伴,去年日本所做民調顯示,有77%的日本民眾對台灣有親近感、65%則認為台灣值得信賴。台日間情誼難能可貴,他能在此時派駐台灣深感榮幸,且深感責任重大。他特別向「台日交流聯誼會」歷任會長及成員對台日關係的貢獻表達敬意,並衷心期盼在韓院長的帶領下,台日關係更加緊密友好。

Before Deputy Minister of Foreign Affairs Tien Chung-kwang and Ambassador Kazuyuki Katayama of the Taipei Office of the Japan-Taiwan Exchange Association delivered their speeches, President Han invited all the attending guests for a group photo. In his remarks, Ambassador Katayama expressed his deep emotions witnessing the establishment of the Taiwan-Japan Friendship Association under the leadership of President Han, with strong public support in the Legislative Yuan. Since he arrived in Taiwan in November 2023, he has deeply felt the close relationship between Taiwan and Japan. During the Noto Peninsula earthquake, Japan received considerable assistance from Taiwan and Japan immediately announced that it would provide $1 million in aid following the Hualien earthquake in Taiwan on April 3, reflecting the Japanese people's desire to reciprocate Taiwan's goodwill. The Japanese government has always regarded Taiwan as an important partner. A survey conducted last year showed that 77% of Japanese people feel close to Taiwan, and 65% consider Taiwan trustworthy. The friendship between Taiwan and Japan is precious, and he feels honored to be stationed in Taiwan at this time, with a great sense of responsibility. He particularly expressed his respect for the contributions of the former presidents and members of the Taiwan-Japan Friendship Association to Taiwan-Japan relations and sincerely hoped that under President Han's leadership, Taiwan-Japan relations would become even closer and friendlier.


最後,進行確認聯誼會組織章程暨推選副會長,通過敦聘王金平前院長、蘇嘉全前院長、游錫堃前院長為「台日交流聯誼會」榮譽會長,並推選洪孟楷委員、邱議瑩委員、黃珊珊委員擔任副會長,活動歷約一小時圓滿結束,現場氣氛熱絡愉快。

Finally, the association's charter was confirmed and vice-chairpersons were elected. Former Presidents Wang Jin-ping, Su Jia-chyuan, and You Si-kun were appointed as honorary chairpersons of the Taiwan-Japan Friendship Association, and Legislators Hung Mong-kai, Chiu Yi-ying, and Huang Shan-shan were elected as vice-chairpersons. The event concluded after approximately an hour with a lively and pleasant atmosphere.
